(Q1)- How much funds have been allocated to this initiative and/or what is the typical size of award you envision?
- Are you looking for large teams or for small groups?Any preferred dollar amount for proposals?

(A1) - The funding provided for this project will be based in part on the quality of proposals received. – PLEASE NOTE FUNDING WILL BE AVAILABLE FY11, BUT DUE TO THE IMPORTANCE OF THE SUBJECT MATTER, ALL SUBMITTALS WILL PROCEED FOR AWARD AS SOON AS FUNDING IS MADE AVAILABLE.

(Q2) - The BAA mentions compliance with ITAR but it does not specify that the proposed research problems are ITAR restricted. Will the data provided by the government have ITAR restrictions? Is it possible to do the work with students and postdocs who are foreign nationals?

- If an academic faculty member from a U.S. university joins our team, are all individuals from the university (faculty members, postdocs, and graduate students) required to be (a) U.S. Citizens; (b) U.S. persons, to include permanent resident green card holders, or (c) No restrictions on academic subcontractors.

(A2) The data provided is ITAR restricted. It will not be possible to do the work for this BAA with individuals who are foreign nationals. Work on this BAA is limited to U.S. citizens only.

(Q3) - Are people attending the bidder's day workshop expected to speak about their work or institution?

(A3) - No, we're not looking to have presentations from bidders. They are free to ask questions about things they would like clarified, but this will not be a seminar with multiple presentations from participants.

(Q4) - Will there be any sort of team-forming at the bidder's day workshop?

(A4) - It is not the intent of the government to encourage or discourage team forming one way or the other. There is nothing in the agenda of the bidder’s conference either to facilitate or to discourage it.
