DYNAMOMETER STATEMENT OF WORK

Attachment A

1. Delivery of dynamometers. The contractor shall deliver dynamometers meeting all requirements in the commercial item description. The contractor shall utilize ISO containers provided by the Government to ship dynamometers destined for military facilities in Okinawa, Japan and Hawaii.

2. Installation. The contractor shall complete installation of the dynamometers no later than two weeks after receipt of the dynamometers at the respective garrison facility. The contractor shall ensure that all electrical wiring, exhaust, compressed air, and plumbing connections are included as part of installation and shall be in accordance with all applicable codes.

3. Technical manuals. The dynamometers shall be supplied with technical manuals, including operations and maintenance manuals, written in accordance with the contractor’s standard practice. In addition to the manuals, the commercial manuals from all additional commercially supplied equipment used in support of the dynamometers shall be provided. The contractor shall over-pack one paper set of technical manuals with each dynamometer. The contractor shall also over-pack one electronic copy of the technical manuals on a CD in PDF format.

4. Copyright release. Any manuals or documentation supplied with the dynamometers shall include a copyright release that allows the government to reprint and distribute the manuals through a variety of methods. These methods shall include on-line distribution, specifically through the Marine Corps Technical publications website. Each manual’s front page shall specifically state the copyright release and allowance for redistribution and reprinting.

5. Commercial Warranty. The contractor shall provide a minimum two year commercial warranty for all dynamometers. This warranty shall ensure full operation of the dynamometers during the warranty period. Any warranty issues shall be addressed by contractor personnel at the installation site. All warranty issues shall be resolved with the total dynamometer down-time of less than 2 weeks per issue. In accordance with NMCARS, September, 2013 Edition with November 24, 2014 Revision 13-04, Part 5246.7, Sub Part 5246.706 (b) (5), (DFARS 246.706), the contractor will ensure the dynamometers are marked as follows: 5246.706 (b) (5) Markings. Warranted items should be marked with the National Stock Number (NSN) or manufacturer's part number, a serial number or other item identifier (if the warranty applies to uniquely identified items), the contract number, an indication that a warranty applies, the manufacturer or entity (if other than the contractor) providing the warranty, the date or time the warranty expires, and an indication of whether or not attempted onsite repair by DoN personnel will void the warranty.

6.Training. Within one week after installation, the contractor shall complete operator training on the use of the dynamometers. The training shall include instruction on the use of the dynamometers, showing the testing of no fewer than 3 engines and 3 transmissions. The engines and transmissions tested shall be selected and provided by the using unit, to best simulate the testing that will take place at the selected installation area. No fewer than 5 full days of training will be supplied for training on both types of dynamometers. The contractor shall provide all training materials required for up to fifteen students per site.

7.Travel. The Government will not reimburse the contractor for travel costs. The contractor’s firm-fixed price shall include all travel and other costs.
