ADDENDUM

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

This Justification and Approval (J&A) has been revised to reflect the following:

1. Section 2 is changed to read: This is a sole source action to be awarded without providing for full and open competition. The proposed contract action is for a micro X-ray Computed Tomography (CT) Scanner in support of NSWCCD’s additive manufacturing, welding, and non-destructive testing groups.

The sole source vendor is North Star Imaging, 19875 South Diamond Lake Road, Rogers, Minnesota 55374.

2. Section 3 is changed to read: The X5000 is a CT system that is used to non-destructively evaluate the internal structure of physical objects. This is critical for detecting voids or porosities in welds or additively manufactured components. The X5000 provides versatility in usage, as it contains both a 225kV microfocus tube, used for high fidelity scans of plastics, composites, and light or thin metals, as well as a 450kV minifocus tube, which can scan high-density steels and aluminum parts at a coarser resolution.

The Navy requires the CT system and its included installation, training, and one (1) year warranty.

The Navy's minimum requirement is for a turn-key dual tube 225kV microfocus and 450kV minifocus CT system capable of scanning parts up to 33 inches in diameter and 48 inches in height without stitching irregularities, cone angle artifacts, or ring artifacts, and discerning detail down to 10 microns.

The total estimated dollar value is and FYI 9 Capital Investment Program (CIP) funding has been provided.

The certifying technical and requirements personnel have verified the required supply meets the Government’s minimum needs.

3. Table 2 in Section 6 is changed to Table 1 and the last paragraph is changed to read: The proposed contract will be synopsized via posting on the Federal Business Opportunities (FedBizOps) website in accordance with FAR 5.2 for the acquisition of a commercial item notifying industry of the Government's intent to purchase the item from a sole source. The contract file will be documented as to the response received from the synopsis.

4. Section 7 is changed to read: The Contracting Officer will determine whether the costs to the

Government for the item covered by this J&A will be fair and reasonable, in accordance with FAR Subpart 15.4, prior to award.

5. Section 8 is changed to read: For the reasons set forth in Paragraph 5, NSWCCD has no plans at this time to compete future contracts for the type of item covered by this document. If another potential source emerges, NSWCCD will assess whether competition for future requirements is feasible.
