Descriptive Literature --- The offeror shall submit “Descriptive Literature” as a part of it’s offer which is required to establish, for the purpose of evaluation and award, details of the product offered that are specified elsewhere in the solicitation and pertain to significant elements such as Design, Materials, Components and Performance characteristics.

1. ISO 9001:2008 certification for quality management.
2. List all the metering equipment certifications and the type of testing and accreditation (i.e. accredited independent testing laboratories like KEMA Laboratories, CESI, IPH, etc.).
3. Brief description of Offeror's commissioning plan
Offeror’s expenses incurred as a result of proposal preparation, including attendance of pre-proposal meetings shall not be reimbursed by the U.S. Government.

1) All and any communications/questions (with the exception of the proposal/quote) pertaining to this solicitation must be submitted in writing to the responsible Contracting Specialist, Minako Yara, no later than 08 August 2016

2) Submission of offers: The solicitation must be returned to the address listed above at the date and time specified in block #8, page #1. Offers may be submitted by mail, courier, or facsimile. Facsimile offers are subject to the same rules as paper offers. The Government reserves the right to make award solely on the offers received or enter into “discussions.” Offerors bear the burden of ensuring that offers (and any authorized modifications) reach the designated office on time and should allow a reasonable time for facsimile transmissions to be completed.
3) Offers may be submitted electronically (emailed); however, due to government computer firewall security, please be advised that it is the Offeror’s responsibility to ensure that the Contracting Office receives all required documents.

5) Contract Authority: This solicitation is being conducted under FAR subpart 12 and 13.5.

ADVANCED METERING INFRASTRUCTURE (AMI) PROGRAM - PROCURE &
COMMISSION DIGITAL ELECTRICAL METERS FOR VARIOUS DEFENSE POLICY
REVIEW INITIATIVE (DPRI) FACILITIES
1. GENERAL:
The Contractor shall provide all equipment, materials, labor, and supervision necessary to procure and commission approximately 110 digital electric meters at the Torii Pines and Atago Housing
Areas and other various projects locations in MCAS Iwakuni in support of ongoing Advanced Meter
Infrastructure (AMI) initiatives. Government of Japan (GOJ) is responsible for the installation of all meters at various locations onboard the Marine Corps Air Station Iwakuni Japan. The contractor shall provide the meters upon requested by US Government to be provided to GOJ for installation activities.
Upon completion of each install, the U.S. Government shall provide the specific project and building/unit location to the contractor for commissioning activities. The contractor shall commission all meters as directed.
2. LOCATION:
All work shall be performed at the Government's sites primarily located at the newly constructed facilities of U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan.
3. TERM OF CONTRACT:
The expected period of performance shall be from award date through 30 April 2017. The time stated for completion shall include the material procurement period and final cleanup of the premises and all remaining issues list. Delivery and turnover of materials to GOJ via DPRI/Japan
Engineering District (US Army Corps of Engineers) for installation are per attachment (1).
4. PROJECT PROGRAM REQUIREMENTS:
Accomplish all work indicated in attachment (1)/ timeline to be provided by Defense Policy Review
Initiative -Integrated Program Management Office and as specified herein.
a. Power Meter
(1) Quality Functions
(a) All electrical meters installed shall have remote display options for values such as three phase voltage, current, power, demand energy, frequency, and power factor. The meters shall provide power quality readings including Total Harmonic Distortion (THD) individual to the 63 rd harmonic, programmable waveform capture, disturbance monitoring, and phase angles. Communication requirements include a minimum of one RS-485 port and one RS-232 port. Inputs and outputs shall include a minimum of four digital inputs and two digital relay outputs. The meter’s onboard memory shall provide a minimum of 65 days of 15 minute interval data for all values measured, generally reasoned to be 800 KB.
(b) Deviation from the below must be approved by the Government:
1. True RMS metering to the 63 rd harmonic
2. 800 KB on-board data logging
3. Programmable waveform capture
4. Ability to perform EN50160 evaluations
5. Ability to perform SEMI-47 evaluations
6. -25 degree to +70 degree C operating range
(2) I/O Module Specifications
(a) Module shall provide an additional 2 digital outputs (relays) and 6 digital inputs, to allow for future system expandability with steam and/or water meters.
(3) 10-Pole (4 Voltage + 6 Current Poles) Utility Grade Test Switch with Clear Cover must be included with AMI installation.
(4) Configure the meters with the Government provided settings and alarms prior to start of activation and commissioning.
(5) Consultation/service in-person/by-phone may need to be provided at any time for any Naval Facilities
Command changes on configuration settings.
b. Quality Control
(1) System Commissioning and Activation
(a) The Contractor shall perform system commissioning to verify proper meter configuration settings, alarms, and functionality. This will involve configuring the AMI meter CT ratio setting, verifying proper phase rotation and CT polarity using phasor diagram display software, verifying current, voltage, power, and energy readings, verifying meter settings and alarms, creating user diagrams for each facility to allow monitoring of consumption on a per residence basis.
(b) Meters to be commissioned include all digital electric meters procured by the Contractor as required after installed by the Government of Japan (GoJ) at various locations around MCAS
Iwakuni.
5. MATERIALS:
Government of Japan (GOJ) will install electric meter kit to be provided by the contractor. GOJ installation of electric meter kit consists of (Electric Meter itself, 10-Pole (4 Voltage + 6 Current
Poles) Utility Grade Test Switch with Clear Cover and empty electrical conduits for each electric meter). All other mechanical and electrical materials shall be provided by the contractor for activation and commissioning services.

State antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property (if offeror checks “have”, the offeror shall also see 52.209-7, if included in this solicitation); and

(1) Federal taxes are considered delinquent if both of the following criteria apply:
(i) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(ii) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(2) Examples. (i) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(ii) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(iii) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(iv) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
(ii) The Offeror has ( ) has not ( ), within a three-year period preceding this offer, had one or more contracts terminated for default by any Federal agency.
(2) Principal, for the purposes of this certification, means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager;
head of a division or business segment; and similar positions).
(b) The Offeror shall provide immediate written notice to the Contracting Officer if, at any time prior to contract award, the Offeror learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.
(c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the certification will be considered in connection with a determination of the Offeror's responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.
(d) Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a) of this provision. The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If it is later determined that the Offeror knowingly rendered an erroneous certification, in addition to other remedies available to the Government, the Contracting Officer may terminate the contract resulting from this solicitation for default.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
a) Award will be made to the Lowest Price Technically Acceptable (LPTA) quote. The Government intends to make a single Firm Fixed Price Award to satisfy this requirement.
The following factors shall be used to evaluate offers:

The Government will evaluate the Offeror's price of each priced Contract Line Item
Number (CLIN). The price of all CLINs will be evaluated for price reasonableness using price analysis techniques.
Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, the
Contractors are cautioned that their initial quotes should contain their best terms from a technical and price standpoint.
Evaluation of quotes will be conducted on a lowest-priced, technically acceptable basis. All quotes will be evaluated first on price. The lowest priced quote will be evaluated for technical acceptability on an acceptable/unacceptable basis. If the lowest priced quote is found to be technically acceptable, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not technically acceptable, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is found.
b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (APR 2016)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.

(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
Inverted domestic corporation means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the
Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment
Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

Subsidiary means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term
“successor” does not include new offices/divisions of the same company or a company that only changes its name.
The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
Veteran-owned small business concern means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
