About this file
The document is an Invitation to Bid (ITB) from the Tennessee Department of Correction (TDOC) for asphalt paving work at the Mark Luttrell Transition Center located at 6000 State Road in Memphis, Tennessee. The project involves replacing 13,525 square yards of existing asphalt with a 2-inch asphalt wearing course, including 180 tons of asphalt patching and 150 tons of asphalt bushing for drainage in designated areas. The scope of work includes milling existing surfaces, removing and replacing signage, mechanically sweeping and cleaning the pavement, patching cracks and potholes, adjusting drainage slopes, adding a tack coat, applying a new wearing surface, rolling for compaction, and applying 4-inch white stripes and parking space markings.
The ITB specifies a single award approach, with a preference for weekday and daytime work, though contractors can request weekend or nighttime work. Contractors must provide an anticipated schedule and comply with the institution's security procedures, including background checks. The unit costs will be valid upon completion of the designated areas, with the potential for bid adjustments in case of material overruns or underruns. The pricing will be based on per-square-yard rates for milling, per-ton rates for asphalt patching and drainage bushing, and a per-square-yard rate for the 2-inch thick overlay. The document indicates that the contractor must match the new stripes and parking spaces to the current number and type of existing spaces.
