Statement of Work (SOW)

Software Defined Radio Test Bed

Version 1.4

5/27/2016

Statement of Work (SOW)

Software Defined Radio Test Bed

1 Introduction

1.1 Background

Software defined radios (SDRs) have the ability to implement digital signal processing algorithms that operate on RF signals in real time. A channel emulator enables the SDRs to operate in a realistic electromagnetic environment. This enables one to estimate how the algorithms implemented on the SDR would behave in the real world before spending considerable funds to execute a field test. The Naval Research Laboratory (NRL) has been investigating the use of software defined radios and a channel emulator to improve its algorithm performance prior to field tests.

1.2 Scope

NRL is seeking to procure a software defined radio test bed, which includes software defined radios, channel emulator, RF shielded enclosures to house the SDRs, racks to mount the equipment in, and RF cables required to connect the SDRs to the channel emulator. This work involves engineering, documentation, delivery, setup and training of the entire system as described in this SOW and the attached specification.

This statement of work (SOW) defines the tasks, deliverables, and general goals for the NRL in Washington, DC, (NRL-DC) for development of the SDR Test Bed with its associated components, in the areas described below:

1. Design and Integration

2. Verification and Validation Testing

3. Installation and Training

Efforts in support of the tasks delineated in Section 3, Requirements, below will be conducted in coordination with Principal Investigator (PI) led research teams that may include Government Scientists and Engineers, and other Contractors. Quality and timeliness of the provider’s contribution to the work will be evaluated in terms of its impact on the success of the overall project.

2 Applicable Documents

2.1 Department of Defense Standards

None

2.2 Department of Defense Specifications

2.2.1 Specification for Software Defined Radio Test Bed

2.3 Other Standards and Publications

None

3 Requirements

3.1 Design and Integration

3.1.1 The Contractor shall provide SDR RF test-bed in accordance with section 3 of the specification.

3.1.2 The Contractor shall attempt to minimize overall power consumption and noise levels and shall provide an estimate of overall power consumption in units of kilowatts (kW) and noise levels in units of decibels (dB).

3.2 Verification and Validation Testing

3.2.1 The Contractor shall demonstrate full, end-to-end operation of the full test bed in accordance with the section 3 of the specification, to include the channel emulator/RF matrix and the radios installed inside the shielded enclosures.

3.2.2 The Contractor shall provide written specifications for all the test bed components ensuring compliance with the specific requirements documented in this SOW

3.2.3 The Contractor shall provide validation testing for the test-bed to handle all the supplied transceivers (minimum of 32) connected to the channel emulator simultaneously.

3.2.4 The Contractor shall demonstrate that the test-bed supports, at a minimum, two radios communicating through the channel matrix using a common waveform.

3.2.5 The Contractor shall demonstrate that the test-bed supports full mesh connectivity for all supported nodes (minimum of 24).

3.2.6 The Contractor shall demonstrate the test-bed’s capability for minimum operation of two, 12 node full mesh networks.

3.2.7 The contractor shall demonstrate the capability of the test-bed to accept RF and digital (I/Q) signals as input and provide both formats as output.

3.2.8 The Contractor shall demonstrate the test-bed’s ability to control the channel emulator/RF matrix using an external control application.

3.2.9 The Contractor shall demonstrate the ability to fully control the software defined radios using the GNU Radio application.

3.3 Installation and Training

3.3.1 The Contractor shall provide installation of the SDR Test Bed for validation at

NRL-DC.

3.3.2 The Contractor shall provide on-site training to include initial system set up, configuration, and maintenance of the system.

3.3.3 The Contractor shall provide support for completion of operation, maintenance, test, and configuration tasks.

3.3.4 The Contractor shall provide complete documentation of the system and subsystems.

3.3.5 The Contractor shall provide complete system operation and maintenance support for the life of the contract, as required. This support includes the rights to and installation of any software updates that are released during the warranty period.

3.3.6 Any RJ-45 type networking cable required as part of the installation shall be shielded CAT-6a

3.3.7 The Contractor shall provide and install data cables, including USB and from shielded enclosures to existing computers in room

3.3.8 The Contractor shall provide and install network cables that connect from the network switches already present in the room and are custom cut to minimize the length.

3.3.9 The contractor shall provide a schedule for installation, training and on-site validation of the test bed.

4 Period of Performance

The period of performance shall be 9 months from the date of contract award.

5 Order Type

This award shall be Firm Fixed Price (FFP)

6 Special Requirements

This section describes the special requirements for this effort. The following sub sections provide details of various considerations on this effort.

6.1 Security

6.1.1 All contractor personnel with access to unclassified information systems, including e-mail, require at a minimum a favorable National Agency Check (NAC).

6.1.2 The following are required at the time of contract award:

Contractor personnel who require NRL base access or access to NRL unclassified material and/or unclassified systems shall possess a favorably completed DoD National Agency Check with Law and Credit (NACLC);

Contractor personnel who require access to Secret facilities must have, at a minimum, a favorably completed National Agency Check with Law and Credit (NACLC) and final DoD granted Secret security clearance.

6.1.3 Contractors/subcontractors issued a DoD interim secret security clearance are allowed unescorted access to facility. Contract Facility Security Officers (FSOs), and/or NRL CORs, are required to report immediately to Code 1230 any derogatory information regarding a contractor holding an interim Secret clearance, either on- or off-site. FSOs and NRL CORs shall also notify Code 1230 when a contractor’s interim or final clearance has been declined or revoked.
