Requirement: Roman Catholic Priest Service

Questions and Answers:

Q1: : The Archdiocesan Military Services (AMS) provided me the Ecclesiastical Faculties as a validly ordained Roman Catholic Priest :

Do I have to get once again an Ecclesiastical approval and faculties from the Bishop, if in case my application for as Contract Priest be approved?

A1: The Ecclesiastical approval already obtained can be used for this contract as long as it is still valid and not expired.

Q2: : Do I have to obtain from the Navy Chief of Chaplain’s office, a written verification of my ecclesiastical endorsement and current standing within the Roman Catholic Church?

A2: Yes. Reference Performance Work Statement 2.1.2 (Pg 10 of Solicitation Document)

Q3: I am a foreigner in Japan, if ever I would be accepted, who will provide me a private vehicle? Is it the

Contracting Officer (KO) or the Contracting Officer’s Representative (COR) are to be the one to provide me for a vehicle?

A3: The contractor is responsible for providing transportation to and from work.

Q4: What are the necessary documents do I need to prepare in obtaining a valid vehicle’s driver’s license in Japan?

A4: US Driver Licenses, SOFA Letter and Contract Documents (Refence to page 55 of Solicitation

M67400-17-T-0058) from the Government upon award.

Q5: What is meant by SOFA and how shall I be able to obtain it?

A5: Status of Forces Agreement (SOFA): Please refer to page 55 of Solicitation. It will be issued upon the award of Contract.

Q6: May I know the schedule of DAY-OFF for the Priest?

A6: Please refer to Performance of Work Statement (PWS) on the solicitation.

Q7: What is the estimated population of the Roman Catholics in the area?

A7: Estimated as 2,000.

Q8: It is stated that the Government will be the one to provide an office space and ensure that the Chapel space is appropriately set up for the conduct of a Roman Catholic Mass. Where is the Rectory of the

Contract Priest located? Is it adjacent to the Chapel?

A8: Housing shall not be provided. It is up to the Contractor to arrange housing.

Q9: Is the Board and Lodging for the Contract Priest be given for free or I am the one to provide for my own board and lodging?

A9: Board and Lodging will not be provided. Please include the cost of living in your quote.

Q10: Since I am a Franciscan priest, can I apply directly at the Marine Coprs Regional Contracting

Office as an individual without any CONTRACTING COMPANY?

A10: Yes, please obtain DUNS and CAGE code.
