Questions, Comments & Answers Solicitation N00167-16-T-0061

19 July 2016

1. Request to have the total pages allowed for section 2 of our response be increased from 35 pages to 45 pages. ASNSWER: The page count will remain at 35.

2. The following specifications appear unreasonable: process greater than 40 pounds per hour of the combustible waste mixture in Table 2; use less than 10 gallons per day of either DFM or JP-5 fuel; and have a reasonable daily duration of actually processing waste, say 2hr preheat, 8hr process, 2hr burn down, and 4hr cool down. ANSWER: The intent of this procurement is to get a small thermal destruction system for testing. The requirements are based on a small combatant such as the Future Frigate (notionally, a stretched LCS with a crew of 130). The requirements are based on the amount of weight, space, utilities, manning, and waste generation for a ship and crew of that size. This includes reduced fuel usage. The Government specification will remain as presented.

3. Proposal and further correspondence shall be submitted via email to

1. A cost item line has not been provided for "4.6 (old 5.6) Meeting and Visits" in the cost sheets on pages 3to5. ANSWER: Meetings and visits would occur during the fabrication and testing of the equipment. These costs should be isolated in your cost proposal but included in the total cost from the equipment fabrication/testing under CLIN 0001.

2. I would like to know if there is an interest in processing used oils/sludges, since these are not specified in the Navy nominal waste mixture? We could provide this capability as an option, but are not sure how this option should be included in the proposal. ANSWER: There is no Navy requirement for burning waste oil sludge. The Government is not looking for an option for this item.

3. Should Forms SF33 and SF1449 (with all sections A to M) both be submitted? ANSWER: Block 30 of the original solicitation and block 15 of any subsequent modifications should be completed by each offeror and included with your proposal. CAR-L11 References to RFP-33 and signature blocks should be regarded as SF-1449 block 30 and SF-30 block 15.

4. Can proposal be submitted via email? ANSWER: Yes, please send to Egbert.Goodman@navy.mil.

5. Can the proposal due date be extended from July 18 to August 1st? ANSWER: The Government will extend the proposal due date to July 25, 2016.
