SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 19-Jun-2020 04:00 PM to 24-Jun-2020 04:00 PM.
The following have been added by reference:
252.213-7000
Notice to Prospective Suppliers on Use of Supplier Performance Risk System in Past Performance Evaluations
SEP 2019
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical capability – the demonstrated technical capability to meet or exceed the Government’s RFQ requirement. Vendors must adequately demonstrate with supporting documentation their ability to meet or exceed the Government’s requirements outlined in the Performance Work Statement (PWS). The supporting documentation shall also include:
· a mathematical demonstration of how the proposed solution will deliver the required UVC dose to all surfaces of the object being decontaminated. This mathematical analysis shall tie the required UVC dose to the output of the specific light sources proposed.
· a detailed drawing including dimensions of all major components with sufficient detail to show how the offered solution meets the Government’s requirements. Also include weight of the proposed unit as well as the footprint in both storage and operational configurations.
Vendors shall not simply rephrase or restate the Government’s requirements in its quote. Vendors shall provide sufficient details and convincing rationale that address how the vendor intends to meet the requirements. Vendors shall assume that the Government has no prior knowledge of its facilities, capabilities, or experience. The vendor shall assume that simply rephrasing the Government’s requirements will indicate a low confidence that the requirements are understood.
Aspects of vendors quotes that have merit or exceed the PWS requirements will be evaluated for whether it is advantageous to the Government during contract performance.
(ii) Delivery terms – the ability of the vendor to deliver the required items by the RFQ specified delivery dates. If a vendor can demonstrate delivery can be made sooner than 6 weeks after receipt of order, the Government will evaluate the full quote to determine if or how advantageous it is to the Government.
(iii) Price – the total price quoted to the Government.
(iv) Past Performance – Supplier Performance Risk System (SPRS) will be reviewed in accordance with DFARS 252.213-7000 to determine the quality of each vendor’s past performance. A lack of past performance information in SPRS will not have a favorable or unfavorable impact on the outcome of the evaluation.
These factors are listed in descending order of importance.
Vendors may submit multiple offers in accordance with FAR 52.212-1(e). Each offer should be submitted separately in its entirety as a standalone offer.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
