SECTION 4: PROJECT OBJECTIVES
The Jersey City Division of Sustainability is seeking proposals from qualified professionals to provide certain assessments, evaluations, Engineering Design of construction documents related to installing a flood mitigation system (stormwater park) with stormwater retention chambers underneath the existing outdated multi-use courts and grass field in McGovern Park. This project seeks to reduce the risk of flooding in Jersey City through the use of green infrastructure.
SECTION 5: SCOPE OF SERVICES
Respondents must submit Proposals that address the categories of services described in this Scope of
Services. The descriptions of the services included in the Scope of Services are not intended to limit the required services, but rather, illustrate the broad range of services the Consultant will be required to perform as currently contemplated.
5.1 Overview
The City is seeking Proposals (“Proposals”, each a “Proposal”) from qualified planning, engineering, environmental, or other qualified firms (“Respondents”, each a “Respondent”) to providing surveys, geotechnical analysis, design, benefit-cost analysis, permitting and construction bid documents (drawings and specifications in Master Spec Format) for the construction of a stormwater infrastructure improvement at
McGovern Park in the Greenville neighborhood of Jersey City.
To address flooding in the area surrounding McGovern Park and maintain long-term continued use and enjoyment of the park, a concept is proposed with a subsurface storage component. The new catch basins designed through this contract will be added near the low point on Sycamore Road to capture flow before flooding exceeds depth that cause damages and will flow to the storage systems designed within McGovern
Park as it has wide open areas that can accommodate the installation of these large storage systems. The storage system will have to be connected into the existing 66” storm sewer adjacent to McGovern Park. The storge system will be placed blow grade under the existing grass field and in the soccer field. Once the storage systems are placed into the ground, the surface will be restored back to its original landscape or utilized for other purposes such as recreation fields and/or play areas.
This project is technically feasible based on a multi-step analysis that was conducted by engineers to identify the project area and scope components. To identify areas that are the most vulnerable to flooding, a screening analysis was conducted for the City using the Blue Spot tool in ArcGIS, coupled with community feedback through the Resilient Northeastern New Jersey Planning process (see www.resilient.nj.gov/nenj for more on the project and engagement processes to date). The tool was developed by the Danish Road Institute to systematically identify natural bowls (i.e., depression zones) susceptible to flooding, also known as blue spots.
This is done by evaluating digital elevation maps to determine which areas have no natural outlet. The resulting blue spots represent the area where water could accumulate if the depression area were filled with water without means for it to be conveyed away. It is important to note that the Blue Spot tool was used as a preliminary method to identify vulnerable areas, since the blue spot extents generally reflect the worst-case scenario of accumulation and not actual flood volumes that would depend on the availability of runoff and conveyance capacity. Blue spots that touch buildings are separately categorized to help identify areas where
PURPOSE: Jersey City McGovern Resilience Park Project
REQUEST FOR PROPOSALS
DIVISION: Sustainability
P a g e 12 | 23 flooding may cause structural damages. In Jersey City, the blue spot next to McGovern Park extends along
Sycamore Road from Mina Drive to Briarwood Road, which is the area most vulnerable to flooding in this vicinity. As part of step one, the blue spot storage curve was developed using digital elevation maps in ArcGIS.
The low point within the blue spot was identified and recorded. As part of step two, sewer modeling was conducted using the City’s Long Term Control Plan (LTCP) model, which was implemented in EPA’s Storm Water
Management Model (SWMM) software (SWMM 5). This model was originally developed in January 2012. Since then, the model has been calibrated to field measurements and used to development of LTCP alternatives for the City. In this study, the LTCP model was used to simulate the 1-, 2-, 5-, 10-, 25-, 50-, and 100-year 2-hour design rainfall events. Rainfall depths for these events were determined based on NOAA Atlas 14 point precipitation frequency estimates for McGovern Park. This rainfall was then applied using the NRCS Type-III distribution. For each design event, the volume of flooding from of all nodes that drain to the bluespot was recorded. As part of step three, the modeled flooding was projected onto the surface using the storage curves developed in step one. To do this flood volumes from the 5-, 10-, 25-, 50-, and 100-year 2-hour design rainfall events were recorded, and the flood elevation was determined using linear interpolation between the flood volume and the volume of the storage curve. Using the flood elevation, the extent of flooding was also determined using the storage curve developed in step one. When the extent of flooding intersects a building footprint more than 10- percent, the building is noted as flood damaged. To mitigate damages, surface flooding will be captured by the McGovern Park System. The system will be sized to hold 30,500 cubic feet of water. A storage system of this size would successfully mitigate all damages from surface flooding for the 5-, 10-, and 25-year events. It would also mitigate some surface flooding during the 50- and 100- year events.
5.2 History and Background
The selected project area is in the Greenville neighborhood located at the southernmost end of Jersey City. This neighborhood is primarily comprised of residential one and two family housing. The selected mitigation project location is at McGovern Park, sitting one block (0.2 mi) from the Newark Bay waterfront. This area is currently served by two existing sewers. Jersey City is vulnerable to three types of flooding: coastal flooding from Newark Bay and Upper bay, riverline flooding from Hudson and Hackensack Rivers, and inland flooding from storm events that overwhelm the existing , outdated sewer systems. The area closest to McGovern Park, located on Sycamore Road between Briarwood Road and Delmar Road, is connected to the combined sewer system. There is a depression area located near McGovern Park. Flooding starts in the depression area along the Sycamore Road corridor. The area has elevated flood risks as there are no natural outlets for flooding at the surface.
Therefore, each time the sewer system is overwhelmed, flood volumes have the potential to build up along the corridor and adjacent properties. McGovern Park has been identified for stormwater management opportunities due to its large open spaces and proximity to flooding along the Sycamore Road corridor.
McGovern Park is a mixed-use community park with a grass field, playground, baseball field and other facilities.
The McGovern Park serves as green space in a heavily urbanized environment. As such, it is also important to safeguard the future of the park against recurrent flood damage for the health and well-being of residents nearby.
It is important that the project not impact the long-term use and enjoyment of the park. All available park spaces in the vicinity were evaluated for potential green infrastructure solutions. Ground elevations at park sites were compared with elevations in the flooded areas to consider conveyance constraints. The available space in the park was compared to the estimated volume that will accumulate at the blue spot.
PURPOSE: Jersey City McGovern Resilience Park Project
REQUEST FOR PROPOSALS
DIVISION: Sustainability
P a g e 13 | 23
McGovern Park is optimal as it is located near the depressed zone, close to where the flooding will start. It also contains expansive open spaces to accommodate large storage volumes needed to mitigate expected flooding impacts for this area. The proposed stormwater infrastructure solution considered the sources of flooding, ground elevations and surface slopes, percentage of impervious surfaces, and available right-of-way and park spaces to install the proposed solution.
The park is located on Sycamore Road, extending from Delmar Road to just past Briarwood Road. McGovern Park spans four blocks and includes concrete sidewalks and grassed lanes with deciduous trees. The focus of this project will be on the grass field and courtyard located between the grass field and the baseball field. Along the Sycamore Road corridor, there are several homes repeatedly impacted as flood volumes accumulate and pond near them. Additionally, as the depression volume increases, flooding begins to extend up additional cross streets like Crossgate, Delmar, Exeter, and Ferncliff Road. The impact of flooding is especially hazardous in this area because of the high concentration of vulnerable populations. The primary census tract in the project area is more socially vulnerable than the City of Jersey City on a whole across a variety of social vulnerability indicators.
5.3 Existing Conditions and Physical Inventory
The Consultant shall conduct a site survey of the vicinity, documenting existing conditions, then field review and verify conditions of McGovern Park. Additionally, include comprehensive review and analysis of relevant past plans, documents, and data available through the State of New Jersey, the City, Hudson County and other entities that provide a baseline understanding of the physical, and environmental characteristics of the site. In addition to reviewing plans, documents, and data. The Consultant shall assess site conditions on-site to verify the information collected and clarify any discrepancies found on-site.
The Consultant may suggest modifications to the characteristics or phasing of construction for improvements to ensure minimal impact on the neighborhood.
The following is a non-conclusive list of the physiographic, neighborhood and environmental analyses details that shall be identified and mapped and the proper measures for safeguarding shall be included in the proposal and construction documents for public bid:
a) Steep slopes & Topography.
b) Protection of in ground holes.
c) Sidewalk signs and closures.
d) Silt fences.
e) Orange netting and safety signs.
f) Traffic control.
g) Street Closures and police presence.
h) Existing utilities shut off.
i) Monitoring and protecting of existing surrounding structures.
j) Erosion and drainage problems that emerge from water runoff during rain events.

6.1 Number of copies
Respondents must submit one signed original and 2 unbound copies of their proposal per the Open
Public Records Act (OPRA) requirements below. Additional copies on USB flash drive may also be submitted.
As previously described in 2.13, with respect to the OPRA and Proprietary Information - although the RFP indicates that all proposals will become public information, it is understood that OPRA contains exceptions for "Trade secrets and proprietary commercial or financial information obtained from any source" and "Information which, if disclosed, would give an advantage to competitors or bidders".
Therefore, in addition to the 1 signed copy, prospective Respondents shall submit two (2) clearly marked unbound versions of their proposals for OPRA use. This second version will be provided to persons submitting OPRA requests for information relating to this solicitation. Failure to provide two clearly marked proposals will mean that the Respondent agrees that the single version provided does not contain trade secrets or proprietary information and may be released pursuant to OPRA requests.

The City is not under any obligation to search for clarification through additional or unformatted information submitted as a supplement to the formatted response. Where a Proposal contains conflicting information, the City at its option may either request clarification or may consider the information unresponsive.
