M95494-18-R-0017 Questions & Answers
Q1. Will the Government extend the offer due date?
A1. Yes, the RFP has been amended accordingly.
Q2. Section 8.0 – Are the Key Personnel’s requirements such as a “minimum 5 years of experience in…an equivalent field” and Project Manager Professional (PMP) certification substitutable with other relevant advanced degrees and/or years of Active Duty experience?
A2. Yes, please see the amended solicitation.
Q3. Section 3.5 states “the Contractor must establish and maintain NexLog information sharing portal(s)…” Is the NexLog portal based on existing technology and systems? If the contractor is required to establish a new portal, will Other Direct Costs (ODC) cover this expense?
A3. Yes, the NexLog portal is based on existing technology such as the web based applications MilSuite, APAN, or Navy App Locker.
Q4. Section 14.1 states “work performed under this requirement will be at the UNCLASSIFIED-FOUO level;”
however, Section 10.0 requires access to documents required to support execution of this PWS, access to on-site work spaces, and access to systems required. To fully support the tasks outlined in Section 3.0, contractors will be required to access classified spaces, access and review classified documents (up to the SECRET level), travel and participate in planning meetings and events at the SECRET level, and access information managed on the Secret Internet Protocol Router Network (SIPRNet). Will the Government amend the solicitation to reflect, at a minimum, a Secret Facility Clearance, in order to hold and manage contractor clearances within JPAS, and provide a DD 254 to support this security requirement?
A4. Yes, the RFP has been amended accordingly.
Q5. Section 10 states “the Contractor shall provide its own computers.” Will the government provide access to
Non-classified Internet Protocol (IP) Router Network (NIPRNet) computers and shared data files when working on-site at the Pentagon?
A5. Guest wireless access may be used when working on-site at the Pentagon. Instances in which Contractor furnished machines are not able to access data files necessary to complete the NexLog mission, reasonable accommodations will be made to resolve such issues. Currently, all UNCLASSIFIED NexLog files are compatible with non NIPRNet machines.
Q6. 52.212-1 ADDENDUM – Will the Government allow 10-point font for resumes?
A6. Yes.
Q7. Section 8.0 Key Personnel – Will the Government please validate the Knowledge, Skills, and Abilities (KSA) for the Project Manager? Does the Government require expertise with global mobilization of freight, Defense Personnel Property Program including household goods consolidation and standardization in support of NexLog?
A7. The KSAs associated with Section 8.1.1 have been amended.
Q8. Attachment A – The Pricing Sheet has hours associated with optional CLINs X005, Future Capabilities
Training, on the Labor Hour Reference Tab. On the CLIN schedule located within the RFP, CLINs X005 have quantities of “20” and Units of “Each.” Can the Government please confirm this is correct as opposed to a quantity of “12” and a Unit labeled as “Months?”
A8. Section 3.4 has been removed from this requirement. Please see the amended solicitation.
Q9. If multiple Data Engineers or Functional Leads are proposed, does the government require resumes for each of the proposed Data Engineers or Functional Leads or one (1) each for the Data Engineer and Functional Lead?
A9. All DEs and FLs are considered key personnel, which requires a resume to be provided for each. Please submit resumes demonstrating the Key Personnel meet the minimum qualifications set forth in the PWS.
Q10. Will the government please provide the estimated hours for each Labor Category by CLIN that was used to determine the Labor Hour Reference tab estimate provided in Attachment A?
A10. Sufficient information has been provided for each Labor Category by CLIN, further detail will not be provided.
Q11. Attachment A – With consideration to the total labor hours provided in the pricing sheet and the designated
Unit of Issue within the Schedule of CLINs, please confirm the government’s estimate for the quantity and allocation of hours per CLIN.
A11. The total labor hours were provided as a reference and may be used at the offeror’s discretion. The unit of issue (i.e. Months) for CLINs X001-X004, X006, and X007 correspond to the anticipated monthly invoicing structure for this contract.
Q12. What is the specific deliverable for the Logistics Innovation Challenge? The format is specified, but what level of detail is required?
A12. The level of detail of the summary reports resulting from the Logistics Innovation Challenge should summarize each applicant’s innovation idea and estimated feasibility of execution. The reports should be able to support further exploration and implementation of the entry.
Q13. Is U.S. Citizenship required for temporary contractors that may be assigned to provide indirect engagement and support?
A13. Yes. Per A4, the security requirements for this effort have been amended and U.S. Citizenship is required.
Q14. What is the expected division of time (excluding travel time) between the Contractor facilities and the
Pentagon?
A14. There is no prescriptive delineation of time worked at the Contractor facility and the Pentagon. Time spent at either location is situationally dependent and will be informed by the individual tasks the Contracted personnel are working on.
Q15. For key personnel, are Majors in Mathematics, Operations Research, and other Engineering disciplines considered equivalent experience?
A15. Yes.
Q16. Would the government allow an MBA with significant Project Management experience as a substitute for a
PMP certification for the Project Manager position?
A16. Yes.
Q17. Section 3.4 – The government states “the Contractor must recommend candidates within the LP community to receive training.” This seems to be an inherently government function. Request the government review and revise this section.
A17. Section 3.4 has been removed from this requirement. Please see the amended solicitation.
Q18. Section 3.4 – The government states “the Contractor must oversee and evaluate up to twenty (20) training sessions.” The only other information provided is vague in that locations, numbers of staff (for training), event venues and materials, and other support cost/activities are not specified. Request the government provide the appropriate level of detail in the anticipated training evolutions to allow the offeror to both plan and cost this work accurately.
A18. Section 3.4 has been removed from this requirement. Please see the amended solicitation.
Q19. CLIN 0005, 1005, 2005, 3005, and 4005 – The government specifies a pricing CLIN for Future Capabilities training (20 instances). The government does NOT specify the actual locations, materials, or numbers of staff to be trained that would allow the offeror to provide an adequate/accurate costing solution. Request the government review and provide all pertinent (actual/planned) information for these optional events to allow prospective offerors to adequately cost solutions for the requirement
A19. Please see A19.
Q20. Travel – The government listed 30 potential locations for Future Capabilities Training, but (per directions for
CLINs 0005, 1005, 2005, 3005, and 4005) the offeror is to price only 20. Which 20 locations are included?
What is the duration of the intended training cycles? What is the expected trainee/instructor ratio to be provided?
A20. Please see A19.
Q21. Section 12.0 and 13.0 – How will the government reimburse for shipping/material handling, etc. regarding mailers, supplies, and other materials needed for proposed training evolutions, and for the event support/overall contract support in general?
A21. Reimbursement for Travel and ODCs will be in accordance with Sections 12.0 and 13.0 of the PWS. All other services such as event support should be included in the offeror’s fixed price rate for each respective task.
Q22. Section 3.2 – Section 3.2 states that the Contractor must attend Marine Corps, DoD, and commercial events listed under Section 12.0. Is the contractor expected to attend each event or arrange for a NexLog representative to attend them or both?
A22. The contractor is expected to attend the events.
Q23. Section 3.3 – Is the Contractor expected to follow Challenge winners through funding solicitation, prototyping, etc.?
A23. Yes.
Q24. CLINs 0005, 1005, 2005, 3005, and 4005 – The quantity/unit listed for each Training CLIN does not correspond to pricing sheet areas. Request the government revise.
A24. Please see A19.
Q25. Section 3.1 – The government states “the contractor must develop a Plan of Action & Milestones (POA&M) that identifies the tasks, deliverables, events, and timelines under this contract.” Are there additional tasks, deliverables, and events that are not already identified within the PWS?
A25. No.
Q26. Section 3.1 – The government states “the contractor must develop and maintain a portfolio that summarizes metrics, events, and milestones achieved under this contract.” It is unclear what is meant by “develop and maintain a portfolio.” Will the government provide clarification?
A26. The Contractor must maintain a portfolio containing quad charts and summaries of all projects that NexLog is responsible for, which must be updated regularly.
Q27. Section 8.1.1 – The required knowledge, skills, and abilities for the PM significantly limits the potential pool of highly qualified candidates. Will the government remove or replace these requirements to expand the pool to more qualified candidates?
A27. Please see A7.
