SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 18-Jul-2016 12:00 AM to 25-Jul-2016 12:00 AM.
The following have been modified:
CAR-L11 PROPOSAL PREPARATION REQUIREMENT (JUL
2007) (NSWCCD)
It is requested that offerors prepare their proposals in accordance with the following organization, content and format requirements to assist the government in making a complete and thorough evaluation of all proposals.
Proposals shall be submitted as three separate documents, as follows:
(1) SOLICITATION, OFFER AND AWARD DOCUMENTS (SF-1449 RFP and SF-30)
This document, which may be used as part of the contract award document, shall be fully executed and returned as a separate document from the technical and cost proposals. Special attention should be taken to accurately enter the prices required in Section B, complete all Representations and Certifications in Section K and ensure that an authorized person signs the offer in Block 30 of Page 1 of SF-1449 and Block 15 of Page 1 of all SF-30s. Proposals shall be sent by email NLT the due date specifiied in Block 8 of the SF-1449.
The document SHALL NOT be embellished with any cover or binding. If the offeror makes any qualifications to any provisions in the RFP, all such qualifications shall be listed in a cover letter to the proposal. Qualifications may also be annotated on the Solicitation, Offer and Award document, if such annotation is necessary to clarify the qualifications.
(2) TECHNICAL PROPOSAL
The technical/management proposal should be written so that management and engineering oriented personnel can make a thorough evaluation and arrive at a sound determination as to whether the proposal meets the requirements of this solicitation. To this end, the technical proposal shall be so specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of the technical requirements contained in Section C of this solicitation.
Statements such as "the offeror understands," "will comply with the statement of work," "standard procedures will be employed," "well known techniques will be used" and general paraphrasing of the statement of work are considered inadequate. The technical proposal must provide details concerning what the contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines, and procedures proposed to be followed.
The technical proposal shall not contain any reference to cost; however, information concerning labor allocation and categories, consultants, travel, materials, equipment and any information of interest to technical reviewers shall be contained in the technical proposal in sufficient detail so that the offeror’s understanding of the scope of the work may be adequately evaluated. The technical proposal shall be page numbered, contain a table of contents, be organized in the following four (4) sections, and shall address in detail the following information:
SECTION 1 - INTRODUCTION (Maximum length: 5 pp.)
This section shall provide any necessary background information and an overview of the proposal which the offeror believes will assist in the understanding and accurate evaluation of the proposal.
SECTION 2 - TECHNICAL APPROACH AND MANAGEMENT PLAN (Maximum length: 35 pp.)
This section shall provide details, including any relevant narrative and sketches, on the methodology which the offeror will follow in the fabrication and delivery of the thermal destruction system in accordance with specifications provided by the Government in the RFP section, “Statement of Work (SOW)/Technical
Specifications.” The offeror’s details shall clearly describe how their commercial thermal destruction system meets the Government’s specifications in the SOW.
The Offeror shall address the following:
I. System size and weight. The offerror shall provide the dimensions and total weight of the system, including a diagram that shows all of the components of the system in the assembled configuration.
II. System Processing Capacity with the various waste compositions. The offeror shall provide calculations that show how the system is operated and maintained on a daily basis, including the times required for preheat, loading, waste processing, cooldown, ash removal, cleaning, and maintenance.
The calculation shall show that the system can process the waste mixture in Table 2 at the rate specified in Section 3.3 for 16 hours per day on a 7 day per week basis. The maintenance in the calculations shall include all preventive maintenance as well as the replacement of consumable parts over a 6 month operating period.
III. Feed System. The offeror shall provide a description of the design and operation of the feed system and show that all of the waste mixtures, types, and sizes in Section 3.3 can be processed using any one of the following:
a. The automatic feed system only
b. The automatic feed system and one or more batch loads.
c. Batch loading only.
The offeror shall explicitly state if any of the waste types, compositions, or sizes cannot be processed.
IV. Automatic System for Daily By-Product Collection and Handling. The offeror shall provide a description of the design and operation of the automatic system for daily by-product collection and handling.
V. Exhaust Emission Requirements. The offeror shall provide a description of the equipment and how the operation of the system will meet the exhaust emission requirements in Table 5.
VI. Controls and Alarm Requirements including Safe Shutdown. The offerror shall provide a description of how the system performs a safe shutdown per Section 3.8.3. It shall contain details of how the system prevents hot gases, ash, or other hazards from endangering the ship or personnel.
VII. Spare Parts. The offeror shall provide a list of recommended spare parts, quantities, and their unit prices for 12 months of operations on an 8 hour of loading per day and 5 day per week basis. The
Government will review the list and may choose to procure some or all of the spare parts as part of this contract.
VIII. Compliance with the specification. The offerror shall explicitly state whether they take exception to any of the requirements of the specification. Offerrors are warned that taking exception may render their proposal unacceptable.
SECTION 3 – FACTOR 2 - PAST PERFORMANCE (Maximum length: 20 pp.)
The offeror shall submit relevant Past Performance Information (PPI) for a minimum of two (2) projects or contracts that are similar in nature and have been completed within the past (3) three years or are on-going and at least 50% complete from the date of this solicitation. PPI submitted shall include the following:

System (CPARS), Federal Awardee Performance and Integrity and Information System (FAPIIS), Electronic
