RECOVERY CARE MANAGEMENT SUPPORT SERVICES
NAVY EXPEDITIONARY COMBAT COMMAND (NECC)
SOLICITATION NUMBER: N0018920Q0263
AMENDMENT 0001
1. Question: I notice that the three Wage Determinations (WD) were listed in the solicitation but these WDs are not the one that list the “Advocates” within.
2014-0042 list the “advocates” which is traditionally the Labor category that the RCCs are mapped to and I have attached here. Can you please confirm that this is the one we should use?
Response: Wage Determinations are in effect as listed in solicitation. Offerors are required to properly map the qualifications and labor category to the Wage Determination.
2. Question: My first question is about the Past Performance Report Form mentioned on page 66 of the RFP.
Is there a form you’d like us to use or a format you’d like to see? We would like to provide the information you are requesting in the desired format.
Response: Please see Amendment 0001 and associated attachments.
3. Question: We’d like to provide CPARS to demonstrate outstanding past performance. Will you accept
CPARS reports emailed to you in accordance with the instructions listed in the last paragraph of Volume II instructions on page 66?
Response: CPARS reports will not accepted IN LIEU of Past Performance Report Forms.
4. Question: There’s a reference in N0018920Q0263 (NECC Recovery Care Management) to a Past
Performance Report Form, but we don’t see the actual form. Given that this is somewhat time-sensitive, can that form be placed in Beta.SAM.gov?
5. Is there is an incumbent contract or contractor associated to the requirement? If any, please provide the contractor's name and contract number.
Response: Services are currently being performed under contract N00189-16-P-1385 with Task Source, Inc.
6. Page 68 of the RFQ, under II Requirements for Format of Quote Content, there is a bulletized reference to
"Volume Number (I, II, III, or IV)". There is no mention of Volume IV in any of Instructions or Evaluation criteria. Could the government please confirm that there is no Volume IV required for submission?
Response: There is not a Volume IV and the RFQ has been updated.
7. On Page 68, under Quote Page limitations, the RFQ specifies that "Quoters are permitted to submit no more than one page for each of the following, which will not be included in the page count: a cover sheet, list of tables, list of figures, list of acronyms, compliance matrix, table of contents, tabs, and dividers".
Would a cover letter-- distinct from a cover sheet-- be permissible as well? Does the one-page limit for each of these items apply for each volume, or across the entire submission (i.e. all volumes)?
Response: A cover letter would be permissible. The one-page limit applies for the entire submission.
8. Are all the position (1 Program Administrative/5 Recovery Care Coordinators) considered to be Full Time?
Response: It is up to the offeror to determine if these personnel will be utilized full time; however the
Government has historically utilized these positions as full time,
9. Will the experience and past performance of parent or subsidiary companies be evaluated if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?
Response: Please refer to pages 65-66 section titled “Volume II: Factor II – Past Performance”, specifically the section referenced below:
“Quoters may provide contracts describing their own experience as a subcontractor. Quoters shall describe the major or critical aspects of the work performed, as well as the dollar value of work performed, under the submitted contract.
Quoters may also submit contracts of subcontractors they propose to use under this contract. Quoters shall describe the major or critical aspects of the work subcontractors are proposed to perform under the contract. Quoters shall also describe the major or critical aspects of the work performed by the subcontractor, as well as the dollar value of work performed, under the submitted contract.
Subcontractor performance (either the Quoters’s own subcontractor experience or proposed subcontractors experience) of major or critical aspects of this requirement will be considered as highly as prime contractor past performance information for the Quoters.”
10. Are there any additional requirements that an offeror must address in its proposal in order to utilize parent or subsidiary company experience and past performance if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?
Response: All requirements for past performance submission is detailed in pages 65-66 section titled
“Volume II: Factor II – Past Performance”.
11. Are there specific or special evaluation criteria for rating the experience and past performance of an offeror who utilizes parent or subsidiary company experience and past performance if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?
Response: There are no specific or special evaluation criteria for the rating of any past performance.
12. Is there a required Excel file to be submitted for pricing?
Response: Please refer to pages 66-67 for items to be included in “Volume III: Price Quote”.
13. How will the Government determine if the lowest bidders labor categories will meet the preferred requirements for the positions?
Response: That determination will be made when determining price reasonableness and labor skill mix.
14. The evaluation criteria incentivizes contractors to pick the lowest SCA labor category while the job descriptions list several discriminators as preferred. How will the government weigh the quality of proposed labor category against the tradeoff evaluation criteria that only looks at the lowest priced bid first?
Response: Evaluation will include the review of the past performance quality and the price reasonableness determination will consider the labor skill mix.
15. Does the government have a Past Performance Report Form (PPRF) that offerors use?
16. Can offerors submit Government signed CPARs in lieu of PPRFs?
Response: CPARS reports will not accepted IN LIEU of Past Performance Report Forms.
17. P. 68 states “These page limitations are inclusive of the executive summary and any charts, diagrams, and/or other graphics.” Is it the Government’s intent for offerors to submit an executive summary without a corresponding Technical response?
Response: It is not the Government’s intent to instruct industry on their exact submission. Please utilize pages 65-69 for complete “Instructions to Offerors”.
18. P. 68 states “Quoters are permitted to submit no more than one page for each of the following, which will not be included in the page count: a cover sheet, list of tables, list of figures, list of acronyms, compliance matrix, table of contents, tabs, and dividers.” Does the Government expect a Compliance Matrix without a corresponding Technical response?
Response: It is not the Government’s intent to instruct industry on their exact submission. Please utilize pages 65-69 for complete “Instructions to Offerors”.
19. Reference RFP CLINs x002 Travel on pages 19-24, RFP section 6.0 Travel on page 6, and RFP Volume
III: Price Quote, page 67. The x002 Travel CLINs are shown as firm fixed price (FFP), however, section
6.0 refers to incurred costs, and the instructions provide travel plug numbers and disallow profit/fee on costs, which implies a cost reimbursable line item. Please clarify the CLIN type as it pertains to the handling of travel costs for invoicing purposes.
Response: Please see Amendment 0001, Travel CLINS have been updated to cost type CLINS.
