Question Can the Government provide a single line power diagram?
Answer See Attached for most accurate line diagram (ATTACHMENT IV (4)). All information on the diagram must be confirmed.
Question Does the Contractor need to replace the UPS cable or can it be re-used?
Answer Yes, the Contractor can re-use current cabling as long as it is fully functional.
Question Can the Contractor use the door leading out of the side of Room # 122?
Answer Yes.
Question When the Contractor changes out the batteries, can they shut off the power?
Answer
No, the Government would like them to perform a phased replacement removing 1 string at a time if possible. It will also be done outside of peak hours. See section 3.3 of the Statement of
Work (SOW).
Question Does the Government have a list of approved batteries for procurement?
Answer No, but “Salient Characteristics” of UPS Battery was added in amended Solicitation.
Question Does the Government have Specification sheets for the batteries the Government prefer?
Answer Please see ATTACHMENT IV (5).
Question Can the Government confirm 750 Amps is the requirement?
Answer 750 Amps for 8 hours is the requirement, and 10% growth is acceptable. Requesting a load study be included in the vendor proposal to confirm.
Question How will batteries be disposed?
Answer
The Government Representative (Gov’t Rep) will coordinate with environmental and base recycling to remove the batteries, anything they do not take will be the Contractor’s responsibility. This is addressed in the SOW Paragraph 3.6 section 4).

Period of Performance (POP) was revised from a hundred and eighty (180) to two hundred and forty (240) calendar days. Please refer Amendment 0002.

This potential bidder is a U.S. Contractor who performs work for the U.S. Government in Japan under Article XIV of the Status of
Forces Agreement. As such, we do not have licenses to do business in Japan. Except for this paragraph, in all other respects this appears to be a solicitation for work subject to Article XIV.
Will you please confirm if our understanding is correct?

Paragraph 3.0 states that the existing plant includes three (3) strings of GNB 100A93 batteries. Since GNB carries 100A93 and 100G93, both of which have similar specifications, can the Government please verify part number?

Paragraphs 1.0, 2.0 and 3.0 require provisioning for eight (8) hours of battery backup to support the current load of 750 Amps. Section
1.0 also mentions the current battery sizing being insufficient due to having added equipment. Section 3.0 states the existing plant includes three (3) strings of GNB 100A93 batteries, each of which is rated for 4,500 AH and will support 561 Amps for 8 hours, which also calculates to three strings being able to support a total of
1,683 Amps for 8 hours, or two strings able to support a total of
1,122 if the third is taken out of service for maintenance. Can the
Government provide any additional details as to their determination of the current battery sizing being insufficient? This will support the contractor’s ability to provide the best solution to meet the site’s requirements.

The Government was not aware of further expansion of the DC plant but may benefit from 10% growth. The Government is not experiencing any deficiencies.

GFE battery system accessories and supporting infrastructure that can be reused as part of the solution? For example, existing eye wash station, existing spill containment, existing keyed disconnects, existing temperature sensing, etc.?
Gov’t Answer The Government currently has a thermometer and eye wash station.

1. This information will need to be collected after award when the contractor conducts their detailed survey to create their
IDP.
2. No disconnects on existing strings. Cables may be reutilized if they meet the capacity requirements of provided solution and are of sufficient length.

No EPO or disconnects currently installed on current battery system. EPO is not required but disconnects are. Typically, this is a circuit breaker installed on the battery bank on the -48 vdc connection.

Gov’t Answer Photos provided in response to question #10 offer the best floor plan the Government has.
52.232-18 AVAILABILITY OF FUNDS (APR 1984)
Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting
Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

STATUS OF FORCES AGREEMENT
The Contractor shall be responsible for ensuring personnel performing under this contract obtain the necessary exit/entry visa permits to perform work in the Country of Japan. Upon request, the Contractor shall provide proof of status by presenting visa documents.
Contractor Personnel who are U.S. citizens may apply for Status of Forces Agreement (SOFA) status as necessary for the execution of this contract. The determination of SOFA Status is processed by the Office of the Staff Judge
Advocate, Marine Corps Base, Camp Smedley D. Butler to COMUSJAPAN. The Contractor shall be responsible for submitting necessary paperwork to the Office of the Staff Judge Advocate for determination of designation of
SOFA status.
Contractor employees will be subject to all U.S. Forces regulations and directives pertaining to civilian component personnel within the country. Privileges are further limited to the following:
Entry into and exit from Japan as "exempt personnel."
Exemption from certain taxes, customs restrictions and immigration regulations.
Government furnished SOFA-status ID pass/badge and car pass for the incumbent.
Purchasing privileges that authorize purchases at the Defense Commissary Agency (DECA) facilities
Use of Army and Air Force Exchange Service (AAFES) facilities and concessions. This includes purchase of petroleum and oil products.
Use of Morale, Welfare Recreational facilities. This includes "Officer's Open Mess" (club) membership, MCB Butler, as determined by each respective club, including access to all recreational activities (gyms, golf course, pools, etc.).
Military Postal Service support on a space available basis.
Use of Military Banking Facilities.
Contractor use of Government vehicles from a scheduled pool of vehicles, for official use during working hours, limited to meeting the requirements of use and the availability of vehicles. The contractor is responsible for providing transportation to and from work.
Contractor ability to obtain a privately owned vehicle (POV) operator's license, termed “SOFA license” and registration of a POV.
Routine medical and dental care to be provided on a reimbursable basis. Additionally, employees other than U.S. citizens are entitled to emergency medical treatment at medical facilities for injuries incurred while performing their duties under contract.
Utilization of casualty assistance (mortuary services) on a reimbursable basis.
DODEA Elementary and Secondary Education Facilities on a space available, tuition-reimbursable basis.
A breech of regulations and directives outlined in paragraph 4.5.5.2 and/or withdrawal of any or all of these privileges by the
Office of the Staff Judge Advocate for reasons cited, will not affect nor constitute grounds for delay in or nonperformance of any portion of any contract, nor will such action form the basis for any claim against the U.S. Government, based upon the contract or any portion thereof.

STATEMENT OF WORK (SOW)
FOR
CAMP FOSTER DCO BATTERY REPLACEMENT, BUILDING 481, OKINAWA, JAPAN
1.0 OBJECTIVE: The objective of this task is to replace existing batteries with new batteries utilizing catalyst caps in Building 481 on Camp Foster, Okinawa, Japan. New battery type must be sized to provide a minimum of eight (8) hours back up power under present load. The existing battery string was installed before additional hardware in support of the Army optical transport node, the Avaya Call Manager, and the Defense Information
Systems Agency (DISA) Wide Area Network Soft Switch; and is therefore insufficient. The Contractor shall provide and install new batteries to replace the existing batteries providing adequate backup power as specified to the Dial Central Office (DCO) voice switching equipment located on Camp Foster, Okinawa, Japan.
2.0 OVERVIEW: This is a turn-key installation. The Contractor shall design the backup solution and, furnish, install, and test (EFIT) batteries and hardware to Original Equipment Manufacturer (OEM), industry, and
United States Marine Corps (USMC) specifications; to provide eight (8) hours of backup power to the Camp
Foster DCO. The contractor shall make all necessary hardware and configuration modifications to the existing equipment and components to support the newly installed equipment. All work must conform to seismic zone-
4 regulations of Telcordia GR-1275 regulation (Central Office/Network Environment Equipment
Installation/Removal Generic Requirements) and include all necessary work required to connect to the existing infrastructure providing a fully functional solution.
3.0 INSTALLATION:
3.1 Camp Foster DCO site info:
a. Located in Building 481- The present batteries are 3 strings (72 cells) of 100A93 4500 Amp Hour Gould
National Batteries (GNB) batteries and present -48 Vdc load is 750 Amps.
b. The battery room is on the first floor and accessible via an external entrance.
3.2 A three string solution shall be proposed and adjoined by centralized buss bars to provide redundancy.
3.3 System shall be installed with little or no disruption to existing services. Any disruption of service must be coordinated with the Government Representatives. Cutover will be conducted during non-peak hours such as
Friday after normal duty hours or on a weekend. Government personnel will be on site at time of cutover.
3.4 Industry standard or OEM testing procedures will be approved by the Government Representative.
3.5 All personnel identified to support this requirement must be certified on the systems being installed. The
Contractor shall ensure personnel performing installation of the batteries are authorized or certified by the manufacturer of the new batteries without voiding the manufacturer warranty.
3.6 PROCEDURES FOR INSTALLATION SERVICES:
1) Pre-Installation Meeting: Contractor’s installation foreman shall be available in person for a pre-installation meeting no less than 48 hours prior to agreed projected installation date. During the meeting, the installation dates, schedule and process shall be discussed, rules of conduct on Base shall be reiterated, and the installation responsibility listed in this RFQ shall be reviewed.
2) Post Installation Inspection: At the end of installation, the On Site Foreman and the
Government shall conduct a joint inspection and confirm related appliances have been installed in accordance with this SOW and are fully functional. Discrepancies shall be corrected before the Government accepts the new equipment. The installation process is considered incomplete until a post installation inspection is completed by the
Government and found to be acceptable.
3) Physical Security: The Contractor shall ensure that all Government Property, including
Furnishings, is secured in the building areas and shall be protected from damage caused during handling to include but not limited to dirt, contaminants, damage caused by tears, rubbing and outside elements such as moisture and rain.
4) Clean Up: The Contractor shall properly dispose of batteries and other equipment removed from the site in accordance with applicable environmental regulations. All batteries and scrap metal shall be properly disposed of through the Camp Foster environmental and recycling center. Coordination shall be conducted through the
Government Representatives and all of the material shall be prepared and staged by the
Contractor for pick-up. Any material not accepted by the Camp Foster environmental and recycling center shall be properly disposed of by the Contractor.
5) Disposal of Packaging and Other Refuse: The Contractor must make prior arrangements with the Government before disposing any refuse aboard any Government base. Nothing may be placed in any government trash container unless that Contractor has received prior authorization from the Government.
6) Delays: Any delay to the schedule agreed upon at the Initial Coordination Meeting shall require agreement between the Contractor and the Government. The Contractor shall take every step to avoid delays. The Contractor shall notify the Government as soon as a delay to the schedule is anticipated. The Government will also notify the contractor as soon as a delay to the schedule is anticipated.
3.7 SPECIAL CONTRACT REQUIREMENTS:
1) Damage to Government Property and Facilities: In instances where Government
Property or Facilities have been damaged by the Contractor, a full report of the facts and extent of damages shall be submitted to the Property Control Officer or his/her duly authorized representative within 24 hours following the incident. The Property Control
Officer or his/her duly authorized representative shall forward the report to the
Contracting Officer within 24 hours of receipt. If the Contractor is found to be negligent, the Contractor shall be held responsible for all expenses related to reimburse the
Government for any damages that may occur.
4.0 TRAINING:
4.1 Training shall be provided by the Contractor. The Contractor shall ensure base personnel can demonstrate a clear knowledge of the new system configuration and operating capability prior to government acceptance. The
Contractor shall provide an overview of the new system to familiarize G-6’s technicians with required preventive maintenance procedures and any unique characteristics of the new batteries. The training can be completed on site at the time of installation and be conducted verbally.
5.0 GENERAL: The guidelines below apply to all work conducted on Camp Foster by the
Contractor.
a. The Contractor shall provide all required safety items such as signs, barricades, and temporary coverings for exposed raised flooring.
b. The Contractor shall comply with all MCB requirements for entering confined spaces and obtain approval for entry from MCB G-6 prior to performing surveys and/or starting installation.
c. The Contractor will be escorted in the DCO at all times while work is being performed.
d. All work areas, roads, sidewalks and grass affected by the Contractor’s installation shall be returned to their original condition by the Contractor.
5.1 TASK COMPLETION: The following documentation is required as deliverables before acceptance documentation is signed.
a. Two (2) hard copies and one (1) digital copy of manufacturer specifications for materials installed and comprehensive equipment listing with serial and model numbers.
b. Two (2) hard copies and one (1) digital copy of As-Built drawings.
c. Two (2) hard copies and one (1) digital copy of test results.
5.2 SCHEDULING: Once contract is awarded, the Contractor shall coordinate with the MCB
G6 Government Representative, a minimum of five (5) working days prior to the start, to begin work in the DCO.
5.3 GOVERNMENT FURNISHED PROPERTY: The Government will provide for the use of utility (i.e.
electricity) when needed to perform installation work. The Contractor shall conserve utility as practical. Lights shall be used only in areas where work is to be performed. The Contractor shall be authorized to recharge batteries for tools used in the performance of requirements. Use of the Government telephones is not authorized except for emergency call.
5.4 HOURS OF OPERATION: The Contractor shall commence set-up and installation during normal duty hours of 0730 - 1630, Monday through Friday. In cases where installation is needed outside normal working hours, coordination shall be made with the Government Representative.

* In addition to these Federal Holidays, if the President of the United States issues an executive order closing the federal government that date shall be considered a recognized federal holiday. (ref: Executive Order 11582 of February 11, 1971, and 5 U.S.C. 5546 and 6103(b) and other similar statues insofar as they relate to the pay and leave of employees of the United States.
**If a holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday.
5.5 TYPHOON READINESS: The Contractor shall depart military bases when Tropical Condition of Readiness
1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The Contractor shall depart military bases and monitor radio/television until it changes to TCCOR SW. When Tropical Cyclone Condition of Readiness “STORM WATCH” (TCCOR SW or TC-SW) is declared by Military Weather Station authorities, the contractor shall restart the service within 2 hours. In this case, services will begin the next normal workday at 7:30am.
5.6 SAFETY: The Contractor shall be responsible for ensuring the safety of their personnel along with any other personnel who should enter the worksite. Requirements for safety will be strictly adhered to as they pertain to
Contractor operations and as required by Industrial Safety and Health Law and Related Legislation of Japan
(ref: a)), and NAVMAC Directive 5100.8 - Marine Corps Occupational Safety and Health (OSH) Program

5.7 KEY PERSONNEL: There will always be a representative of the building present during the cleaning process to report any damages or problems that occur with the facilities.
5.8 VEHICLE INSTRUCTION: Each contractor vehicle shall have the name of the company neatly exhibited.
5.9 GOVERNMENT RESPONSIBILITY: It is the Government responsibility for disposal of existing batteries through the Base Recycling Center.
6.0 WARRANTY: The Contractor shall provide warranty repair for systems, workmanship and equipment provided or installed as described and in accordance with the basic contract PWS. Contractor support shall include all OEM software patches and vulnerability fix solutions as provided by the OEM that occur during the course of the warranty period at no additional cost to the government. The Contractor shall provide written procedures and required information for warranty services prior to cutover. This information shall include, but is not limited to, written confirmation of the warranty period and phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty cards/equipment. Warranty period shall begin upon site acceptance.
7.0 PERIOD OF PERFORMANCE: The installation shall be completed within two hundred and forty (240) calendar days after receiving award.
8.0 DEFINITIONS:
8.1 CONTRACTING OFFICER (KO): U.S. Government official authorized to enter into, make changes to, or terminate contracts on behalf of the US Government. Contracting Officers are responsible for ensuring performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding interests of the United States in its contractual relationships.
8.2 GOVERNMENT REPRESENTATIVE (Gov’t Rep): Government liaison, which functions as the technical representative monitoring, delivery and performance of the contract. Gov’t rep is not authorized to enter into any agreements, obligate the government or direct any changes to the contract. Gov’t reps (alternative Gov’t reps) of this contract are also responsible for escorting the contractor to the installation site when needed and securing keys of the buildings during the periods of performance.

52.212-1 ADDENDUM TO INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2015)
The provision at 52.212-1, incorporated by reference, applies with the following changes/additions:
(a) North American Industry Classification System (NAICS) code and small business size standard.
(b) SUBMISSION OF QUOTES.
Submit signed and dated quotes to the office specified in this Request for Quotes (RFQ), or by email or fax using the specified contact information in section (n) below, at or before the exact time specified in block 8 of this RFQ.
Quotes may be submitted electronically (emailed); however, due to government computer firewall security and file size limitations, please be advised that it is the prospective contractor’s responsibility to ensure that the
Contracting Office receives all required documents by the due date/time, including acknowledgment of receipt from the Government.

This should include product literature, or other documents, as necessary;
(b) Terms of any express warranty;
(c) Other information relevant to the capability/performance of products/serviced offered
(d) A load study to determine actual power usage.
(3) Validation of Representations and Certifications

When required by the Request for Quotes, product samples shall be submitted at or prior to the time specified for receipt of quotes. Unless otherwise specified in this Request for Quotes, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during pre-award testing.
(m) Correspondence.

Attachment II to the Point of Contact below. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contract Specialist in writing with supporting rationale.
