Statement of Work (SOW)
Heating, Ventilation, Air Conditioning (HVAC) Preventive Maintenance – North Central Soil Conservation Research Laboratory (NCSCRL), MORRIS, MN
GENERAL INFORMATION
1.0 Scope of Work: Contractor will provide factory trained technicians to perform HVAC preventive maintenance service visits located at 803 Iowa Avenue, Morris, MN.
Covered components will include:
1) AUTOMATIC TEMPERATURE CONTROLS
2) CHILLER AND CONDENSING UNITS
3) RECLAIMERS
4) HVAC UNITS
5) AIR CONDITIONING UNITS
6) BOILERS
2.0 Background: Preventive maintenance has been procured for the HVAC equipment to ensure continued & reliable operation in support of the USDA-ARS research mission.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
Service tasks include, but are not limited to:
ANNUAL INSPECTION - Reciprocating Chillers and Standalone Compressors
Note: The Comprehensive Annual Inspection may be performed in more than one season due to climatic conditions, winter shutdown, spring start-up, etc. This will ensure proper equipment lay-up, start-up, and appropriateness and timeliness of the procedures.
*Preventive maintenance of all equipment included in this list should be conducted as recommend by manufacturer, please consult owner’s manual*
Report in with the appropriate USDA staff Record and report abnormal conditions, measurements taken, etc.
Review USDA logs with staff for operational problems and/or trends
COMPRESSOR(S)
Inspect vibration eliminators for secureness and damage Clean and flush cooling system
Verify setting of oil cooler water (valve) regulator* Test oil for acid* Change oil and filter element Collect oil sample for analysis Tighten terminal connections at heater elements Test secureness of mounting points, and tighten all major points
OPEN COMPRESSOR (ONLY)
Lubricate motor bearings. Clean motor air intake screens. Lubricate coupling* Inspect motor windings and report condition Visually inspect coupling Check shaft alignment.
Align as needed
CONTROLS
Inspect control center; clean and tighten connection; inspect components Verify operation of bypass valve Verify capacity control reaction Test low pressure output and record; calibrate if needed Test high pressure safety and record; calibrate if needed* Verify operation of cooling water (valve) regulator* Test freeze control cutout and record temperature* Verify operation of oil temperature control Test oil high temp cutout and record; calibrate if needed *
STARTER
Inspect wire insulation for signs of overheating, burns, etc.
Megger motor at starter and record reading Measure operating amperage and record reading Clean enclosure Tighten terminal connections at starter.
Measure operating voltage and record readings Inspect starter for signs of wear, arcing, overheating, burns, etc.
OPERATIONAL TEST
Run and record a complete test log on machine Verify refrigerant charge Verify oil level Verify superheat adjustment Inspect for vibrations and unusual noises in bearings, motors, etc Inspect moisture indicator for evidence of moisture Test accuracy of all pressure gauges Record compressor oil pressure Record compressor suction pressure Record compressor discharge pressure
COMPRESSOR AND VESSELS
Test for refrigerant leaks and report results Report machine condition and repair requirements.
ANNUAL INSPECTION - CONDENSING UNIT

Review customer logs with customer for operational problems and trends Clean all debris from air inlet louvers. Brush condenser coil(s) to remove loose dirt Test for secureness of guards, doors and panels Inspect all structural elements for corrosion and damage
COMPRESSOR(S)
Inspect vibration eliminators for secureness and damage Clean and flush cooling system Verify setting of oil cooler water (valve) regulator * Test oil for acid* Change oil and filter element* Take oil sample for analysis* Tighten terminal connections at heater elements Test secureness of mounting points and tighten all major points

CONTROLS

STARTER

CONDENSER FAN MOTOR(S)
Inspect for vibrations and unusual noises in bearings, motor, etc.
Wipe down motor(s) to remove loose dirt and oil build up Inspect tension on drive and fan belts, and change as needed Inspect fans for vibrations and tightness Inspect wiring and connections for signs of wear, overheating, burns, etc Lubricate motor bearings Inspect all structural elements for corrosion and damage.
Report condition of coils – clean if necessary.
OPERATIONAL TEST
Run and record a complete test log on machine Verify refrigerant charge Verify oil level Verify superheat adjustment Inspect for vibrations and unusual noises in bearings, motors, etc.
Inspect moisture indicator for evidence of moisture Test accuracy of all pressure gauges Record compressor oil pressure Record compressor suction pressure Record compressor discharge pressure Report machine condition and repair requirements.

HIGH- AND LOW-PRESSURE AIR ATOMIZING OIL BURNERS (ONLY)
Remove, clean, and inspect nozzles Inspect condition of and replace or clean air filter element Test secureness of mounting points and tighten all major points
ATOMIZING SUPPLY AIR COMPRESSOR*
Lubricate motor bearings* Lubricate compressor bearings* Inspect pulley grooves and belts for alignment, wear, and tension Verify operation of air compressor Inspect for unusual noises, vibrations, odors, etc.
Inspect motor windings for dirt buildup Inspect starter for signs of wear, over-heating, arcing, burns, etc.
Lubricate coupling* Visually inspect coupling for abnormal conditions * Change oil and oil filter*
STEAM ATOMIZING OIL BURNER (ONLY)
Verify operation of steam supply system (volume, pressure, etc.)
ROTARY CUP OIL BURNER (ONLY)
Clean, inspect, and lubricate all mechanical linkages and couplings Lubricate all bearings and gear(s) Clean atomizing cup
MECHANICAL ATOMIZING OIL BURNER (ONLY)
Remove, clean, and inspect nozzles.
FORCED OR INDUCED DRAFT BLOWER
Inspect condition of, and clean, blowers and air passages Test secureness of mounting points, and tighten all major points Visually inspect coupling for abnormal conditions Lubricate coupling* Inspect motor windings for dirt buildup.
Lubricate motor bearings* Inspect for unusual noises, vibrations, odors, etc.
Lubricate blower bearings* Inspect pulley grooves and belts for alignment, wear and tension.
Inspect starter for signs of wear, overheating, arcing, burns, etc.
FUEL SYSTEMS AND OIL PUMP(S)
Inspect area around pump seals for seal leakage Test secureness of mounting points and tighten all major points Inspect starter for signs of wear, overheating, arcing, burns, etc.
Verify the operation and setting of oil pressure regulator Replace cartridge type oil filter and gasket if necessary Inspect for unusual noise, vibrations, odors, etc.
Lubricate pump bearings* Lubricate coupling * Inspect motor windings for dirt buildup.
Lubricate motor bearings* Visually inspect accessible fuel delivery systems for leaks

ATMOSPHERIC GAS BURNER (ONLY)
Inspect and clean all combustion/primary air passages Test all burner linkages for secureness and/or damage Test primary and secondary shutoff damper(s) for tight closure Lubricate blower bearings* Inspect and clean air intake screens Test linkages for ease of operation and lubricate as required Verify operation of primary and secondary air dampers and clean as required
POWER BURNER ( ONLY)
Inspect and clean air intake screens Test linkage for ease of operation and lubricate as required Verify operation of primary and secondary air dampers and clean as required Test secureness of mounting points and tighten all major points Visually inspect coupling for abnormal conditions Lubricate coupling* Inspect starter for signs of wear, overheating, arcing, burns, etc.

PILOT
Leak test pilot gas train (soap test) Inspect ignition assembly and electrode and clean if necessary.
Inspect pilot and clean pilot orifice if necessary Inspect high tension wire for deterioration.
Inspect and set spark gap
FLAME SAFEGUARD
Clean flame detector Test main flame failure protection Test scanner viewing of main flame Test for detection with hot chamber Test pilot flame failure protection Test scanner viewing of pilot flame* Test minimum pilot test.
Perform combustion test and adjust air mixture, as required

REFRIGERATED AIR DRYER
Check refrigerant pressure and record.
Record refrigerant temperature Brush condenser and cover grills as required Operate drain trap and bypass valves.
FILTER AND PRESSURE REDUCING STATION
Inspect coalescent filters (change as required) Inspect charcoal filter (change as required) Record pressure reducing valve settings, adjust as required Record oil carryover rate*
BOILER, CHILLER, CONVERTOR, PUMPS AND ZONE CONTROL

FAN SYSTEMS AND HVAC UNIT CONTROLS

Electric Duct Heaters Inspect coil for damage to element Inspect isolators for damage or cracks Brush coil. Remove dust and debris. (Where accessible) Torque heating terminals Verify operation of control Verify staging of heating elements

Repair parts are to be included unless otherwise stated in this statement of work.
4.0 Government Furnished: Government-furnished support is limited to security access to the equipment in the NCSCRL - Soil Management Research Unit facility, replacement parts not otherwise covered under this agreement.
5.0 Deliverables / Schedule: See attached Equipment listing and schedule
6.0 Travel: Preventive service visits will be provided by the contractor according to equipment schedule. Contractor should check in at the main office.
7.0 Contractor’s Key Personnel: Only factory trained technicians are to perform any service procedure on the GOV HVAC equipment.
8.0 Security Requirements: A copy of an official government photo ID (State-issued driver’s license or ID card, passport, green card, etc.) must be provided no later than one week before arrival of contract service technician(s) except in the case of emergency service, were only the name of the technician provided via email or telephone will be necessary. Security access to the NCSCRL facility will be provided based on this identification requirement.
