CLASS JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department
2. Description of the Action Being Approved
This point class justification is for the award of firm fixed priced contracts and orders through other than full and open competition for critical components in support of the Authority to act under this

3. Description of Supplies/Services
This procurement action covers an increase of ceiling in the amount of with a total value of and updates the materials list. These changes are required due to the use of cutting edge technology and prototypes that are advancing continuously. Some parts originally requested have been revised and updated resulting in revised or new part numbers, pricing and manufacturers. The requirements are constantly evolving for this new

(OPN), and Research, Development, Test, and Evaluation, Navy (RDT&EN), funds will be utilized for these procurements. The funding will be an 80/20 split with 80% of the funds being RDT&EN. The funding will also be an estimated 80/20 split with 80% of the funds being FY19 funds while the remaining 20% will be FY18 funds. Delivery is requested as soon as possible after receipt of each of the orders.

The brand name specific products identified in enclosure (1) must be compatible in form, fit, and function with each other as well as the existing hardware within the anticipated operating environments for the systems. Utilization of these commercial hardware components will reduce cost and shorten the development schedule for the program by minimizing the amount of engineering to the greatest extent possible. Attempting to redesign the system in order to accommodate another brand of hardware could result in a duplication of cost in excess of and incur an unacceptable delay in the testing, fielding, and demonstration of This duplication of costs could not be recovered through full and open competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Subject matter experts from the project's team conducted telephone and internet searches, reviewed trade literature, contacted peers in the industry, and used years of experience with similar vendors. While discussing the requirements with knowledgeable individuals in the Government and industry regarding market capabilities to meet requirements, it was determined these products were the only solution that could meet the program's requirements and timeframes. Additional market research through internet searches, and communication with the original equipment manufacturers has shown that there are authorized resellers available for some of these proprietary products. Therefore, specific manufacturers' parts will be competed amongst authorized resellers/distributors, when available. All acquisitions that meet the synopsis threshold will be synopsized on the Federal Business Opportunities website. All responses will be considered.
7. Determination of Fair and Reasonable Costs
The Contracting Officer will determine that the price being offered to the Government is fair and reasonable using the appropriate price analysis before each contract/order is awarded.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts full and open for the type of equipment covered by this document. As potential sources emerge, Dahlgren Contract
