SUBCLIN 0005AA
The CLIN description has changed from 9-400V TESTER to DUAL RANGE 9/50-9/400V TESTER.
The following have been added by full text:
9/400V SALIENT CHARACTERISTICS
The test system shall incorporate 8 individual test stations that are able to test between 9V – 400V or from 9V ‐ 50V for both charging and discharging profiles. Charging mode is to provide at least 100A charging current in a Constant Voltage mode, 150A discharge in a regenerative power discharge mode at a 70% minimum efficiency. This allows for the test system to be used on either 270V or 28V batteries for testing while controlling accuracy.
Test system shall provide Power Output to charge and discharge Devices Under Test (DUT) and must be able to limit charge and discharge to provide either Constant Voltage, Constant Current, Constant Power, or Fixed Resistance levels to meet charging and discharging requirements.
Power output rating per channel is to exceed 52.5kW per channel between 5°C and 30°C room temperature or 150kW at any time across all 8 stations for a 45 minute duration.
Each test station shall be able to run independent tests or be combined in parallel fashion as needed to increase current requirements (parallel configurations must be in the same voltage range setting) to 1100A minimum for discharge durations not to exceed 30 seconds (Constant Voltage, Constant Power, or Fixed Resistor Discharges). Voltage limitation to prevent exceeding power dissipation levels can exist.
System response to reach the final Resistance or Voltage setting on Constant Voltage, Constant Power, or Fixed Resistor Discharges shall not exceed 20ms even when channels are combined in parallel up to 1050A.
Test system shall have automatic range limiting and switching of both charging and discharging functions to allow stability to ±1% max of voltage or current levels from the power supply mode (either 400V or 50V settings) while operating within its specification allowed current levels and power dissipation levels.
Testers to have integrated safety features that stop and abort testing when exceeding the current level or power dissipation levels of the test station. This should shut down only the individual stations with a reason clearly documented.
Testers to have integrated safety features that stop and abort testing when exceeding the current level or power dissipation levels of the entire system if system level requirements are exceeded such as 4 stations each pulling 50kW of power at the same time.
The fluctuation in current will not exceed ±2% of the programed / operating current for any charge or discharge rates for the duration of the test.
Test system shall be able to record Actual Test time, Actual date and time, step charge times, step discharge times, actual total charge times, actual total discharge times, Temperature readings, Voltage readings, and Current readings for each test station. This data is to be stored in the system and can be saved off to excel compatible data files for analysis by Engineers.
Each data reading being recorded should be programmable from 1ms to at least 10 minutes (we can accept longer durations if it is already part of the system) depending on the need and accuracy of the data being recorded
The test system will be able to bypass readings and still perform the required testing of the above inputs if they are not connected or being used for the particular test.
When tests are interrupted for any reason the tester shall remember its location in the test and be able to be resumed with the subsequent data automatically added to the original test data, with the reason for the interruption documented in the break (loss of power; Channel 3 temperature out of limit, Channel 5 voltage out of limit, etc.).
The Test System Shall require only electrical power connections to operate. No Cooling water or other items that prohibit or restrict relocation to other areas is allowed.
Power to be 3 Phase; 50 Hz– 60 Hz; 380V – 480V AC power at 250 A Maximum and 220V single phase power at 30A maximum (Target values we can discuss if needed).
The test system shall be able to be programmed with up to 300 steps of various charging and discharging functions per profile with each function having controlled limit tolerances and safety limit tolerances incorporated for test integrity. Repeat commands need to be available to run the programmed profile again up to 100,000 cycles
The test system shall be able to retain at least 200 profiles in its system memory. The ability to print out the profile in a manner that can be graphed, or the graph of the profile for simulation and verification is preferred. If this feature is currently not available, it is expected that when the feature is created for our software system in the future, that the manufacturer will provide that software revision to NSWC Crane at no cost for this system only.
The test system shall provide at least 1TB of storage. When the memory is getting full, the test system shall provide a method and command to move all test data to a NSWC Crane procured external hard drive. Specification for connection and communication rate limits should be provided in the system documentation. The system will also have the ability to store all test data on a connected server/storage device for redundant data storage.
Test system shall have programmable safety limits incorporated to suspend testing if any Temperature, Voltage, or Current reading exceeds (either high or low) the operational boundaries for the test that are entered into the test profile which could indicate a DUT failure or a tester failure.
The test system shall fit into an electronic equipment rack that meets a 46”W x 72”D x 76”H maximum space requirement and have 6 wheels to allow movement over 1.5” gaps or 0.5” bumps or thresholds without damage.
The test system shall function properly between an ambient temperature range of 28°C to 35°C at a reduced heat dissipation limit of 50.0kW per channel or 140kW across all 8 stations.
The test system shall incorporate an Emergency Stop Switch.
The test system shall incorporate a Main power disconnect switch.
The test system will have features and documentation to allow for Calibration to nationally recognized standards, a Calibration Equipment List, and any Calibration specialty items needed for calibration included.
Required: System must use latest Government regulations for forbidden materials per environmental regulations.
Required: Power outage recovery mode (resume current program either automatically or manually as instructed).
Required: 16 digital input/output ports minimum (2 per station)
Required: 8 CAN bus compatible ports minimum (1 per station)
Must communicate with temperature chambers or incorporated Thermocouples to automatically delay charging cycles from initiating outside of programmed temperature limits (can be done by programing safety limits). The list of temperature chambers controllers requested will be furnished by NSWC Crane at the time of award. The supplier will provide a response to any exceptions to that list within 45 days of award.
Required: Network compatible.
