ANSWERS TO QUESTIONS
1) Will this RFP leverage an existing government contract vehicle (NASA SEWP, NIH CIO, ETC…..) , or is it an open market contract?
Answer) Open market contract
2) Can you please tell me re the PRICING_TABLE_ATTACHMENT_2 , are you assuming On-Demand EC2 pricing, or Reserved Instance EC2 pricing. FCN can quote, either, or both if necessary? As your team probably knows, there is a substantial difference in those pricing schemas. I want to ensure that our proposal response includes the type of pricing that NRL was expecting to see.
Answer) PRICING_TABLE_ATTACHMENT_2 assumed On-Demand pricing. Please quote both On-Demand and Reserved Instance prices.
3) Can you please confirm the destination and place of performance? Also, the Code at NRL this supports?
Answer) The services being purchased should reside in AWS GovCloud. There is no labor component to this contract so there is no destination and place of performance. Contract will support NRL 7440.
4) In regards to the Pricing_Table_Attachment_2.doc, can you please tell me what the #Units column refers to for these 2 – “1 GB EBS” line items below? : (Is it megabytes, gigabytes, number of EBS volumes, Storage Space, etc…..?)
Answer) "# Units" refers to the number of units of the line item. In the example, the line item was 1 GB EBS so 25000 units is 25000 GB.
5) In reference to the document named:
“Cloud_Computing_Statement_of_Work_ATTACHMENT_1.pdf”, under the “Additional Requirements” section, No. 5. states the following: "Direct access to AWS invoicing is required to allow proper allocation of resources in line with funded projects." As regards this statement, my question is, which of the 2 following Options does the Navy expect as regards this particular solicitation (RFP).
Answer) Both Option 1 and Option 2 seem to imply the contractor is providing support in building and managing the purchased AWS cloud services. We do not want any support services in building and managing the cloud. The contract is strictly for AWS service. NRL will be providing the contractor with the funding to provide that service so the contractor will be responsible for ensuring the AWS resources are payed for.
