QTY DESCRIPTION

650-02-01-00-01-00-000000000001 Manufacture Configuration Code that identifies the assembled configuration of items 1-6.

1 090-15200-650 6 SyncServer S650 Base Unit Configuration, No Power Supply, No Option Modules

NOTE: The Manufacture Configuration Code (650-02-01-00-01-00-000000000001) identifies the assembled configuration of this item (S650 Base Unit) and the remaining options listed below. Total configuration includes Items 1-6.

2 090-15201-002 6 Option: Dual AC Power Supplies (required at time of purchase) The dual-corded, dual-power supply option provides several levels of time service protection. The power supplies load share equally and there is an active power management system constantly monitoring the operation. If the power to one cord/circuit is lost or if one power supply fails, the entire load is instantly picked up by the remaining energized power supply with no interruption in time services to the network. Connecting both power supplies to the same circuit provides protection against a single power supply failure. In the event of a power supply failure, notification is instantly provided to the network operator through SNMP trap or email. For extra level of assurance, the power cord(s) supplied with the SyncServers have locking rear IEC 60320 connectors to avoid accidental decoupling.

3 090-15201-003 6 Option: SyncServers OCXO Upgrade (required at time of purchase)

The oven-controlled crystal oscillator (OCXO) upgrade improves the holdover accuracy beyond the standard oscillator, though not nearly as much as the rubidium oscillator. OCXO holdover accuracy is 25 μs for the first day. Depending on the level and duration of accuracy needed, the OCXO is a compromise between the standard oscillator and the rubidium oscillator.

4 090-15201-006 6 Option: SyncServer Standard Timing I/O Module (required at time of purchase)

The Timing I/O module is a time and frequency input and output module option. Its standard configuration supports fixed input for the two input BNCs (J1–J2) and six output BNCs (J3–J8) with output time codes, sine waves, and rates.

5 920-15201-109 6 Option: Flex Timing Option for Timing I/O Module

The FlexPort timing option enables the six output BNCs (J3–J8) of the Standard Timing I/O Module to output any supported signal. Similarly, the two input BNCs (J1–J2) can support a wide variety of input signal types. This “any signal, any connector” configuration makes efficient and cost-effective use of the 1U space available.

6 990-15202-100 6 Option: Antenna Kit: 100 ft. total length: 100 ft. Cable, (GPS/GLONASS) The standard antenna used with the SyncServer S600/S650 is a high-gain (40 dB) GNSS antenna covering the GPS L1, Galileo E1, GLONASS L1, and SBAS (WAAS, EGNOS, QZSS and MSAS) frequency band (1575 MHz to 1606 MHz). The antenna has a three-stage low-noise amplifier, with a mid-section SAW with a tight pre-filter to protect against saturation by high- level sub-harmonics and L-Band signals. An L-bracket for pole mounting and 3-foot BNC(m) to N(f) cable is also included.

52.212-2 EVALUATION--COMMERCIAL ITEMS

(a) Basis for Award

The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

Factor 1 Price Factor 2 Technical Capability/Approach

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

(b) Evaluation Factors

Factor 1: Price Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total proposed price for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.

Factor 2: Technical Capability The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point evaluators will evaluate of the acceptability of that quoter’s Past Performance.

Technical Capability evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

1) Minimum Requirements: Quote clearly meets the specifications as listed.

PRICE

Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

QUESTIONS: Any questions in relation to this solicitation shall be submitted via e-mail to Michael Brodie at michael.s.brodie@navy.mil. The cut-off date for questions is 05:00PM on 23-Nov-2021.

(c) Contract Award The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (FEB 2021)

This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
