JUSTIFICATION

1. Contracting Activity

3. Description of Supplies/Services

The brand name specific products identified in enclosure (1) must be compatible in form, fit, and function with each other as well as the existing hardware within the anticipated operating environments for the systems. Procuring these specific components will limit any discrepancies in part variations and configurations. The assessment of other potential sources would require additional analysis resulting in unacceptable delays in fulfilling mission requirements and time sensitive operational support for Naval Sea Systems Command. Historical labor costs to develop the current state of the overall system and subcomponents includes for initial system design and development and for finalized system design and testing. This estimate includes both Government and contractor support labor, as well as . testing labor. The

6. Description of Efforts Made to Solicit Offers from as Many Off erors as Practicable

Subject matter experts from the project's team conducted telephone and internet searches, reviewed trade literature, contacted peers in the industry, and used years of experience with similar vendors. While discussing the requirements with knowledgeable individuals in the Government and industry regarding market capabilities to meet requirements, it was determined these products were the only solution that could meet the program's requirements and timeframes . Additional market research through internet searches, and communication with the original equipment manufacturers has shown that there are authorized resellers available for some of these proprietary products. In an effort to solicit as many offers as possible for the requested brand name components identified in enclosure (1), specific manufacturers' parts will be competed amongst authorized resellers/distributors, when available. All requirements that meet the synopsis threshold will be synopsized on the Federal Business Opportunities website with all responses considered.

7. Determination of Fair and Reasonable Costs

The Contracting Officer will determine that the price being offered to the Government is fair and reasonable using the appropriate price analysis before each contract/order is awarded.

8. Actions to Remove Barriers to Competition
