· Large Sized Stationary Light Unit (LSSLU)

· Operating and Troubleshooting Instructions

· Maintenance Procedures and Recommended Periodicities

· Exploded parts diagram showing the replaceable components required to accomplish maintenance or execute repairs on the MSSLU. Include a recommended spare parts listing of sufficient specificity to enable the Government to acquire the necessary replacement components.

· At least one set of Personnel Protective Equipment (PPE), which are required to be worn during operation of the system in accordance with the operating instructions, with ordering information to allow the Government to purchase additional sets (if PPE is required)

The intended purpose of the Large Germicidal Ultraviolet Light Mobile Disinfection System is to provide a disinfection method to deactivate SARS-CoV-2 on large sized items (i.e. pallets, large tools, and equipment) that will be brought on ship or into facilities. The UV light source shall be stationary. Items to be sanitized will be transported through the stationary light source.

The contractor shall deliver one complete system with an option for a second complete system delivery. The contractor shall provide LSSLUs that have the following characteristics:

· The UV light source shall be stationary.

· The item to be sanitized shall be transported through the stationary UV light source.

· Shall contain a UV light source with a light spectrum in the germicidal range of 200-300 nanometers (nm).

· The UV light source shall be of sufficient intensity to deliver a UVC dose of 255mJ/cm2 after one pass at a speed of 5 ft/min of items of size greater than 2 feet wide, 2 feet tall, and 4 feet long but less than and equal to 4 feet wide, 5 feet tall, and 4 feet long.

· Shall not require changing the orientation of the item to provide the required dose to all surfaces of the item.

· Shall support transport of items weighing greater than 2200 pounds but less than or equal to 4400 pounds through the stationary UV source.

· Shall contain 5 feet of space on both ends external to the UV light enclosure for item queuing.

· Shall be transportable by forklift.

· Shall have 120, 220, or 440 V a.c. 60 Hz three phase power interface. Systems that are compatible with shipboard ungrounded power systems with characteristic as defined in MIL-STD-1399 section 300-1 are not required but advantageous for future utilization.

· Shall contain all UV light within the LSSLU enclosure.

· Shall provide sufficient thermal controls to ensure eight hours of continuous operation every 24 hour period.

· If the UV light source contains mercury or other hazardous materials, a means (such as secondary containment) shall be provided to prevent a hazardous material spill should the UV light source break or a means shall be provided to minimize the probability of the light source breaking (such as a guard).

· Shall be operable in normal weather conditions (wind, rain, snow) found at Naval bases and installations throughout the United States.

The contractor shall provide all associated Operating and Troubleshooting Instructions. This shall include installation and assembly/disassembly guidance, and preventative maintenance requirements. The exploded parts diagram and recommended spare parts shall be provided. The contractor shall provide at least one complete set of PPE required to operate the system in accordance with the operating instructions with ordering information to allow the Government to purchase additional sets.

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical capability – the demonstrated technical capability to meet or exceed the Government’s RFQ requirement. Vendors must adequately demonstrate with supporting documentation their ability to meet or exceed the Government’s requirements outlined in the Performance Work Statement (PWS). Aspects of a vendors quote that have merit or exceed the PWS requirements will be evaluated for whether it is advantageous to the Government during contract performance.

(ii) Delivery terms – the ability of the vendor to deliver the required items by the RFQ specified delivery dates. If a vendor can demonstrate delivery can be made sooner than 6 weeks after receipt of order, the Government will evaluate the full quote to determine if or how advantageous it is to the Government.

(iii) Price – the total price quoted to the Government.

These factors are listed in descending order of importance.

Vendors may submit multiple offers in accordance with FAR 52.212-1(e). Each offer should be submitted separately in its entirety as a standalone offer.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
