According to the S.O.W. 1.0 – 3.1 A, at present -48 VDC current load is 750 Amps. Given this information, the current setup could provide up to 20 hours of backup power. However, the S.O.W.
also states that contractor should provide MINIMUM 8 hours. In order to keep costs lower, can a system be designed to these specs or does the government/customer anticipate an increased load in the future?
Gov’t Answer
The system should be designed to provide 750 amps for a minimum of 8 hours. The Government considers 10% extra for growth acceptable.
46 3 3.1, a Are there disconnects installed on the existing battery strings? How many existing disconnect switches exists?
Gov’t Answer There is one red cable for disconnect. See photo (attachment V photo 4 Red Disconnect Cable).
46 3 3.1, a Are there Emergency Power Off [EPO] switches?
Gov’t Answer There is no EPO switch.
46 3 3.1, a Are there any battery monitoring equipment existing? If yes, can those be re-used?
Gov’t Answer No.

The SOW states that "A three string solution shall be proposed and adjoined by centralized buss bars to provide redundancy." Can contractor's solution four string solution as long as it meets the capacity requirement in the SOW? It will still be adjoined by centralized buss bars.
Gov’t Answer The Government would consider this proposal.

Can Government please provide pictures and size of the existing centralized buss bars? This is to identify if there's termination space available for the new batteries.

Gov’t Answer
Final acceptance requires startup testing showing the UPS batteries can carry the load, and commissioning by qualified and licensed engineers. See also section 3.4 and 3.5 of the PWS.

The SOW states that "All batteries and scrap metal shall be properly disposed of through the Camp Foster environmental and recycling center." and it also states "Any material not accepted by the Camp Foster environmental and recycling center shall be properly disposed of by the Contractor." Attached MSDS for GNB
Absolyte batteries. Can the Camp Foster environmental and recycling center accept the removed batteries? Decision on disposal of removed old batteries must be provided during the proposal stage so apropriate cost can be included in the proposal.
Gov’t Answer The Camp Foster environmental and recycling center will accept and remove the batteries.

Drawing provided did not show batteries or other equipment to indicate space available to install battery strings. Can USMC please provide further detail of equipment and floor layout to include existing battery stacks? Photos would also be helpful.
Gov’t Answer See floor plan and photos provided (attachments 1 and 2).

Gov’t Answer “STATUS OF FORCES AGREEMENT” was incorporated. Please refer Amendment 0002.

Would Government allow the proposal due date to be 10 days from all the answers are provided?
Gov’t Answer No. The “required response date” will remain the same.
General Will the government allow monthly invoicing associated with this order?
Gov’t Answer
No. This is one time purchasing Materials along with its installation and training, and the Government accepts the 1st and final invoice after the Gov’t Rep’s acceptance.

We would like to use the vehicle batteries to supply the temporary power during the replacement of batteries if the manufacturer accepts it. Is it acceptable for the government?
Gov’t Answer
The Government prefers a phased replacement where 1 string is removed and replaced at a time. If the manufacturer accepts this vehicle battery method the proposal will be considered.

Can Government provide cable distance information from the battery string to the centralized bus bar?
Gov’t Answer Approximately 55-60 feet for the cables.

Gov’t Answer The Government will consider an alternate solution.
