About this file

This memorandum documents a brand name or equal justification for a solicitation seeking ninety-seven stretch wrap machines. The Defense Logistics Agency Distribution requires replacement of aged equipment at various depots and distributes the Cousins Low Profile 2100-SRT Series stretch wrap machines across multiple distribution centers. Standardizing to this brand provides repair part inventory and mechanic familiarity benefits. Equivalent brands must meet provided specifications. As the incumbent equipment, this brand name justification aims to continue those supply chain efficiencies. The solicitation seeks ninety-seven stretch wrap machines on a fixed-price basis, with a 100% small business set-aside, for delivery to multiple Defense Logistics Agency locations. The requirement and procurement procedures are further detailed in attachments to the solicitation.

DLA Distribution, DLA Distribution J7 BLDG 430 Mifflin Ave New Cumberland PA 17070

2. Describe the contract action, to include the dollar value and the type of limited justification.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13.5 of the Federal Acquisition Regulation (FAR). This is a Brand Name or Equal justification with an estimated value of

3. Description of the Supplies/Services DLA Distribution Susquehanna, PA and DLA Distribution have a requirement for 97 stretch wrap machines. The depots across all distribution centers are requiring the Cousins Low Profile 2100-SRT Series or an equivalent product. All equivalent machines need to meet the salient physical, functional, and performance characteristics specified in the solicitation Attachment 1 Salient Characteristics. The purpose of this procurement is to replace the aged and dilapidated stretch machines at the depots that are in need of constant repair.

4. Justification Rationale for Use of Brand Name or Equal Stretch wrap machines across all distribution centers are failing and are needing constant repairs. The majority of distribution centers currently have the Cousins Low Profile 2100-SRT Series. The Cousins brand makes up the majority of the inventory for all distribution centers. By standardizing the equipment, there is a cost savings in repairs, by stocking a single brand of repair parts and streamlining the repair process because the distribution center mechanics are familiar with the Cousins model and can provide system repairs quickly after a machine breaks down. DLA Distribution knows there are other brands of stretch wrap machines and these equivalent brands will be accepted, if the brands can meet the specifications listed in the solicitation Attachment 1 Salient Characteristics.

These machines are used by the general public and therefore, considered “commercial” in accordance with FAR 2.101. The price will be evaluated for fairness and reasonableness in accordance with FAR Part 13.
