FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity

3. Description of Supplies/Services
A quantity of two (2) Inertial Navigation System (INS) SEANAV units, model K600A379-32, with an integrated Rockwell Ground- Based Global Positioning System (GPS) Receiver Applications Module (GB-GRAM) Selective Availability Anti-Spoofing Module (SAASM) L1/L2 GPS Card is required. Delivery is required 12 months after receipt of order.
The Government's minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition
This justification is based upon the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only one responsible

source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
Kearfott Corporation’s mission is to design, develop, manufacture and support highly reliable, quality products that satisfy the land, air, sea, and space navigation and guidance requirements of our military and commercial customers worldwide. They have unparalleled expertise in producing inertial guidance and navigation systems. The INS accuracies and interface abilities are patented and yet to be manufactured elsewhere.
There is no other manufacturer which makes and sells an INS that meets the system and de-confliction Safety System (DSS) requirements, without significant integration change efforts.
Without this product, will be unable to test or successfully meet the operational requirements.
The aggressive schedule for the has created a time critical requirement for the swift procurement of this hardware for integration testing prior to . Based on the background information and subject matter knowledge developed, it is anticipated, at a very minimum, These costs could not be recovered through full and open competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A comprehensive market research study was conducted. The Kearfott INS was used in 2011-2021 and

conducted telephone and internet searches, reviewed trade literature, contacted peers in the industry, and used years of experience with similar vendors. No other company or agent has such an INS nor is authorized to provide any form of service maintenance, modifications, or upgrades to this critical component. Proprietary data limits competition as the design is proprietary to the original equipment manufacturer, Kearfott Corporation, with no authorized resellers available.
The proposed contract was synopsized on the SAM.gov website on 23 November 2021 and only Kearfott Corporation expressed interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Kearfott Corporation to provide the required equipment.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
