Statement of Work for
Electron Beam Weld Study for CAT Warhead 1.0
GENERAL
1.1
OVERVIEW
The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is the design agent of the Countermeasure Anti-Torpedo (CAT) warhead for the U.S Navy. The CAT warhead is used in a torpedo defense system and is currently being deployed as part of the Push to Bush (P2B) program.
NSWC IHEODTD has procured over sixty (60) sets of warhead hardware. The warhead shell was fabricated using three circumferentially welded tube sections. The electron beam (EB) welds on the warhead outer shell are critical to the operation of the CAT. Currently, little is known about the metallurgical and mechanical properties of these welds as they age and how they are affected by environmental conditions. The current design has proven to perform above and beyond the system requirements, but the desire is to fully understand the weld parameters and incorporate improved weld requirements for future deliveries.
1.2 OBJECTIVE
The objective is to award a service contract to determine the impact of key weld parameters on the metallurgical and mechanical properties specific to the warhead.
2.0 REQUIREMENTS
NSWC IHEODTD has a requirement to determine an optimized shim thickness and the weld survivability to shock and fatigue environments specific to the CAT warhead. The Contractor shall complete a weld study and deliver a formal report that will address the significance of the key welding parameters and provide recommendations of optimizing the weld parameters for the warhead design of record. A draft specification for electron beam welded joints on the warhead utilizing NavWeld will be delivered.
2.1 Weld Study Evaluation Requirements
The Contractor shall complete a weld study to determine the impact of optimized shim thickness on the metallurgical and mechanical properties specific to the warhead. The test and evaluation methods should include the following and any others determined by the Contractor as critical:
· Optical and scanning electron microscopy
· Low temperature mechanical pull testing
· Shock testing
· Fatigue testing
· Low temperature Charpy impact testing 2.2 Weld Sample Requirements
The Contractor shall supply all materials. The weld samples will be representative of the current warhead joint geometry per drawing number 8395090 rev A.
2.3 Final Report The Contractor shall provide a formal report which will detail the test results of the optimized weld design. The Contractor will take the information learned from testing and write a draft specification for electron beam welded joints in accordance with CDRL A001.
3.0 Place of Performance
The anticipated place of performance is the contractor’s facility.
4.0 Period of Performance The anticipated period of performance is six months.
5.0 Enterprise-wide Contractor Manpower Reporting Application (ECMRA)
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each ISEA fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
