EVALUATION CRITERIA AND AWARD SELECTION

2. EVALUATION CRITERIA

Each Offeror’s proposal will be evaluated for technical quality and price.

a. TECHNICAL QUALITY: Each proposal submitted in response to this solicitation shall be evaluated to determine its overall technical quality, which shall consist of (1) Ability to meet the requirements as stated in the SOW; (2) Personnel; and (3) Past Performance. The Government reserves the right to seek clarifications or deficiency corrections prior to determining a proposal technically unacceptable.

No Offeror will be considered technically acceptable without the Offeror’s acknowledgement and certification that it can meet the requirements established in the Statement of Work in the solicitation.

b.

PRICE EVALUATION: The Offeror's proposed pricing will be evaluated to determine the prices are fair and reasonable. The Government will evaluate the total price for the basic requirement together with the pricing for the option periods. Evaluation of options shall not obligate the Government to exercise the option(s). Offers that are unrealistically high, low or unbalanced in price will be considered indicative of a lack of understanding of the government requirements and may not be considered for award. All prices should include any and all other costs associated with the delivery of services and fulfilling the SOW.

3.

BASIS FOR AWARD

It is anticipated that one (1) award will be made resulting from this solicitation to the responsible Offeror whose offer conforms to the requirements of the solicitation and represents the best overall value to the Government.
