CONTAINER (JMIC)
1. SCOPE.
1.1 Scope. This specification establishes the requirements for manufacture and Government acceptance of the Collapsible Joint Modular Intermodal Container (JMIC).
2. APPLICABLE DOCUMENTS.

2.2 Conflicting requirements. Conflicting requirements arising between this specification or any specification, publication or drawing listed herein shall be referred in writing to the Procurement Contracting Officer (PCO) for interpretation, clarification, and correction.
2.3 Requests for change. Changes of a minor and/or major nature will be granted only by the cognizant field activity (CFA), that is, the Naval Surface Warfare Center, Indian Head Division (NSWCIHD) Detachment Picatinny, Naval Packaging, Handling, Storage and Transportation (PHST) Center. The provisions of the Material Review Board (MRB) do not apply to this item. Requests for deviations, waivers or other changes to this specification or referenced documentation shall be submitted to the Procurement Contracting Officer (PCO) for approval. A copy of the request for change shall be forwarded to the NSWCIHD Detachment Picatinny, Naval PHST Center, Code G13 (Ordnance Logistics) Picatinny Arsenal, NJ 07806-5000. Changes shall be prepared and submitted in accordance with the requirements of the contract. EIA-649, “TechAmerica Configuration Management Standard” may be used for general guidance in preparing the requests.
3. REQUIREMENTS.
3.1 Item Definition. The Collapsible Joint Modular Intermodal Container (JMIC), hereinafter referred to as container, is a free breathing, reusable container of aluminum or hybrid construction. JMIC, 3.0K (DL 7517221) and JMIC, 1.5K (DL 8410531) are fully MIL-STD-3028 compliant. The JMIC has six parts consisting of a top panel, a pallet base, two access panels, and two side panels with corner posts. The container is used to protect general cargo and munitions during shipping, handling and storage.
3.2 Characteristics.
3.2.1 Performance. The container shall meet the following performance requirements.
3.2.1.1 Inspection. The container, when examined in accordance with 3.7.1 shall comply with the fabrication and assembly requirements of the applicable Data List (DL) as called out in the contract or purchase order and in Table 1 and other drawings and specifications listed thereon.

3.3 Container interface
3.3.1 Collapsibility. The container shall demonstrate the capability of being collapsed and erected, without binding, for retrograding and loading when subjected to the test of 3.7.2.
3.3.2 Stacking. The container's stacking features shall demonstrate both proper support and interface when subjected to the test of 3.7.3.
3.3.3 Shock. The container shall not sustain major structural damage/deformation that would affect its con-tinued safe handling nor exhibit any evidence of failing to restrain and/or protect the contents from damage when subjected to the following tests:
a. Cornerwise drop. (See 3.7.4)
b. Edgewise drop. (See 3.7.5)
c. Impact tests. (See 3.7.6.)
d. Repetitive shock. (See 3.7.7)
e. Mechanical handling tests. (See 3.7.8)
3.3.4 Container interface fitting strength.The container's interface fittings, also provided as top-lift provisions, shall not sustain any permanent structural degradation or deformation when subjected to the strength tests of 3.7.9.
3.4 Design and construction
3.4.1 Production drawings.The container shall be fabricated and assembled in accordance with the applicable DL as called out in the contract or purchase order.
3.4.2 Standards of manufacture.The detailed requirements for materials, design, and construction of containers to be manufactured in accordance with this specification, the applicable DL as called out in the contract or pur-chase order and, the drawings, specifications, and standards listed thereon.
3.4.3 Workmanship.Workmanship shall be of sufficiently high quality to assure that the complete container will comply with all requirements of this specification. Particular attention shall be paid to welding, bonding, marking, and freedom of parts from burrs and sharp edges. Each assembled container shall be thoroughly cleaned of all dirt, chips, and other foreign matter.
3.5 Identification.
3.5.1 Serialization.Serialization of the containers are required. Unless otherwise specified in the contract or purchase order, the contractor shall contact Naval Sea Systems Command, Code 04LS, 133 Isaac Hull Avenue SE, Washington, DC 20376 no later than 60 days before first articles are submitted. 3.6 First articles. Unless otherwise specified in the contract or purchase order, two preproduction samples, hereinafter referred to as first articles, shall be inspected and tested prior to regular production. The first articles shall be fully representative of those proposed for production and demonstrate the adequacy and suitability of the contractor's processes and procedures in complying with the requirements set forth in this specification. Unless otherwise specified, all tests shall be performed at an ambient temperature of 77 18 Fahrenheit with ambient humidity. The testing facility shall prepare a written test report at the conclusion of testing the first articles. A copy of the test report shall be distributed to the NSWCIHD Det Picatinny, Naval PHST Center at the address listed in 3.6.1.
3.6.1 First article samples submission.Unless otherwise specified in the contract or purchase order, the Gov-ernment shall be responsible for performing the inspection/test requirements of this specification. The contractor shall be responsible for delivery of the first articles to:

The first articles shall be delivered in accordance with the schedule provided by the contract or purchase order.
3.7 First article inspection and tests.
3.7.1 Inspection (M1).Prior to all tests, the first articles shall be 100% physically examined for compliance with the applicable DL. Inspection shall consist of a visual inspection of the characteristics of the component parts and complete container to ensure compliance with the drawings. Measuring instruments sufficient to ver-ify drawing tolerances shall be used. Inspection shall include the examination of material certifications and the comparison of these documents with the item(s) they describe. Classification of characteristics symbols (identi-fied after tests below: Critical (C) Major (M), Minor (Mi) are in accordance with DOD-STD-2101. The con-tainer shall meet the requirements of 3.2.1.1.
3.7.2 Collapsibility and assembly test (M2).This test shall be conducted by folding the container access and side panels onto the pallet base assembly and positioning the top panel assembly over the collapsed parts. The container shall then be reassembled into its erected shipping condition. The container shall meet the requirements of 3.3.1.
3.7.3 Stacking interface test (M3).The unloaded container, assembled in its normal shipping condition, shall be stacked on a like container and the stacking feature interface shall be examined. The top container shall then be removed. The container shall meet the requirements of 3.3.2.
3.7.4 Cornerwise drop tests (M4).The container, assembled in its erected shipping condition and loaded to the gross capacity of the applicable DL as called out in Table 1, shall be tested in accordance with MIL-STD-1660 (Appendix C). One set of diagonally opposite corners of the container shall be tested at a temperature extreme of -65°F. This test shall be repeated with the remaining set of diagonally opposite corners at a temperature extreme of 160°F. After testing, the container shall meet the requirements of 3.3.3.
3.7.5 Edgewise drop tests (M5).The container, assembled in its erected shipping condition and loaded to the gross capacity of the applicable DL as called out in Table 1, shall be tested in accordance with MIL-STD-1660 (Appendix B). Two adjacent edges of the container shall be tested at a temperature extreme of -65°F. This test shall be repeated with the remaining two adjacent edges at a temperature extreme of 160°F. After testing, the container shall meet the requirements of 3.3.3.
3.7.6 Impact tests (M6).The container, assembled in its erected shipping condition and loaded to the gross capacity of the applicable DL as called out in Table 1, shall be tested in accordance with MIL-STD-1660 (Appendix D). One side and one end of the container shall be tested at a temperature extreme of -65°F. This test shall be repeated with the remaining side and end at a temperature extreme 160°F. After testing, the container shall meet the requirements of 3.3.3.
3.7.7 Repetitive shock test (superimposed load) (M7).The container, assembled in its erected shipping condi-tion and loaded to the gross capacity of the applicable DL as called out in Table 1, shall be tested in accordance with MIL-STD-1660 (Appendix A). After testing, the container shall meet the requirements of 3.3.3.
3.7.8 Mechanical handling test (M8).The container, assembled in its erected shipping condition and loaded to the gross capacity of the applicable DL as called out in Table 1, shall be tested in accordance with MIL-STD- 1660 (Appendix G). After testing, the container shall meet the requirements of 3.3.3.
3.7.9 Interface fitting strength test (C).The container, assembled in its erected shipping condition and loaded to the test weight of the applicable DL as called out in Table 1 (+5%/-0) (60% of design load), shall be suspended for a period of two minutes by means of a four legged metallic sling attached to the container interface/top-lifting provisions. Each leg of the sling shall not be more than 40-inches long and must assume a horizontal sling angle of more than 30 degrees when under load. Alternate test methods may be used provided written approval is obtained from NSWCIHD Detachment Picatinny prior to initiating production. After testing, the container shall meet the requirements of 3.3.4. [The procuring and/or testing activity reserves the right to perform the interface fitting strength overload test to failure. Any first article which fails at a point at, or below the static design load (5 x gross capacity as called out in Table 1) shall be investigated as to the cause of failure. If failure is determined to be due to manufacturing nonconformance, the first article sample shall be considered unacceptable.]
4. QUALITY ASSURANCE PROVISIONS
4.1 General. The contractor shall provide an inspection system conforming to the requirements of ANSI/ISO/ ASQC-Q9001 or other inspection system approved by the Government, and ensure that all parts and materials submitted conform to the requirements of this specification and drawings listed herein. Except as otherwise spec-ified in the contract or purchase order, the supplier may use their own or any other facilities suitable for the per-formance of the inspection requirements specified herein, unless disapproved by the procuring activity. The Government reserves the right to perform any of the inspections set forth in this specification where such inspec-tions are deemed necessary to assure that supplier and services conform to prescribed requirements. The proce-dures used for process control and inspection are at the option of the contractor, provided objective, documented evidence is maintained and made available upon request by the procuring activity. Unless otherwise specified, all tests shall be performed at an ambient temperature of 77° + 18°F with ambient humidity.
4.2 Production quality conformance inspection.
4.2.1 Production lot samples. Unless otherwise specified in the contract or purchase order, prior to delivery, the Government shall perform a sample lot inspection of the production containers. An authorized agent of the U.S. Government shall randomly select up to 2% of the total production quantity containers. [If the total produc-tion quantity is less than 100, the minimum sample shall be one container]. Unless otherwise specified, the con-tractor shall be responsible for delivery of the production item(s) to:

Each container shall be 100% physically examined for compliance with the applicable DL, as called out in the contract or purchase order, and its associated drawings and notes. Inspection shall consist of a visual and dimensional examination of the component parts, subassemblies, and complete assembly to ensure compliance with the applicable drawings and their associated notes.
5. PREPARATION FOR DELIVERY
5.1 Packaging and packing. The container requires no packing for delivery. The container may be shipped in an erected or collapsed manner. However, all components of the container shall be interlocked and latched together in the locked position to prevent damage or deterioration while in transit from the contractor’s plant to the receiving activity. All conveyances shall be loaded, blocked and braced in accordance with best commercial practices. All shipments moving by open vehicles shall be covered in such a manner as to conceal the shipment from view.
5.2 Marking. In addition to any special marking required by the contract or purchase order, all containers shall be marked in accordance with MIL-STD-129.
5.3 Documentation. Copies of DD Dorm 250 (DD-250), Material Inspection and Receiving Report and DD Form 1222 (DD-1222), Requests for Results of Tests shall accompany each first article and production lot sam-ple.
5.4 Item Unique Identification (IUID). Defense Procurement and Acquisition policy requires serial number registration for the container. Data submission and policy requirements are found in the following website: http:/ /www.acq.osd.mil/dpap/UID/DataSubmission.htm.
