SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

SF30

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 11-Jul-2019 02:00 PM to 25-Jul-2019 02:00 PM.

The following have been modified:

SECTION B NOTES

SOLICITATION NOTES:

1. Faxed offers will NOT be accepted.

1. Because the Government intends to award without discussion, any exceptions to the requirements of this solicitation should be raised prior to submission of an offer.

1. This item is a CSI – Critical Safety Item.

1. Electronic submission of an offer may be accomplished by attaching your offer to an email directed to ashley.leonard@navy.mil. The size limitation of an email through the NAVSUP WSS mail server is 10 MB. All files designated as .zip files will be stripped from any email sent. Files larger than the server limitation may be segregated and sent via several emails as long as they are clearly identified as such. It is highly recommended that the Offeror request email delivery confirmation or other form of acknowledgement to verify that the proposal submission was received.

1. All vendors are required to perform First Article Testing on this requirement. Pricing should be provied in Section B including the First article testing. As the Government intends to award without discussion the unit price provided in Section B will be considered the unit price WITH FAT INCLUDED.

1. First Article Testing ONLY – REV K Motor Tubes are acceptable.

1. Solicitation Questions:

Question 1:

Q: Does the USN have a list of qualified suppliers? If a supplier is used by the USN and is qualified for CKU-5 manufacturing will this negate the requirement for 10-piece pre-production samples shown in CLIN 0003?

A: If the contractor is using previously accepted parts to manufacture their FAT units for this contract the government is willing to waive the FAT requirement for the critical parts that are outlined in the FAT clin and data to request waiver should be submitted with the offer. If the contractor uses another vendor to manufacture the production lot parts then samples of those parts from the new vendor will need to undergo dimensional and material inspection, which can be done by NSWC IHEODTD or by a third party and not the prime contractor. If the contractor uses a qualified vendor that is also used by the government then the requirement for submitting samples for inspection can be waived.

IHEODTD does not have a qualified vendor for the following parts:

- 11726650 Motor Tubes

- 512-174-0082 Subassy Tang Retainers

Question 2:

Q: Molykote 1292 bearing grease has been obsoleted by the supplier and they have recommended the alternative G-9000 or Molykote 3451. Are these acceptable alternatives.

A: Yes these are acceptable and FAT will be required.

Question 3:

Q: In regards to the requirements for Hydrostatic / Magnetic Particle / Dye Penetrant (CLIN 0003, item b2) and mechanical propoerties (CLIN 0003, item b3) which need to be done for the component parts listed in CLINs 0003 and 0004, our suppliers for the component parts have told us these tests are performed by them in accordance with the drawing and a certerificat showing these tests have been performed is supplied to the Prime contractor. Is this acceptable for a certification of analysis to fulfill the FAT requirement of b2 and b3?

A: Yes a certificate of analysis (COA) would fuflill the FAT requirement of b2 and b3.

Question 4:

Q: ECP18-0101 is referenced by the TDP (DL512-174-0068, REV K, 7/30/18). Please furnish a copy of the ECP.

A: ECP18-0101 has been included in the TDP and is available on FBO. These can be found at the following link:

Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
