QUESTIONS AND ANSWERS
1. Is the operator required to accept all missions on a 24 hour notice and if so, is there a penalty for non-availability? In order to provide the government best value by paying for aircraft services only when needed, operators need the ability to accept adhoc projects for the aircraft when not in use by the government. For example the contractor is on a fire assignment when given 24 hour notice for a mission, would the aircraft be required to leave the fire or will the government work to schedule around current commitments for the aircraft?
Answer: Vendors will be required to accept the mission. In the example, the contractor would have to leave the fire.
2. Would the government consider awarding IDIQ contracts for each category aircraft (Light, Medium and Heavy) to multiple operators and then issue service orders based on availability and price?
Answer: Yes. The government is reserving the right to make multiple awards.
3. Item 4.1.1.1.2 of the RFQ states that minimum of 3 hours of fuel per day for passenger configuration. Should this be interpreted as the endurance of the aircraft unrefueled, or that that amount of fuel is available?
Answer: Minimum amount of fuel readily available at the base LZ at start of each flight day.
4. Item 4.1.2.2.2 of the RFQ, states that Extended (height) skid type gear. Does this statement preclude the use of wheel equipped intermediate weight helicopters?
Answer: Rotary aircraft support struts, skids and wheels will need to be able to support landing and takeoff from various unimproved locations. Aboard MCAGCC 29 Palms and aboard MCMWTC Bridgeport, terrain and ground cover conditions vary significantly during each flight leg. Typical LZs are improved concrete/asphalt LZ's, level fine soft sand LZ's, to uneven rocky surface LZ's determined solely upon pilot discretion during landing approach at the remote mountain top communications sites. Vendors shall provide detailed explanation of its organic aircraft fleet capability and limitations to landing in difficult terrain conditions.
5. There are scales for environmental conditions that are too broad to do accurate performance comparisons. What should be the temperature and pressure altitude to submit as a baseline comparison for available aircraft?
Answer:
Flight Operations aboard MCAGCC 29 Palms, CA.
Elevations range from 1000 Feet to 6000 Feet.
Typical Lows - mid 20's F. (Below that and we would probably call off that day's planned work requiring aircraft to reach a remote comm site, or wait for warmer mid-day temps)
Typical Highs - 105-110 F (110-115 F occasional extreme)
Flight Operations aboard MCMWTC Bridgeport, CA.
Elevations range from 6000 Feet to 12000 Feet.
Typical Lows - mid 5-10 F. (Below 20 F sustained and we would probably call off that day's planned work requiring aircraft to reach a remote comm site, or wait for warmer mid-day temps)
Typical Highs - 80-90 F (90-100 F occasional extreme)
6. Is this a year round commitment of aircraft and services, or is this an on call basis of services to be performed with the potential for multiple mobilizations within the time period.
Answer: Contract is not on-call basis. Contract is call-when-needed, multiple mobilization/demobilization missions during a contract year. Examples: A Mobilization mission to MCAGCC could be for just 1 day (unscheduled critical system maintenance required at a remote comm site) or a Mobilization to MCMWTC Bridgeport could be for a month in support of scheduled remote communication system maintenance projects with the 5 PAX aircraft mobilized for the duration but a medium lift helicopter is mobilized for 5 days at beginning of project and then brought back for the final 7 days of the project. In both examples, the contractor is contacted "when-needed", a mobilization date is requested and agreed upon, aircraft is mobilized for exclusive use at MCMWTC Bridgeport or
MCAGCC 29 Palms until de-mobilized. Each Billing/invoice cycle starts upon mobilization of aircraft and service support from the vendor's home base and ends upon release for demobilization back to vendor's home base.
7. Is it the expectation of the contract that the vendor have 3 ships (CLIN 0001AA, CLIN 0001AB and CLIN
0001AC) available 7 days a week for the length of the POP? The reason we ask is that the availability rate to have a helicopter, especially a heavy, on standby for 365 days with no guarantee of flight time is quite extensive.
Answer: No. However, when the government orders a mission, the contractor must be able to provide the correct aircraft.
8. Is the QUANTITY 290 in ITEM 0001AA a guarantee of flight time or an estimate?
Answer: The quantity is an estimate only.
9. Is the QUANTITY 20 in ITEM 0002AA and ITEM 0002AB for all 3 aircraft or for each aircraft individually?
The cost varies tremendously between, for example, a Long Ranger and a Chinook.
Answer: The quantity is an estimate only. The mobilization cost is per event. Please direct attention to DFARS
Provision 252.204-7011 “Alternative Line Item Structure.”
10. Is the Delay/Standby unit price in ITEM 0003AA and 0003AB also for all 3 aircraft or for each aircraft individually? Again the cost varies by aircraft type.
Answer: The delay/standby is per event. Please direct attention to DFARS Provision 252.204-7011 “Alternative
Line Item Structure.”
11. Reference: Delivery Information, starting on page 43, CLIN AA –CLIN AF does not contain annual flight hour requirements. Will the Government provide annual flight hour requirements for each CLIN?
12. Reference: 4.1 & 4.2. Pressure altitude and temperature requirements are the same, which could limit aircraft performance. Question: Did the government intend to use the same temperatures for both PAs?
13. Reference: PWS Line 4.1.1 and 4.1.24.1.1 calls for an aircraft that can carry 5 passengers and an external load for up to 1,500 pounds. PWS line 4.1.2 calls for 5-9 passengers and an external load up to 6,500 pounds. Question:
Is it the government’s intent to require two different aircraft or can one aircraft be proposed to cover both requirements?
Answer: Requirement is for the vendor to provide two different aircraft configurations.
14. Reference: PWS 4.1.2.2.2, extended (height) skid type landing gear. Question: Will extended strut wheeled aircraft be accepted in lieu of extended skid type landing gear?
Answer: Rotary aircraft support struts, skids and wheels will need to be able to support landing and takeoff from various unimproved locations. Aboard MCAGCC 29 Palms and aboard MCMWTC Bridgeport, terrain and ground cover conditions varies significantly during each flight leg. Typical LZs are improved concrete/asphalt LZ's, level fine soft sand LZ's, to uneven rocky surface LZ's determined solely upon pilot discretion during landing approach at the remote mountain top communications sites. Vendors shall provide detailed explanation of its organic aircraft fleet capability and limitations to landing in difficult terrain conditions.
15. Reference: PWS 4.2.3 – 4.2.3.1.3 Currently, no CARB approved U.S. carrier is capable of providing an aircraft that could deliver 12,000 pounds to a peak greater than 11,000 feet above MSL at the temperature of 45° C.
Question: Would the Government consider requiring two loads of 6,000 lbs per trip to meet this requirement?
Answer: Vendors shall detail its organic aircraft fleet capability and limitations to lifting cargo (internal and or external) to 11,000 feet.
16. Reference: PWS 5.0. Contractor Services and Qualifications (Minimum). Question: Section 5.0 of the PWS requests a great number of documentation. Will these documents and list be counted towards the 15 page limit?
17. Reference: 5.2.2.3 Work Hours. Question: Does the Government expect Exclusive Use of all three aircraft?
Answer: Yes, when mobilized to MCAGCC or to MCMWTC per this contract, the aircraft and supporting services are expected to be provided on a daily basis as "Exclusive Use" to this contract.
18. Reference: PWS 4.0 states - Performance Work Statement (PWS) Specific Requirements/ Tasks/ Deliverables.
Summary of required aircraft capabilities and services to be addressed by the contractor’s response to this RFQ (15 page limit). Question: This is the only page limit addressed in the RFQ. Will the government verify that the 15-page limit applies only to the Summary of Aircraft Capabilities and does not include Past Performance Information?
Answer: The 15 page limitation is for the response of the contractor’s technical capability.
19. Reference: PWS 5.0 Contractor Services and Qualifications (minimum). PWS 5.1.2 through 5.1.10 and 5.2.1 have requirements for the contractor “prior to award” (e.g. PWS 5.1.3 “Prior to contract award, the contractor shall provide a by-name list of the Pilots and their certifications…”). Question: Are these requirements to be provided as part of the Offeror’s quote? If not, at what point during the evaluation process will contractors be required to provide this information?
Answer: Submit with offer.
20. Reference: p. 72, Evaluation—Commercial Items (FAR 52.212-2). On page 72 of the RFQ, the Government provides the factors used to evaluate proposals, to include Technical Capability, Past Performance Information, and
Price. Under Technical Capability, the Government provides instructions/requirements to “submit a capabilities statement and include a detailed narrative of how the contractor will perform the service as outlined in the PWS.”
Question: In accordance with FAR 15.101-2, will the Government please clarify the requirements of acceptability or the minimum requirements that offerors will be evaluated against in their Technical Capability response to determine acceptability?
Answer: The government is reserving the right to make multiple awards. Also, please refer to DFARS 252.204-
7011. Additionally, the government will determine from the technical proposal submitted if the contractor is technically capable.
21. Reference: p. 72, Evaluation—Commercial Items (FAR 52.212-2). On page 72 of the RFQ, the Government lists recency and relevancy as requirements that offerors will be evaluated against in their Past Performance
Information response. Question: Will the Government please clarify/ further define “relevancy” in relation to this specific requirement?
Rating Definition
Very Relevant: Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant: Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant: Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
