Performance Work Statement (PWS) for Crane, Rigging and Staging

Requirements.

1. Background:

1.1 The Strategic Systems Programs (SSP) requires crane lift support services, including engineering, crane, rigging, and staging support, to accomplish a complex vertical lift crane operation at Cape Canaveral Air Force Station (CCAFS), Complex 25.

1.2 The primary lift requires an approximately 68ft long by 97 in. cylindrical object weighing approximately 170K lbs (the “cylinder”) to be raised from a horizontal to a vertical position via engineered trunions at the pivot point, at ground level, rotated 180⁰, then lifted to the top of a facility at a height of approximately 30ft. The cylinder would then be rested temporarily atop the facility with a slacked hook, then returned to ground level and restored to a horizontal position. The cylinder would be approximately 90K when being returned to the horizontal position.

1.3 The resting point atop the facility for the primary lift is approximately 45ft from the west end of the facility. Approach to the facility to perform the lift must come from the west end.

1.4 Prior to the primary lift there will be several ground level lifts ranging from 2K to 42K lbs.

These lifts will be in support of configuring the cylinder with a hoisting motor to raise and lower a component internal to the cylinder and installation/removal of shipping, stowage, and loading equipment.

1.5 There will be numerous lifts to the top of the facility ranging from 5K to 20K lbs to install/remove support equipment. These lifts will occur prior to and after the primary lift.

Once the cylinder is returned to the horizontal position, additional lifts will be required, in the reverse order of 1.4, to de-configure the cylinder.

1.6 The sequence/process of events will be in accordance with CT-40-07 AIM HANDLING

PROCEDURE (the “approved local handling procedure”).

1.7 During conduct of the approved local handling procedure, crane operators and riggers will be working in conjunction with Navy civilian, active duty Navy, and other Navy Contractor personnel.

1.8 The target date of the primary lift is August 30, 2016. Crane, rigging, and staging services will be required for a period of 8 days prior to the primary lift and 4 days following the primary lift. This time frame does not include mobilization or demobilization. The

Engineering Services portion will span the complete period of performance.

2. Period of Performance

2.1 The period of performance is 45 days from date of award.

3. Security

3.1 All personnel requiring access to the work site must be cleared and badged through

CCAFS. Personnel must maintain the attributes of the access requirements throughout the period of performance. Disqualifying events, such as arrests, convictions, or physical trauma, must be reported to the CCAFS Security office as soon as practical. Details of the event are not required; notification that the event occurred shall be sufficient.

3.2 Completed access request forms must be received by the SSP Point of Contact (POC), Mr.

Chris Horton, no later than 5 days prior to access to CCAFS being required. The decision to grant or deny access to CCAFS is at the sole discretion of the U.S. Air Force, and not

SSP.

3.3 Mr. Chris Horton may be contacted by telephone at (321) 853-2936 or by email chris.horton@ssp.navy.mil.

4. Safety

4.1 All personnel, while on site, must comply with all applicable federal, state, and local laws, rules and regulations, and Department of Defense or Department of the Navy guidance, policy, and procedures. The Government will provide, and all contractor personnel assigned to work at Complex 25 shall attend, a one-time safety brief prior to working on-site.

4.2 In addition to other applicable requirements, the following shall apply to this effort:

4.2.1 Rigging personnel must be fall restraint qualified.

4.2.2 Portions of this effort will require personnel to work on the roof of facilities in close proximity to the edge. Physical barriers are available at the facility and will be in place when not required to be removed for conduct of the effort detailed in this PWS.

4.2.3 There shall be no ordnance involved in this effort.

4.2.4 The Contractor shall ensure that all Contractor personnel wear appropriate

Personal Protective Equipment (PPE) at all times. The Government will not provide PPE.

4.2.5 Radio communications are authorized.

4.2.6 During conduct of the local handling procedure, riggers and supervisors will be in positions that require the use of fall protection. The Contractor shall provide fall protection for use, when riggers and supervisors are in such positions.

5. Engineering Support

5.1 The Contractor shall provide engineering services in support of crane, rigging and staging requirements, as required by CT-40-07 AIM HANDLING PROCEDURE. These services shall include the development of the following:

5.1.1 Lay down area

5.1.2 Stay out zones

5.1.3 Lift plans

5.1.4 Rotation arcs

5.1.5 Engineered site/lift drawings

5.1.6 Staging design

5.2 The contractor shall coordinate a time with the SWS Ashore Operations Crew (SOC) to perform a preliminary site inspection and develop a lift plan.

5.3 The Contractor shall submit a Complex Lift Plan to Naval Ordnance Test Unit (SPP20).

5.4 The Contractor shall participate in up to four two-hour on-site planning meetings to provide crane and rigging expertise during the period of performance. The Government will provide, at a minimum, 5-day advance notice to the Contractor of such events and meetings. Attendance of some meetings may be by TELCON, at Governments discretion.

6. Crane Services

6.1 The Contractor shall perform the primary lift and other lifts, as described in subparagraphs

1.2 through 1.8, above, subject to the following:

6.1.1 The cylinder cannot be traveled once the load is in a vertical position.

6.1.2 The cylinder may be rotated and boomed.

6.1.3 If unable to adhere to the no travel restriction, the Contractor shall notify the

Government of the details of direction and distance and obtain a formal waiver in advance of the primary lift.

6.2 The Contractor shall assemble the crane on-site. The Contractor shall ensure that the crane is weight-tested prior to conduct of any operational lifts. The weight of all Government

Furnished Equipment (GFE) is provided in Paragraph 9, below.

6.3 The Contractor will provide 3 calibrated inline Load Indicating Devices (LIDs), with remote readouts. The range of the 3 devices must be 10K, 50K, and 200K.

6.4 During the performance of the effort described in this PWS, the Contractor’s crane supervisor shall communicate directly with the assigned Navy Test Director or Handling

Supervisor.

6.5 The Contractor will adhere to NAVFAC P-307 requirements for all cranes, rigging, and handling equipment requirements. A copy of NAVFAC P-307 is available and will be provided upon request.
