STATEMENT OF WORK

for

Large Rocket Motor Manipulator for Non-Destructive Testing 3 January 2023

SCOPE:

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) Non-Destructive Evaluation Branch

(R35) has a requirement to replace NSWC IHD large rocket manipulator that supports rocket motors of various sizes during the x-ray inspection process. This manipulator will replace an existing system which is beyond its service life. The existing manipulator will be removed and disposed of by the government prior to the Contractor installing the replacement system in its place.

1.0 DEFINITIONS:

1.1 Horizontal Manipulator: A carriage which moves along floor rails that holds rocket motors horizontally (central axis of the rocket motor parallel to the ground). Multiple powered drive systems are necessary to translate the carriage back and forth and rotate rocket motors as it supports them.

2.0 REQUIREMENTS:

2.1 General Requirements:

2.1.1 The Horizontal Manipulator may be exposed to water and moisture in the building where it will be installed. All materials used shall be corrosion resistant to increase longevity. The Horizontal Manipulator shall be designed so that water cannot cause damage to the system as a whole. All electrical equipment shall be water resistant.

2.1.2 Rails need to be supplied and installed on existing concrete floor by the Contractor. The rails will support the entire Horizontal Manipulator carriage. The rails need to be parallel to one another in order to allow translation of the Horizontal Manipulator without it binding up.

2.1.2.1 There shall be limit switches on each end of the rails that will stop all movement of the Horizontal Manipulator when tripped, in order to prevent the Horizontal Manipulator from running off the rails.

2.1.2.2 There shall be bump stops mounted on each end of the rails in order to prevent Horizontal Manipulator carriage from running off of the rails if the limit switches malfunction.

2.1.2.3 The range of travel for the horizontal and vertical manipulators along the rails will be determined by the size of the manipulators. The rails and linear actuators need to extend the full width of the bay to maximize this travel.

The rails and linear drive system are expected to be approximately 44 feet of travel.

2.1.2.4 The rail closest to the north wall shall be a minimum of 50 inches from the north wall (see building schematic for reference).

2.1.2.5 There shall be filling material between the rails or the rails shall be low profile to prevent tripping hazards.

2.1.3 The Horizontal Manipulator shall consist of one carriage to be mounted on the rails.

2.1.3.1 The carriage shall be designed in order to be able to mount the government-owned Troyke 42” rotary table (model NC-42-A) so that the turntable translates with the horizontal manipulator. The turntable shall be mounted to the carriage by the Contractor during system installation at the government facility.

2.1.3.2 The Horizontal Manipulator shall consist of one stationary end support that is mounted on the carriage to support one end of the rocket motor. This stationary end shall have a powered rotational drive system that rotates the rocket motor. The axis of rotation shall be at a fixed height and parallel to the ground.

2.1.3.3 The Horizontal Manipulator shall consist of a moveable end support system which is mounted on the carriage that supports the opposite end of the rocket motor and allows it to rotate freely. This end support must be capable of moving to account for motors of different lengths. The position of the end support could be adjustable manually. Once the end support has been moved to the proper position, a means shall be provided to lock the end stock into position. A ruler or scale shall be provided on the horizontal carriage to show the position of the end support.

2.1.3.4 The carriage shall have a maximum width of 48 inches and a minimum width of 42 inches.

2.1.4 The axis of rotation of the Horizontal Manipulator must be a minimum height of three

(3) feet and a maximum height of four (4) feet in reference to the floor.

2.1.5 The top of the Troyke 42” rotary table (model NC-42-A) shall have a minimum height of two (2) feet and a maximum height of three (3) feet in reference to the floor.

2.1.6 There shall be a minimum clearance of 15” beneath the center of rotation of the horizontal manipulator.

2.1.7 There shall be no material in between the X-ray beam and the acquisition area of any large rocket motor fixed to the Horizontal Manipulator and Troyke 42” rotary table (model NC-42-A).

2.1.8 The axis of rotation of the Horizontal Manipulator must be a minimum of 71 inches and a maximum of 74 inches from the North wall (see building schematic for reference).

2.1.9 No part of the Horizontal Manipulator shall be closer than 50 inches from the North wall.

2.1.10 The center point between the rotational drive and the end support on the Horizontal Manipulator shall be no greater than 15 feet from the west wall of the building when the Horizontal Manipulator is driven closest to the west wall and the rotational drive and end support are maximum distance apart.

2.1.11 The center axis of rotation for the turntable shall be no greater than 22 feet from the east wall when the Horizontal Manipulator is driven closest to the east wall.

2.1.12 Both end supports shall fix to custom adapters that will be attached to the rocket motors. The Contractor shall supply adapters for three (3) rocket motors that are detailed in this statement of work.

2.1.13 Three moveable center support systems that are mounted on the carriage and can be raised to support the motor in between the end supports. These middle supports must be capable of moving to account for motors of different lengths and also raising and lowering to account for motors of different diameters. The center supports shall either be able to raise and lower Rocket Motors up to 3000 lbs or be able to position, lock, and support rocket motors up to 3000 lbs. A manual positioning system for adjusting the location of the center support assembly is acceptable. The lifting mechanism for the center supports can be hydraulic, pneumatic or mechanical. A load cell shall be incorporated into each center support to show the amount of force that is currently being applied to the bottom of the motor case. A ruler or scale shall be provided on the horizontal carriage to show the horizontal and vertical position of the center supports.

2.1.13.1 The Contractor shall supply at least two sets of interchangeable rollers for the adjustable center supports. One set shall have rollers approximately 1 inch wide to fit in between attachment tabs on the case of the rocket motor. The second set shall be at least 3 inches wide for distributing the load on the case.

These sets of rollers shall be easily interchangeable.

2.1.14 There shall be at least three (3) powered control axis of movement for the entire system. There shall be lateral translation of the Horizontal Manipulator carriage, rotation of the horizontal manipulator, and rotation of the Troyke 42” rotary table (model NC-42-A).

2.1.14.1 All powered movement shall be controlled by servo motors that are compatible with EtherCat.

2.1.14.2 The Contractor shall supply all CAT 5 Ethernet cables and electrical power cables.

2.1.14.2.1 CAT 5 Ethernet cables that must go to the control room shall be 250 feet in length.

2.1.14.3 No wireless transmitters are permitted in the system.

2.1.14.4 All drives shall incorporate a braking mechanism so that motion is stopped safely in the event of a loss of power.

2.1.15 All cables and wiring shall maintain free from any pinch points and shall not extend past the South side of the Horizontal Manipulator to reduce tripping hazards.

2.2 Software Requirements:

2.2.1 Motion control software shall be provided in Labview with all source code provided.

2.2.2 The motion control software shall be integrated with the current Marietta NDT InSight

1.0 acquisition software and installed on a government owned computer. If this is not possible, acquisition software shall be provided by the Contractor that includes a synchronizer that enables the Varex 4343 Digital Detector Array to acquire images from an M-series Linear Accelerator that shall be integrated to the motion control software of the horizontal manipulator. Requirements 2.2.2.1 through 2.2.2.5 are not needed if motion control software can integrate with Marietta NDT InSight 1.0 acquisition software.

2.2.2.1 Synchronizer Module

2.2.2.1.1 Synchronizer must have ability to be reconfigured to a different x-ray source by means of interchangeable chips without requiring re-soldering.

2.2.2.1.2 Synchronizer must have ability to be reconfigured to a different imaging detector by means of interchangeable chips in a socket without requiring re-soldering.

2.2.2.1.3 USB connection from computer to Synchronizer.

2.2.2.1.4 Minimum of 150 feet of cable from Synchronizer to Linear

Accelerator.

2.2.2.1.5 Minimum of 150 feet of cable from Synchronizer to Digital

Detector Array.

2.2.2.1.6 No wireless communication including Wifi or 802.11 devices.

2.2.2.1.7 Trusted Platform Module (TPM) version 1.2 or higher.

2.2.2.2 Image Capture Interface

2.2.2.2.1 Select the panel mode (1x1 or 2x2).

2.2.2.2.2 Select the number of frames for saving to be averaged from 1 to at least 32.

2.2.2.2.3 Select the Detector Gain, supporting all gains supported by the panel.

2.2.2.2.4 Select the Gain file to be used.

2.2.2.2.5 Select the Offset file to be used.

2.2.2.3 Image Display Interface

2.2.2.3.1 Select the minimum and maximum pixel values to display. Use linear lookup tables to determine what pixel value to display on screen.

2.2.2.3.2 Use the mouse to adjust the minimum and maximum pixel values to display by holding down one mouse button and moving the mouse up or down and left and right. One direction should adjust the window width (the difference between the maximum and minimum pixel values) the other direction should adjust the window center (the halfway point between the min and max).

2.2.2.3.3 Graphically show the distribution of pixel values currently being displayed on the image in a histogram. Graphically show which part of the histogram is currently being displayed on the screen.

2.2.2.3.4 Display a part of the image by increasing the magnification, up to 800%. When using magnification, a small map should be on the screen which shows which part of the current image is being displayed. Moving the part of the image that is display should be done by holding down a mouse button and moving the mouse around.

2.2.2.3.5 Display the pixel value of the single pixel that is directly under the mouse while the mouse is over the image display. Display the X & Y coordinates of that pixel.

2.2.2.3.6 Include a tool to display the average pixel value and standard deviation of the pixels in a user selected sized box while the mouse is over the image display. Display the X & Y coordinates of the center of the box.

2.2.2.4 Data Capture

2.2.2.4.1 Ability to communicate with a Varex 4343 series Digital Detector

Array.

2.2.2.4.2 Capture binned data (2x2) when requested.

2.2.2.4.3 Apply the selected Gain file to all acquired images.

2.2.2.4.4 Apply the selected Offset file to all acquired images.

2.2.2.4.5 Apply the selected Bad Pixel map to all acquired images.

2.2.2.4.6 Capture the image using the selected number of averaged frames.

2.2.2.4.7 Capture the image using the selected Detector Gain.

2.2.2.5 Data Storage and Export

2.2.2.5.1 Ability to save images as 16-bit TIFF, BMP or JPG.

2.2.2.5.2 Ability to send images to third party DICONDE analysis software including Yxlon, GEIT Rhythm, and CareSteam Digital Viewing Software.

2.2.3 The position of all components of the system shall be displayed on two screens, one located in the control room and one located in the operations bay. Positions shall be displayed in inches for the translation axis and degrees for all rotation axis. Translation and degrees shall both be displayed to two (2) decimal places. User shall have the ability to zero the rotation axis at any time. The screen in the control room can be an existing government owned monitor.

2.2.4 User shall have the ability to send the system to a given rotation or translation position by typing in the desired values.

2.2.5 System shall include the capability of motion programming.

2.2.5.1 System shall have the ability to store motion programs.

2.2.5.2 Motion programming for the Horizontal Manipulator and Troyke 42” rotary table (model NC-42-A) shall store and be able to move the system to stored values for rotation and translation.

2.2.5.3 Motion programs shall be stored by item name.

2.2.5.4 Once item name has been selected, system interface shall graphically show all available stored positions. User shall be able to select any one of these stored positions and move directly to that position. User shall have the ability to indicate a status for each of these stored positions (for example, whether that particular position had been inspected, still needed to be inspected and if a position needed to be re-inspected).

2.2.6 The motion control software shall allow the translation speed to be set by the person operating it. This can be done by manually typing in a speed or choosing a speed from a digital sliding bar. The sliding bar shall show different speeds that range from one (1) inch per second to five (5) inches per second in increments of 0.5 inches per second.

2.2.7 The motion control software shall allow the rotation speed of the Horizontal Manipulator and Troyke 42” rotary table (model NC-42-A) to be set by the person operating it. This can be done by manually typing in a speed or choosing a speed from a digital slider bar. The sliding bar shall show different speeds that range from 0 revolutions per minute to 10 revolutions per minute in increments of 1 revolution per minute.

2.3 Motion Control Requirements:

2.3.1 Proportional speed physical joysticks shall be provided for all powered movement axis.

Two sets of controls shall be provided, one in the control room and one on the system itself in the operations bay.

2.3.1.1 Physical joystick for controls in the operations bay shall be connected to

Horizontal Manipulator so that the personnel holding the controller can move along with the Horizontal Manipulator as it is translating laterally. Wireless controllers are not acceptable. Controller shall be connected by at least 10 feet of cable.

2.3.1.2 Only one controller shall be activated at all times.

2.3.1.3 Once one controller is activated and in use, the other shall be locked out.

2.3.1.4 There shall be a button on each controller that can be pushed in order to activate the controller to be in use.

2.3.1.5 There shall be an indicator in the control room to show that the control room controller is activated when it is activated. This indicator shall be off when the controller in the operating bay is activated.

2.3.1.6 There shall be an indicator in the operating bay to show that the operating bay controller is activated. This indicator shall be off when the controller in the control room is activated.

2.3.2 The Horizontal Manipulator carriage shall have a minimum translation speed of one (1) inch per second and a maximum speed of five (5) inches per second.

2.3.3 The Horizontal Manipulator shall decelerate when it is coming to a stop when translating to prevent jerk.

2.3.4 The Horizontal Manipulator and Troyke 42” rotary table (model NC-42-A) maximum rotation speed shall be 10 revolutions per minute.

2.3.5 The system shall have the following position tolerances:

2.3.5.1 Carriage shall be positioned on the rail to an accuracy of 0.002 inches with position feedback accurate to 0.001 inches.

2.3.5.2 Rotational accuracy of the rotator on the Horizontal Manipulator shall be 40 seconds of total angular accuracy and repeatability of 5 seconds.

2.4 Safety Requirements:

2.4.1 Both software controls and physical joystick controls shall include an emergency stop button that stops motion in all axis by braking to a stop.

2.4.2 There shall be two emergency stops located on the horizontal manipulator.

2.4.2.1 One emergency stop shall be located on each end of the horizontal manipulator.

2.4.2.2 Both emergency stops shall stop all motion by braking to stop.

2.4.3 The Contractor shall perform load testing on the horizontal manipulator.

2.4.3.1 The Contractor will deliver a toad test article which will mount in place of the rocket motors. The test article does not need to accurately represent the rocket motor, it only requires that the ends of the test article simulate the connection between the rocket motor and the adapters for the rotational drive and the tailstock.

2.4.3.1.1 Weight of the load test article shall be at least 4860 lbs. A 12 inch diameter, 14 foot long piece of steel solid round stock should be sufficient.

2.4.3.1.2 Load test article must have a lifting hook installed at the center of gravity for setting in place.

2.4.3.2 Load Test Categories- Each load test category shall be performed on Horizontal Manipulator and Troyke 42” rotary table (model NC-42-A) separately.

2.4.3.2.1 Static Loading- The load test article shall be installed on the Horizontal Manipulator and the weight shall be fully supported by the Horizontal Manipulator for 10 minutes.

2.4.3.2.2 Rotational Dynamic Loading- The load test article shall be installed to the Horizontal Manipulator and the weight shall be fully supported by the horizontal manipulator. The Horizontal Manipulator shall rotated the load test article 10 revolutions at the rotational speed of 1 revolutions per minute.

2.4.3.2.3 Translational Dynamic Loading- The load test article shall be installed to the Horizontal Manipulator and the weight shall fully supported by the horizontal manipulator. The Horizontal Manipulator shall then translate the load test from one end of the rails to the other at the rate of 2 inches per second. The Horizontal Manipulator shall then stop and return to its original position at the rate of 2 inches per second. This category shall only be tested when installed at the government facility.

2.4.3.3 Load testing shall be observed by the government and performed during the Pre-delivery test at the Contractor facility and at the government facility after installation.

2.4.3.3.1 The Horizontal Manipulator carriages do not have to be mounted to the rails during the Pre-delivery load test.

2.4.3.3.2 The load test during the Pre-delivery test will only test the load in static and the load while rotating.

2.4.3.3.3 The load test after installation at the government facility shall test static loading, rotation with the load article, and translation with the load article.

2.4.3.4 The Contractor shall provide a load test report to the government.

2.4.3.4.1 The Contractor shall deliver a Load Test Report (CDRL A004) documenting the load test weight, pass or fail result for each category, length of time under load for each category, and translation and rotational speeds.

2.4.4 System shall be designed based on a Safety Factor of at least 3:1 based on yield strength.

2.4.5 The Contractor will need to provide safety factor calculations so that necessary safety approvals can be obtained.

2.4.6 A ¼ inch gauge copper grounding cable shall run the length of the rail that is in contact with the carriage at all times. The ends of the cable shall have an attachment point so that the grounding cable can be connected to a grounding point in the building.

2.5 Rocket Motor Handling Requirements and Specifications:

2.5.1 The Horizontal Manipulator must be able to support, translate, and rotate a rocket motor with the following weight and dimensions:

2.5.1.1 Maximum weight of 3000 lbs.

2.5.1.2 Range of length from 24 inches to 200 inches.

2.5.1.3 Range of diameter from 5 inches to 24 inches.

2.5.2 The Troyke 42” rotary table (model NC-42-A) shall be capable of holding at least 3000 lbs once mounted to carriage.

2.5.3 The Contractor shall design and fabricate two (2) sets of adapters each for three (3) different rocket motors that will fix the rocket motors onto the horizontal manipulator.

These three rocket motors are just a sample of different types of rocket motors that will be inspected using the horizontal manipulator. The Horizontal Manipulator shall be designed to be able to hold more than just these three types of large rocket motors. The government shall have the option to order adapters for various other rocket motors that are not outlined below.

2.5.3.1 All rocket motors that the Horizontal Manipulator will be used for have different external features. The Contractor shall design a plan to hold these rocket motors using adapters and the rollers on the Horizontal Manipulator based off these external features.

2.5.3.2 All rocket motors will vary in size, weight, and case material. The Contractor shall design a plan to hold these rocket motors using adapters and the rollers on the Horizontal Manipulator based off size, weight, and case material so that the equipment and rocket motors will not fail structurally.

2.5.3.3 All rocket motors may have a requirement to be X-rayed at varying conditioned temperatures that can range from -70 degrees Fahrenheit to 140 degrees Fahrenheit. Adapters shall be designed to withstand these varying temperatures.

2.5.3.4 The Contractor shall send CAD files for preliminary adapter designs to government to check for compatibility with current X-ray procedures.

2.5.3.5 The Contractor shall ship adapter samples to the government in order for the government to test fit with the corresponding rocket motors. Government shall approve adapters based off test fit.

2.5.3.6 Adapters for item number 1:

2.5.3.6.1 Weight of the rocket motor is 1,980 lbs.

2.5.3.6.2 Rocket motor is 18 inches in diameter and 157 inches in length.

2.5.3.6.3 The center of gravity for this rocket motor is located 83 inches from the Nozzle end of the rocket motor.

2.5.3.6.4 A SolidWorks part file and drawings will be provided by the government to the Contractor.

2.5.3.6.5 The adapters shall not interfere with X-ray acquisition in areas highlighted by the government.

2.5.3.7 Adapters for item number 2:

2.5.3.7.1 Weight of the rocket motor is 1070 lbs.

2.5.3.7.2 Rocket motor is 14 inches in diameter and inches in 111 length

2.5.3.7.3 The center of gravity for this rocket motor is located 49.5 inches from the forward end of the rocket motor

2.5.3.7.4 A SolidWorks part file and drawings will be provided by the government to the Contractor

2.5.3.7.5 The adapters shall not interfere with X-ray acquisition in the areas highlighted by the government.

2.5.3.8 Adapters for item number 3:

2.5.3.8.1 Weight of the rocket motor is 99 lbs.

2.5.3.8.2 Rocket motor is 5 inches in diameter and 71 inches in length.

2.5.3.8.3 The center of gravity for this rocket motor is located 19.25 inches from the forward end of the rocket motor.

2.5.3.8.4 A SolidWorks part file and drawings will be provided by the government to the Contractor.

2.5.3.8.5 The adapters shall not interfere with X-ray acquisition in the areas highlighted by the government.

3.0 PLACE OF PERFORMANCE

3.1 The Contractor shall perform installation of the Horizontal Manipulator in building 1140 at Naval

Surface Warfare Center Indian Head Division.

3.2 The Contractor shall specify electrical power requirements before finalizing design. Building 1140 has 110 VAC, 240 VAC (single phase and three phase), and 460 VAC for electrical power options.

3.3 Three government owned X-ray machines exist on a single overhead bridge that will be used with the horizontal manipulator.

3.4 A crane exists on an overhead bridge that will be used to lift large rocket motors onto the horizontal manipulator.

4.0 PRE-DELIVERY TEST

4.1 A Pre-delivery test shall be conducted at the Contractor’s location with government personnel in attendance. This test will result in a pass or fail grading that will determine if the Contractor is ready to deliver and install at the government facility. The Contractor cannot deliver and install the system until a passing result of this test is achieved.

4.2 The Pre-delivery test will be established by the government and will be sent to the Contractor for approval.

4.3 The Pre-delivery test will test basic functions of the Horizontal Manipulator that are listed below.

5.0 DELIVERY AND INSTALLATION

5.1 The system must be broken down in order to be adequately packed, shipped, and installed by the Contractor at the government facility.

5.2 Parts and subsystems of the Horizontal Manipulator must be able to fit through a 12 feet wide by

20 feet tall roll-up door.

5.3 The Contractor shall supply all tooling and equipment needed for installation.

5.4 After the Horizontal Manipulator is installed, the Contractor shall conduct a test on the system to ensure that everything is working properly.

5.5 The installation and testing conducted by the Contractor shall be witnessed by the government.

The government shall deem that system is Satisfactory or Non-Satisfactory. If system is deemed Non-Satisfactory, the government shall list all deficiencies and the Contractor shall fix those deficiencies until the system is deemed Satisfactory.

6.0 TRAINING

6.1 The Contractor shall provide a User Manual (CDRL A001) on how to operate all aspects of the system and how to properly perform maintenance.

6.2 The Contractor shall provide On-Site Job training at the government facility after completion of installation and successful delivery test.

6.3 The Contractor training shall include the following areas:

8.0 PERIOD OF PERFORMANCE

8.1 Design shall be completed within 6 months after contract award date.

8.2 The Horizontal Manipulator shall be fabricated and built on the Contractor’s site within 12 months after contract award date.

8.3 Pre-delivery test shall be performed within 12 months after award date.

8.4 Horizontal Manipulator shall be disassembled, packed, and delivered to the government facility within 15 months after contract award date.

8.5 The Contractor must complete installation and system stand-up within 1 month from start of installation at B1140.

8.6 The Contractor shall install, train and perform successful delivery test at government facility within 18 months after contract award date.

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 334517.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
