Request For Quote: N00173-19-Q-NA02 Questions and Answers 01
Date 6/11/2019
RESPONSES TO QUESTIONS
1. The solicitation states: “The system must consist of compatible components from the same manufacturer.” In the context of this question, can you define components? Is each instrument being considered a component of the system or are must all of the components of each individual instrument be made by the same manufacturer?
Answer: Each instrument is a component in the Waveform Characterization System. Therefore, the real-time spectrum analyzer (RTSA), arbitrary waveform generator (AWG), and mixed signal oscilloscope (MSO) must all come from the same manufacturer.
2. We have the ability to bid RADX Technologies and Tektronix instruments for this procurement.
We would like to big a combination of an RADX RTSA and a Tektronix AWG and MSO. There would be additional benefits to the government in this manner. This instrument would be compatible with each.
Answer: See #1. All components must come from the same manufacturer. Furthermore, the RADX RTSA does not meet the performance criteria as outlined in the technical specifications.
3. Can you provide the manner in which these instruments would be required to interact with each other, so we can better understand the required?
Answer: In addition to real-time waveform analysis, the RTSA shall provide at minimum 2hrs of streaming capture and storage of waveforms at full acquisition bandwidth. The AWG shall support the seamless playback of these captured files. Additionally, the AWG shall support playback of captured waveforms from the MSO. This component interaction is highlighted in the following AWG specification:
• The waveform generator shall support the playback of waveform files recorded by the real-time spectrum analyzer and the mixed signal oscilloscope.
4. The synopsis states: “The Naval Research Laboratory (NRL) in Washington, D.C. intends to negotiate a Firm Fixed Price (FPP) type contract for a high frequency, wideband complex waveform characterization system capable of precision generation, characterization, recording, and playback of a wide range of complex RF signals.” However, the RFQ states that this will be an LPTA procurement. Can you provide clarification on how this procurement will be conducted?
Answer: The procurement will be conducted as the Lowest Price Technically Acceptable proposal to the Government. Technical acceptability is defined as meeting the minimum requirements as listed in the specification list and the DD 1423.
