Instructions to Offerors

1. SPECIFIC REQUIREMENTS

This requirement will be a firm fixed price (FFP) task order. Performance requirements for this task order are provided in the attached Performance Work Statement (PWS) of this RFQ.

2. QUOTE SUBMISSION INSTRUCTIONS

2.1 POINT OF CONTACT

All quotes shall be sent via E-mail to the POC for this RFQ, Mr. Michael Lemon at Michael.a.Lemon@navy.mil and Ms. Nancy Solomon at nancy.e.solomon@navy.mil. The Offeror is responsible for ensuring receipt by the POC.

2.2 QUOTE QUESTIONS

Questions may be submitted to the POC via email by 22 June 2020 at 4:00pm Washington, DC Time. Follow-up/additional questions will not be accepted after this date. Answers to Contractor submitted questions will be provided to all prime contract holders via RFQ amendment.

2.3 QUOTE DUE DATE:

Quotes are due by 09 July 2020 Washington, DC time. Late submissions will not be accepted.

2.4 ELECTRONIC SUBMISSION REQUIREMENTS

Quotes shall be electronically submitted to the POC above. Your submission should include two separate parts: A Price quote and a Non- Price quote. The Non-Price quote shall be submitted in MS Word or searchable PDF format. The Price quote shall be submitted in MS Excel format. The firewall utilized by the Government contracting office does not authorize or accept zip files. Your quote MUST cite the Solicitation Number, your corporation’s name, and your corporation’s cage code in your submission.

This RFQ shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Contractors are solely responsible for this RFQ’s submission expense. Multiple offers under 52.212-1(e) are not permitted. Multiple awards pursuant to 52.212-1(h) will not be made..

2.5 SUBMISSION PREPARATION INSTRUCTIONS

The Government will accept only one submission from each Offeror that responds to this solicitation. Price information shall be included in the Price Volume ONLY and shall not be discussed or exhibited in any other part of the Offeror’s submission.

2.5.1 To be considered for selection, the Offeror shall submit a complete response to this Request For Quote (RFQ) using the sequence and format provided herein. Offerors shall provide an electronic submission only. Each submission shall be in uncompressed files submitted by electronic mail to the Contract Specialist. Offerors shall insert their company’s name in each separate file. The electronic version of the text shall be in Microsoft Word or Adobe Acrobat Portable Data Format (PDF) format, except supporting price information, which shall be in Microsoft Excel format. The electronic spreadsheets shall not be compiled or password protected; all cells and formulas shall be visible, editable and unprotected.

Offerors shall not establish links referencing other spreadsheet files. Offerors shall provide individual spreadsheets for each period, with a summary sheet at the end showing the total amount for the base year and all option periods. Spreadsheets should reflect the Contract Line Item Number (CLIN) structure listed in the RFQ, if applicable.

2.5.2 The Offeror shall ensure that the submission is readable, in the format specified in the solicitation, and has been verified as free of computer viruses. Prior to any review, the Government will check all files for viruses and ensure that all information is readable. In the event that any files are defective (unreadable), the Government will only review the readable electronic files. However, if the defective media renders a significant portion of the Offeror’s quote unreadable, the Government will consider the submission incomplete and the quote will be eliminated from further consideration. Failure to submit any of the information requested by this solicitation may be cause for unfavorable consideration.

2.5.3 Submissions must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Offeror’s quote against the evaluation criteria. In addition, this documentation must cover all aspects of this solicitation and include the Offeror’s approach for addressing all of the requirements in the Performance Work Statement. Submissions must clearly demonstrate how the Offeror intends to accomplish the requirements and must include convincing rationale and substantiation of all claims.

Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete, effective response to the solicitation are not desired. The Offeror shall describe its approach, through the use of graphs, charts, diagrams and narrative, in sufficient detail for the Government to understand and evaluate the nature of the approach.

2.5.4 Content shall be indexed (cross-indexed, as appropriate) and logically assembled. The submission shall be provided in two (2) volumes: (Technical Approach and Capability, and Price). Information shall be confined to the appropriate volume to facilitate evaluation. The Offeror shall present all information relevant to each evaluation element in the appropriate volume and section.

2.5.5 Electronic submissions shall be arranged so that it can be printed on 8 ½” x 11” (with no fold-outs) white paper and printed double-sided. The text shall have 1” margins on all sides, be single-spaced, ("Exactly" spacing is not permitted), and use Times New Roman font color black, font size of

12. Illustrations (e.g., graphics figures, graphs, and tables) shall be in portrait format with font colors other than black allowable and font sizes 12 and 10 considered acceptable. The Offeror's company name (no logos), the date, solicitation number, volume number and section shall be included on each page of the submission (this information may be included in a header/footer). All pages shall be numbered, using a uniform paragraph numbering system. Page numbers, headers and footers may be outside the page margins, and are not bound by the font, color and point size requirement. If the Offeror uses a different format (font size, margin, etc.), the government reserves the right to adjust the submission to fit the parameters of the format as stated in the RFQ, and if this results in the submission exceeding the page limitations in any one area, the government will not consider those excess pages.

3. QUOTE CONTENT AND FORMAT INSTRUCTIONS

The Offeror’s submission shall include two separate parts: A Non-price quote and a Price quote.

4. THE OFFEROR’S NON-PRICE QUOTE SHALL CONTAIN THE FOLLOWING

4.1. Factor 1 – Technical Approach and Capability (Limit to 12 Pages) – Volume I

The Offeror’s Factor 1 proposal shall include the following:

1) A written description of the Offeror’s technical approach for meeting the requirements identified in Section 4 of the Performance Work Statement (PWS). Proposals shall identify known differences between data available and any upper bound export limitations associated through each of the three access mechanisms described in the PWS. Offerors shall submit prior examples of their capabilities to support advanced analytics and discuss any analytics offered through existing platforms that will be made available.

2) A written description of the Offeror’s technical capability and organizational experience related to the requirements identified in Section 4 of the Performance Work Statement (PWS).

3) Offerors shall provide any applicable commercial software license and/or subscription agreement for evaluation.

4) Volume 1 should not exceed twelve (12) pages. Any commercial software license and/or subscription agreement will not be included in this page count.

5. THE OFFEROR’S PRICE QUOTE SHALL CONTAIN THE FOLLOWING

5.1. Factor 2 – Price Quote Content (No Page Limit) – Volume II The Offeror's price quotation should be completed in accordance with section 2.5, entitled "solicitation submission instructions" The Offeror’s price quotation shall provide separate line item pricing for CLINs 0001 through 4002 as reflected in the CLIN structure in the Request for Quote and provide a total proposed firm fixed price for all CLINs.
