About this file

This Request for Information document outlines requirements for a Windows 10 Baseline System Upgrade to the Marine Corps Consolidated Emergency Response System. The Marine Corps Systems Command seeks to upgrade CERS software and hardware at multiple installations to Windows 10 by 2025. CERS provides emergency call and dispatch capabilities across law enforcement, fire, and medical records systems. Interested vendors must demonstrate Windows 10 integration experience with the proprietary Hexagon, SPOK, and Westnet software and compliance with DoD security and personnel standards. Responses are due by March 9, 2020 and should address technical approaches, pricing, qualifications, and clarification questions. The agency aims to identify qualified small businesses for a potential set-aside.

Consolidated Emergency Response System (CERS) Windows 10 Baseline System Upgrade

THIS IS A REQUEST FOR INFORMATION. This RFI is issued solely for information and planning purposes and does not commit the Government to contract for any supply or service.

This RFI is intended solely for market research under Federal Acquisition Regulation (FAR) Part 10. No solicitation is available at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure goods or services, or to issue a solicitation.

Contractors are advised that the Government will not pay for any information received as a result of this RFI, nor will it accept any responses as offers. All costs associated with responding to this RFI will be solely at the interested party’s expense. Contractors should mark any proprietary information clearly and appropriately. The Government will not be held liable for any damages incurred if proprietary information is not properly identified.

Responses will not be returned. The information provided in this RFI is subject to change and is not binding on the Government. The Government may provide additional information and issue additional RFIs at its discretion.

BACKGROUND. MCSC PM N&I, Emergency Response Systems was tasked with deploying CERS aboard USMC installations in the contiguous United States (CONUS) and outside Contiguous United States (OCONUS). CERS1 was intended to bring base emergency response systems into compliance with the Secretary of Defense (SecDef) Memorandum, dated August 2010, in reference to the Fort Hood Task Force recommendations and the Secretary of the Navy Policy on Emergency Calls, dated September 2010. CERS provides E911 capabilities along with the Computer Aided Dispatch (CAD) of emergency personnel and First Responders to the CONUS and OCONUS USMC installations. CERS is the subset of Emergency Management Command and Coordination (EMC2) capabilities necessary to coordinate Installation-organic First Responder emergency and day-to-day operations. This encompasses First Responders, Firefighters, Law Enforcement (LE) and/or security personnel, Emergency Medical Technicians, and Explosive Ordnance Disposal personnel who provide the initial, immediate response to all-hazards incidents.

CERS was deployed in a two-phased approach.

Phase One CERS E911, was awarded to Motorola Solutions Inc. in November 2012 and deployed to support E911 functionality to include: Local Area Network (LAN), dispatch center furniture, E911 servers and clients, logging and recording, time synchronization, and system logging/auditing.

1 CERS utilizes Integraph® Computer-Aided Dispatch (i/CAD), a proprietary suite of incident management software providing integrated capabilities for call handling and dispatching, mapping, communications, data reporting and analysis, and applications integration.

RFI – CERS – WIN 10 Upgrade

Phase Two CERS Dispatch Alerting and Recording (DAR), was awarded to Hexagon US Federal in March 2014 and deployed to support a Commercial Off-the-Shelf (COTS) based Computer Aided Dispatch (CAD) capability with integrated mapping to include, but not limited to: Fire Station Alerting (FSA), Law Enforcement (LE) Records Management System (RMS), Fire and Emergency Services (F&ES) RMS interface, and associated Customer Premise Equipment. Additionally, during phase two, CERS was established on a network domain and additional interfaces were developed to support information exchange requirements to external systems. CERS DAR included the installation, integration, implementation, system warranty, support, and system operator training of the aforementioned items. This phase is still in the final stages of completion.

Table 1 below provides the current CERS Product Baseline. These tools are used at each base and are on a closed and secure (not classified) network called Public Safety Network (PSNet). PSNet is operated by the United States Navy and cannot be accessed via the World Wide Web. The primary subsystems of CERS are E911, Computer Aided Dispatching (CAD), Law Enforcement Records Management System (RMS), and Fire Station Alerting (FSA). E911 and CAD are based on either Windows 7 (Win7) or Windows 10 (Win10) operating systems (OS) and, in several cases, will be configured with compatible Win10 CAD to Win7 E911.

REQUEST FOR INFORMATION. MCSC, PM N&I has a requirement to execute a Windows 10 Baseline System upgrade to CERS and is seeking information to determine the availability and technical capability of vendors to provide the required hardware, software, and services to execute this upgrade.

This upgrade will be conducted in accordance with the currently approved CERS product baseline, the Engineering Design Package, the associated Authority to Operate (ATO) “Type” accreditation, and approved Engineering Change Proposals (ECPs). Attachment A provides a design overview of the upgrade.

Successful upgrade of CERS will include all required system integration, data migration, testing, training, and warranty. Integration with existing Enterprise Land Mobile Radio (E-LMR), Marine Corps Installations’ respective telecommunications network infrastructure, Marine Corps Fire Incident Reporting System (MCFIRS), Active Directory/domain controllers, Host Based Security Solution (HBSS) resources, and Public Key Enablement (PKE) resources will be required.

It is anticipated that work in support of this contract/task order will be performed on-site at Government facilities, at Government-contracted facilities, and off-site at the contractor’s facilities, as required. To meet the Statement of Work (SOW) objectives and requirements, contractor personnel are required to work in close collaboration with Government Program Management Office (PMO) representatives, Government subject matter experts (SMEs), and other MCSC contractor personnel for activities such as system testing, issue resolution meetings, and stakeholder briefings. These activities may be conducted at MCSC offices in Quantico, VA, as well as at the Government-contracted System Integration Laboratory. The anticipated time frame for this requirement is September 2020 through 2025. The Government has not determined the contract type for this effort, but anticipates upgrade of each of the facilities listed above within this time window, subject to budgetary constraints.
