Solicitation M6739917Q0063 Clarification questions

Request some clarification on the PWS and the actual requirements we need to be able to meet.

1. PWS 3.4.1. states “The contractor shall provide for all aspects required for conducting aircraft flight services that includes but is not limited to, aircraft servicing personnel and refueling equipment, aircraft load masters and riggers, the pilot(s), public and passenger liability insurance and the aircraft capable of transporting and delivering no less than five passengers and no more than 9 passengers, repair parts, tools and test equipment that is normally associated with radio and telecommunications equipment maintenance and related infrastructure repair work at the remote MCAGCC communications relay sites.”

Q1: What are the requirements for refueling equipment?

CJS: PWS requires the contractor to provide for all aspects required for conducting aircraft flight services that includes refueling.

Q2:What are requirements for load master and riggers? CJS: Para 5.1.6

What are we rigging? CJS: Para 2.0 provides examples of potential equipment to be transported by aircraft.

2. PWS 4.1.1.1. states: Capability of hovering out-of-ground effect (HOGE) with/in the following conditions:

a. 200 pounds for each required flight crewmember

b. Minimum of 3 hours of fuel per day for passenger configuration (includes reserve fuel).

c. 5000’ PA

d. -10 to 45 °C, 14 to 113 °F

Q3: Is the no-kidding requirement for the aircraft to HOGE at 5000ft PA and 45 °C?

CJS: highest radio relay site within MCAGCC fencline is about 5000 feet above sea level. Temp ranges experienced during winter is 0-15 deg F at 4000-5000 foot level. During summer/fall the temp ranges experienced at 4000-5000 foot level has been 110 degrees F.

Q4: If this is not within the manufacturer’s aircraft operating limits, should we state what is?

CJS: No response to contractor.

3. PWS 7.3.1. states: As required by the mission, the MCAGCC COR shall provide three (3) government-owned and government-operated handheld repeated radios to the contractor’s fuel truck operator for use while the contractor is operating aboard MCAGCC.

Q5: What are the requirements for the fuel truck? Fuel Capacity? Off-road capability? Where will it be staged? Can it be stored at MCAGCC between aircraft events?

CJS: Govt Cost Estimate (GCE) projects the Govt will require the contractor to provide over a 12 month POP, (4) mobilizations of aircraft, pilot/ground crews and fuel servicing equipment to sustain A/C operations aboard MCAGCC. Each mobilization could require contractor to provide aircraft services for up to 10 days. A/C and refueling operations would be staged at G3 designated LZs aboard MCAGCC.

Currently, G3 permits aircraft and refueling equipment to remain overnight at a designated LZ. Daily, Contractor shall provide transportation of their personnel to and from local hotels/motels and the LZ.

Ground transportation mileage to and from lodging and mileage of the refueling vehicle within MCAGCC fenceline (between LZs) is negotiable as a reimbursable, so contractor should provide their mileage rates for in and and around MCAGCC within their proposals. Mileage of ground vehicles during mobilization and demobilization should be included in the Mob/Demob CLIN.

Q6: Does this imply that there is no fuel available at MCAGCC?

CJS: No response for Contractor.

4. 1449 Continuation Sheet, Item 0001AC: 40 days per Diem/ 8 Mob&Demob?

Q7: Does that mean 8x 5-day service periods during the year? Is there a schedule?

CJS: Govt Cost Estimate (GCE) projects the Govt will require the contractor to provide over a 12 month POP, (4) mobilizations of aircraft, pilot/ground crews and fuel servicing equipment to sustain A/C operations aboard MCAGCC. Each mobilization could require contractor to provide aircraft services for up to 10 days. A/C and refueling operations would be staged at G3 designated LZs aboard MCAGCC.

5. 1449 Continuation Sheet, Item 000AA: Period of Performance: 25 Sep 17 – 24 Sep 18.

Q8: Will the aircraft be based at MCAGCC during flight events?

CJS: Currently, G3 permits aircraft and refueling equipment to remain overnight at a designated LZ. Daily, Contractor shall provide transportation of their personnel to and from local hotels/motels and the LZ

Q9: Can the aircraft be stores at MCAGCC between aircraft events?

CJS: No response to Contractor.

6. PWS: 5.2.3. 24 Hr advance notification?

Q10: For clarification, from 25Sep17 to 24 Sep17, we have 24 hours to have an aircraft on the ramp at MCAGCC ready to fly, correct?

CJS: Govt Cost Estimate (GCE) projects the Govt will require the contractor to provide over a 12 month POP, (4) mobilizations of aircraft, pilot/ground crews and fuel servicing equipment to sustain A/C operations aboard MCAGCC. Each mobilization could require contractor to provide aircraft services for up to 10 days. A/C and refueling operations would be staged at G3 designated LZs aboard MCAGCC.

7. There is no daily rate Item number on the 1449. According to Clause 252.204-7011, may we restructure Item 0001AA to separate daily and flight hour rate (or other preferred Item No.)?

CJS: No response to Contractor.
