STATMENT WORK STATEMENT (SOW)
FOR
MAINTENANCE, REPAIR, OPERATION AND MODIFICATION
OF
JOHNSON CONTROLS METASYS BUILDING AUTOMATION SYSTEM
AT THE
MIKE MONRONEY AERONAUTICAL CENTER
OKLAHOMA CITY, OKLAHOMA

MetaSys Software Update with Facility Power Plant Controller Upgrade Statement of Work
(1) Project Title: AMP-300 is needing to update the existing ADX (Extended Application and Data Server) for Johnson Control Metasys Direct Digital Computer Control Monitoring System 10.0 software. By upgrading/reimaging with the new Metasys 11.0 software with Structured Query Language (SQL) that meets or exceeds FAA ISS (Information System Security) database requirements. This project will also include replacing obsolete system specific facility power plant controllers.
(2) Background: This project includes providing and installing software updates with SQL that will meet or exceed FAA Information System Security allowing the FAA to protect, monitor, operate, gather, report, and archive utility usage data for the facility. This project will also include the installation of controllers for system specific facility power plants operation replacing obsolete controllers. Mike Monroney Aeronautical Center utilizes the Johnson Controls Metasys Direct Digital Computer Control Monitoring System exclusively as the sole complex of hardware and software devices to monitor, control, and maintain the Center’s heating, ventilating, and air conditioning through hardware and software application, which is considered proprietary to Johnson Controls communicating using MS/TP (Master-slave/Token-Passing) and industry standard BacNet protocol certification or N2 that meets or exceeds FAA Information System Security requirements. This system is also the major tool for data gathering and reporting data for the energy conservation program. The proposed system software\Hardware update will significantly increase the efficiency of equipment and the gathering of utility data by completely automating this process. The proposed system enhancement will also allow for the gathering and reporting of utility data, as well as storage of this utility data. This proposed system enhancement replaces obsolete software/hardware with the latest generation of Software/Hardware that will strengthen performance and enhance facility operation.
(3) Scope: This project will provide all technical support, licensing, associated labor software/hardware and material required for completion. The software will upgrade/reimage ADX/SQL server, NAE/NCE (Network Automated Engine/Network Control Engine) to Metasys software release 11.0 or the highest operating equivalency that meets the 11.0 release. The system upgrade and reimaging shall also support minimum 30 users and Advanced Energy Essentials reporting as specified in section 5 specific task for software updates. This project also includes the replacement of obsolete plant controllers as specified in section 5.1 specific task for power plant operation.
(4) Applicable Documents: Warranties and all licensing require to operate Metasys ADX/SQL servers with cost free renewal of the licenses.
(5) Specific Tasks for software update:
· Uninstall Metasys Software from MMAC’s existing Metasys virtual ADX Server.
· Install the new Metasys 11.0 server software on the existing virtual ADX server.
· Upgrade 2014 SQL to the latest version of SQL that meets or exceeds FAA MMAC information system security requirements for databases.
· Upgrade/reimage all (NAE/NCE 55’s, 45’s, 35’s, 25’s) located on MMAC to support all new features and functions of Metasys 11.0.
· Provide updated copies of CCT and SCT (Controller Configuration Tool/System Configuration Tool).
· Test Advanced Energy Essentials reporting program for proper reporting and data collecting.
(5.1) Specific Task for Power Plant Upgrade:
003-AT:
· Remove existing DX9100’s serving CHWS (Chilled Water Supply), HWS (Heating Water Supply), and Tertiary pumps.
· Provide, mount, and wire (1) new SNE (Supervisory Network Engine) network controller in existing DX9100 panel.
· Provide, mount, and wire (1) new expansion module (XPM9090) in existing DX9100 panel.
· Provide mount, and wire (2) new CGM (general purpose application controllers) controllers in existing DX9100 panel.
· Program and map new controllers on existing system, transfer control logic from old DX9100s.
005-ANF1:
· Mount and wire new panel with display.
· Provide and install new 24x24 panel with CGM.
· Provide, mount, and wire (3) new expansion modules (XPM9090) in panel.
· Provide, mount, and wire new SNE 10500 network engine in existing panel.
· New controllers to replace existing DX9100s for HW, CHW, and Tertiary pump systems in building.
· Program and map new controllers on existing system, transfer control logic from old DX910.
006-FSB:
· Provide and install new 24x36 panel with CGM.
· Provide, mount, and wire (1) new expansion module (XPM9090) in panel.
· Provide, mount, and wire new SNE 10500 network engine in new panel.
· New controllers to replace existing DX9100 for HW, CHW, and Tertiary pump systems in building.
· Program and map new controllers on existing system, transfer control logic from old DX9100s.
013- CAMI:
· Remove existing DX9100s serving CHWS, HWS, and Cooling Tower.
· Provide, mount, and wire (1) new SNE network controller in existing DX9100 panel.
· Provide, mount, and wire (5) new expansion modules (XPM9090) in existing DX9100 panel.
· Provide mount, and wire (3) new CGM controllers in existing DX9100 panel.
· Program and map new controllers on existing system, transfer control logic from old DX9100s.
014 AHQ:
· Provide and install new 24x36 panel with CGM (.
· Provide, mount, and wire (3) new expansion modules (XPM9090) in panel.
· Provide, mount, and wire new SNE 10500 network engine in new panel.
· New controllers to replace existing DX9100’s for HW, CHW, and Tertiary pump systems in building.
· Program and map new controllers on existing system, transfer control logic from old DX9100s.
189-AOS:
· Remove existing DX9100s serving boilers 1, 2 and 3.
· Provide, mount, and wire (1) new expansion module (XPM9090) in existing DX9100 panel.
· Provide mount, and wire (2) new CGM controllers in existing DX9100 panels.
· Program and map new controllers on existing system, transfer control logic from old DX9100s.
193-CSF:
· Remove existing DX9100s serving CHWS and HWS.
· Provide, mount, and wire (1) new SNE network controller in existing DX9100 panel.
· Provide, mount, and wire (1) new expansion module (XPM9090) in existing DX9100 panel.
· Provide mount, and wire (1) new CGM controller in existing DX9100 panel.
· Program and map new controllers on existing system, transfer control logic from old DX9100s.
(6) Deliverables and Delivery Schedule: Upon project completion, the Johnson Controls local factory branch office will provide a minimum of three (3) copies of the Controller Configuration Tool/System Configuration Tool (CCT/SCT) and conduct training by factory certified Johnson Controls Employees for pertinent FAA and contractor personnel on any changes or new features to the operation of the system. Training will consist of two (2), four (4) hour sessions to be scheduled accordingly with the COR. Johnson Controls local factory branch office to register and provide factory warranty for all work performed and equipment provided.
(7) Government-Furnished Equipment and Information: Administrative support as required for facility outages and coordination with equipment operation. Extend CAT 5 network drop to new SNE.
(8) Place of Performance: All work will be accomplished during non-duty hours or when the work would have the least impact on building operation.
(9) Period of Performance: The project shall be completed within 180 days of award.
(10) Priority of Work performance: All upgrade/reimaging for buildings with critical equipment shall be coordinated through the assigned COR or alternate COR prior to upgrade or reimaging.
(11) Commissioning: All installed software/hardware updates/reimage shall be commissioned and validated by the COR to ensure proper operation with the facility equipment assigned to the Metasys Building Automation System (BAS).
(14) BAS Outages: In the event a Building Automation system outage is required or happens, the COR shall be notified for approval.
(15) Safety: All work will meet State, Federal, and FAA safety requirements.
(16) Security: All assigned personnel will be required to meet all of the FAA Security Program requirements; the work will be unclassified.
(16A) IT Security: All work shall comply with FAA Information system security (ISS) policies with any changes to the current security setting, must be approved by the COR.
(17) Warranty: Johnson Control will provide a one (1) year parts and labor warranty from the date of project completion.
