STATEMENT OF WORK
1.0 General/Introduction
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is the Department of Defense (DoD) Energetics Center and serves as the DoD Explosive Ordnance Disposal Technology Program lead.
NSWC IHD provides research, development, engineering, manufacturing, test, evaluation and in-service support of energetics and energetic materials (chemicals, propellants and explosives) for ordnance, warheads, propulsion systems, pyrotechnic devices, fuzing, electronic devices, Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PADs), Packaging, Handling, Storage, and Transportation (PHS&T), gun systems and special weapons for Navy, Joint Forces, and the Nation.
NSWC IHD requires the of purchase of an automated combination analytical/preparatory liquid chromatography purification system composed of a single quadrupole liquid chromatograph/mass spectrometry (LC-MS) system equipped with ESI, APCI, and PDA detection (see Table 1 for specifications), automated fraction collection capable of both MS and PDA triggered detection, uninterruptible power source (UPS) for the system, nitrogen generator, various sized chromatography columns (see Table 2) and associated guard columns, computer and software for system operation, data collection, and data workup.
2.0 Requirements
2.1 Liquid Chromatograph/Mass Spectrometry (LC-MS) System
The system must include an LC-MS system capable of performing analytical, semi-prep, and prep scale purification of samples. The system must be able introduce samples through an autosampler. Fraction collection in the system must be able to be performed by both MS triggered collection and PDA triggered collection. The minimum requirements for the LC-MS system are described below in Table 1.

2.2 Nitrogen Generator
As called out in Table 1, the nitrogen generator must be capable of providing high purity nitrogen to the MS component.
2.3 HPLC Columns
As part of this system, various analytical and prep HPLC columns, both normal and reversed phase, will be required to perform the desired purification and scale-up purifications of materials at NSWC IHD. Guard columns will also be required to protect the analytical and prep HPLC columns. A complete list of the HPLC columns required is shown in Tables 2 and 3.
