About this file
This is a project update notification from the Southeastern Pennsylvania Transportation Authority (SEPTA) regarding the Market-Frankford Subway Elevated (MFSE) Automatic Train Control (ATC) Replacement Project. The project involves replacing the existing end-of-life ATC system on SEPTA's L-Line, which was originally installed in 2003 as part of a major upgrade that included extensive improvements to the elevated structure. The Request for Proposal (RFP) package is anticipated to be released in April 2026, with final solicitation documents now complete and updates made to standard Terms and Conditions. Site visits will be included in the RFP process, and all contractors must have Railroad Worker Protection (RWP) certification to participate. Interested contractors must submit a Non-Disclosure Agreement (NDA) to obtain a copy of the RFP, with the NDA to be provided in the RFP announcement.
Companies interested in this procurement should direct RWP training requests to SEPTA's Senior Contract Administrator Racquel Burden at RBurden@septa.org, while general project inquiries should be directed to Contract Administrator Michael Piselli at MPiselli@septa.org. SEPTA acknowledges industry partners' continued interest and patience in awaiting the release of this procurement opportunity.
