Restricted to the following source. Provide original manufacturer’s name. (If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)
Manufacturer: U S Naval Institute (CAGE: 0N740)__
Manufacturer POC & phone nr.: XXXXXXXXXXXXXXXXXXXXXXX
Mfr. Address: 291 Wood Road, Annapolis, MD 21402
__X__ Description of the item or service required, the estimated cost, and required delivery date.
The Navy Recruiting Command (NRC) requires electronic copies of a publication/guide whose content focuses on introducing or familiarizing common citizens, in particular parents, to the life of the Navy sailor.
Specifically, NRC requires 10,000 electronic copies of the Parents Guide to the US Navy electronic Book (PGUNeBook) publication. The total estimated price is X.
This is a brand name, sole source requirement.
__X__ Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
NRC defines its minimum need as a publication addressing a wide variety of subjects associated with the life of the Navy sailor, such as benefits, deployments, post-traumatic stress disorder (PTSD), counseling, support, basic training, terminology, definitions of acronyms and terminology, naval history, ship class, culture, and daily operational procedures.
Market research was conducted by NRC to determine the existence of sources capable of providing publications meeting the Government’s minimum need.
The Navy has several published resources focused on introducing or familiarizing common citizens to the life of the Navy sailor, such as the naval guide to Annapolis, Maryland; books for military children with deployed parents; A Civilian’s Guide to the US Military; and books
& resources for parents of military. However, while considering these alternative resources and other resources in the commercial marketplace, NRC concluded that Parents Guide to the
US Navy Electronic Book (PGUNeBook), published by the U S Naval Institute (USNI), is
NAVSUPINST 4200.85D, Encl (1) 2 of 3 the only publication that caters to the target audience NRC must reach (i.e., the parents) and addresses the subject matters desired. PGUN has proven to be an effective all-inclusive guide in educating the unfamiliar and often inquisitive legal guardian about Naval life. Many of the aforementioned Navy publications concentrate on specific subjects like benefits, deployments, PTSD, counseling, and support. The PGUNeBook goes above and beyond to establish great emphasis on additional topics, such as basic training, terminology, definitions of acronyms and terminology, naval history, ship class, culture, and daily operational procedures. The PARENT’S GUIDE app is a new book product which will be obtainable online.
Following the determination of the sole source nature of this requirement, NRC conducted additional market research to determine the existence of sources capable of providing the required electronic digital publication. As a result of market research, desired delivery:
