QUESTIONS AND ANSWERS
1. Question: Page 6, Paragraph 2.0 lists several CLINS (0002, 0003, 1002, 1003, 2002, and 2003) that are not listed with CLINS located on pages 3-4 of SF1449. Does the Government desire vendors to only submit pricing for the total price of each year’s period of performance (CLINs 0001, 1001, 2001) or will the Government issue a modification to the solicitation to add additional CLINs to include the ones listed on page 3-4 (CLINs 0002, 0003, 1002, 1003, 2002, and 2003)? If the Government desires for offerors to submit more detailed pricing data for Period of Performance, how would you prefer that to be done?
1. Answer: See updated CLIN structure on the SF1449 schedule and within the performance work statement.
The sub CLINs are informational only. Provide total pricing for each CLIN 0001, 1001, and 2001.
2. Question: The “Price (Services)” section state the requirement to submit pricing data for a six-month extension period. Will the Government be establishing additional CLINs for this extended period? How should offerors submit pricing data for this six-month extension?
2. Answer: No, additional CLINs will not be established in the solicitation for extension. Submit the six-month pricing data along with the pricing data with CLINs 0001, 1001, and 2001. It can be labeled six-month extension in accordance with FAR 52.217-8 and must clearly state it is for the six-month extension.
3. Question: On page 6, Paragraph 4.0, the paragraph references Attachment (1), but no attachment was included with the solicitation. Is it correct to assume that this attachment will be provided at time of contract, vice being issued with the solicitation?
3. Answer: The attachment, DD254, has been added via amendment 0002 to the solicitation and uploaded to Contract Opportunities.
4. Question: On page 6, Paragraph 4.0, must offerors already possess a DoD Secret Facility Clearance (FCL) at time of quote submission?
4. Answer: No, however, DD254 must be submitted with individual’s names that need the clearance. Per paragraph 7.1.1, the contractor’s employees must be able to obtain and maintain the required clearance.
5. Question: We understand offerors are to submit a quote for this solicitation. With the four required factors, it appears this not an RFQ but an RFP. Would the Government concur this is an RFP, not an RFQ?
5. Answer: No, the Government does not concur, this not an RFP, this is a RFQ using simplified acquisition procedures.
6. Question: Can the Government clarify (if the vendor is already registered in SAM) if all Reps and Certs need to be completed with the SF1449 or if only the Reps and Certs listed on page 5 in numbers 1, 2, 3, 4, and 5 need to be completed?
6. Answer: The offeror must be registered in SAM to receive award. If the contractor has certified the representations and certifications in their SAM registration, the contractor does not need to complete the representations and certifications listed on page 5 of the solicitation.
7. Question: Can the Government confirm that this is a SCA contract and the SCA Labor Categories/rates offerors must use (15060 and 21210)?
7. Answer: Yes, SCA applies to this requirement. The category rates listed in the solicitation are the categories the Government anticipates will be used; however, the offeror can provide/suggest different categories in their quote.
8. Question: Can the Government provide the number of years the incumbent staff have been working under the current contract?
8. Answer: No, the responsibility to determine qualified candidates and experience is the offeror’s responsibility.
9. Question: For Technical Factor 2, can the Government clarify if referenced past performance from the contractor can be past performance that was performed as a subcontractor?
9. Answer: Technical Factor 2 is for Experience, not past performance. Factor 3 is past performance and past performance as a subcontractor can be submitted with the RFQ.
10. Question: For Technical Factor 2, does referenced past performance have to have been performed only as a prime contractor?
10 Answer: Technical Factor 2 is for Experience, not past performance. Factor 3 is past performance. Past performance sources must be identified and can be submitted with RFQ package for review by the Government.
11. Question: For Technical Factor 2, can the past performance reference be from the Team, Prime and/or principal subcontractors?
11. Answer: Technical Factor 2 is for Experience, not past performance. Factor 3 is past performance. See answer 10.
12. Question: For Factor 3, will Team, (Prime and/or principal subcontractors, past performance/CPARS) be used?
12. Answer: Yes, past performance submitted for review must identify the source(s) used and can be submitted with the RFQ package. Past performance will also be verified within the Performance Integrated Enterprise Environment (PIEE) using the vendor’s CAGE.
13. Question: For Factor 3, if the offerors Team (Prime and/or principal subcontractors), past performance is used, what information does the Government need the offeror/Prime to provide about the Teammates so the Government can search for and review the Teammate CPARS rating?
13. Answer: The vendor’s past performance will be verified within the Performance Integrated Enterprise Environment (PIEE) using the vendor’s CAGE.
14. Question: For Factor 3, if past performance used can have been performed as a subcontractor, since there are no CPARS ratings, what can the offeror provide for Government used in lieu of CPARS so the Government can evaluate it?
14. Answer: The vendor can submit past performance from the prime. The source of the past performance must be identified correctly and submitted with the RFQ package for review by the Government.
15. Question: Paragraph 7.2.1 requires the contractor to have a current account on the RMI website with a DJRS account number. DJRS is web-based and requires a valid CAC card. Can a contracting company acquire this account before the award of the contract without a unit sponsor?
15. Answer: Paragraph 7.2.1 has been updated, “…have a current account or establish an account after contract award.” No, the account cannot to be acquired without a unit sponsor.
16. Question: Paragraph 7.2.1 requires the contractor will maintain records for jumps related to the RMI system.
Who validates the SIR before submitting the report to the chain of command if there is a serious incident?
16. Answer: The Contracting Officer’s Representative will validate the SIR before submitting the reports.
17. Question: Paragraph 7.2.8 the contractor shall support drop zone operations for Jump Master duties, including Primary Jump Master, Assistance Jump Master, Safety, Drop Zone Safety Officer, and Malfunction Officer. Is the contractor issued a hazardous duty order by the unit to perform operations of all duties mentioned?
17. Answer: No, a hazardous duty order will be provided to the contractor. The contractor performing these services will not perform hazard duties.
18. Question: Paragraph 7.5.6 the contract is required to support occasional Recompression Chamber operations as a qualified chamber operator, taking direction from qualified recompression chamber supervisor or the Command Master Diver. How many recompression chambers are on base?
18. Answer: There are two recompression chambers planned for these required services. The Paragraph has been updated to 7.4.6.
19. Question: Throughout the RFQ there are multiple mentions of “The Supplier Performance Risk System (SPRS)” and based off the recent final Federal Court Findings 03/22/2023 on the use and requirement for contractors to implement the NIST SP 800-171 Assessment and contracting offices to ensure all future awards implement DFARS 213,106-2. Since this is listed as a requirement in the PWS and there is a final Federal Court ruling, will the Government confirm that this is a requirement? Since the Government now can view the contractor SPRS NIST SP 800- 171 submission and approval, we recommend that the Government requires documented proof that the contractor has submitted and been approved Level 1; therefore, meeting the SPRS requirement.
19. Answer: Thank you for the suggestion. The Government will not implement a requirement for vendors to submit documented proof of submission.
20. Question: There is a requirement for the vendor to review DFARS 252.237-7023 (Continuation of Essential Contractor Services) and DFARS 252.237-7024 (Notice of Continuation of Essential Contractor Services). Page 5 states to provide plans described in the provision and clause to be included with the submitted quote, but there is no instruction provided where/location to put this? Will this be counted within the page count?
20. Answer: The contractor can submit the plans in the contractor’s format. DFARS 252.237-7023 and DFARS 252.237-7024 plans must be properly identified. The provision and clause provide the information that must be included in each plan. There is not a page count.
21. Question: Section 7.1.9.1 states, “Travel between sites during regular duty hours is considered inherent to the tasks detailed in the PWS and will not be reimbursed.” Can the Government clarify if there is a distance that is considered local without reimbursement? Should there be a travel reimbursable Travel CLIN for locations outside of that distance? Can the Government detail the number of trips to all locations as this is a FFP contract?
21. Answer: The Place of Performance is in Paragraph 3.0. The radius will be 30 miles. A travel CLIN will not be added to the requirement. Trips between locations (in Paragraph 3.0) are considered local and a number cannot be determined.
22. Question: Is there an incumbent?
22. Answer: Yes.
23. Question: What is the total contract value?
23. Answer: The Government cannot provide an estimate of the value of the contract. It will be similar in scope to the previous contract.
24. Question: What is the incumbent’s period of performance?
24. Answer: The solicitation provides period of performances of a base and two one-year option periods, which are dependent upon award.
25. Question: If there is an incumbent are all the positions currently filled?
25. Answer: The solicitation provides the positions for the current requirement.
26. Question: On page 6 of the SF1449, the period of performance has a different CLIN structure than what is on page 3 and 4 of the SF1449, which CLIN structure is correct?
26. Answer: See Answer 1.
27. Question: Is there a section L – Instructions to Offerors?
27. Answer: No, this procurement follows simplified acquisition procedures. Addenda to 52.212-1 provides Instructions to Offerors. FAR clause 52.212-1 Instructions to Offerors is included by reference and listed in the solicitation.
28. Question: The size limit is 2MB, will the Government accept a larger size limit and/or multiple emails, if they are labeled properly (such as 1 of 3 emails)?
28. Answer: Yes, the Government will accept a larger file size; however, the vendor must follow-up to ensure all attachments are received by the contracting office. Yes, the Government will accept multiple emails that are labeled properly.
29. Question: With the 2MB size limit, would the Government consider allowing DoD SAFE drop offs for submission? DoD SAFE drop offs are valid for 14 days after submitted and the vendor can request a DoD SAFE drop off link from the Contracting Officer.
29. Answer: No, the Government will not use DoD SAFE for this solicitation. See Answer 28.
30. Question: On page 27, the solicitation details, “Technical Section: Shall be redacted with no company name.”
Can the Government confirm that no company name should be placed in any part of the Technical Section, to include the cover page and all supporting information within this section?
30. Answer: The Technical Section shall be redacted by the vendor with no company name anywhere within the Technical Section. The company name may only appear on a cover letter, if any, of the Technical Section.
31. Question: On page 29, the solicitation details, “Vendor shall identify (contract number, dates of services, and Government contact information for verification: contracts that is has performed as the prime contractor to demonstrate that it has the corporate experience associated with all requirements of the PWS.” Can the Government confirm that it must be as a prime contractor or can experience as a subcontractor can be used?
31. Answer: Yes, experience as a subcontractor can be used. Technical Factor 2 – Experience states, “Experience by the prime, principal subcontractors, and principal entities (if applicable) will be evaluated on the amount of experience gained and the extent to which the associated efforts are similar in scope, magnitude, and complexity to this solicitation as well as relate to the proposal roles and responsibilities.”
32. Question: There are cases in which CPARS do not exist for contractors. First-tier subcontractors my elect to have past performance ratings by their prime contractors. The rules states, “If the small business elects to use the past performance rating when evaluating the small business’ offer on a prime contract.” With this SBA rule in place, will the Government evaluate past performance questionnaires provided to subcontractors for this acquisition. If PPQs are to be provided, should offerors include them in a separate past performance section?
32. Answer: Yes, past performance questionnaires will be evaluated by the Government. No, a separate section is not required, the past performance questionnaires can be provided with the past performance information.
33. Question: Can the Government confirm Juneteenth is not a federal holiday observed by the base?
33. Answer: Juneteenth is recognized by the Government as a federal holiday.
34. Question: Will the Government provide a pricing/bid sheet, or should the offeror create its own pricing/bid sheet for this quotation?
34. Answer: A separate pricing/bid will not be provided. The SF1449 is to be used and the offeror can create their own price/bid document, but it must include all information required by the SF1449.
35. Question: Is this contract subject to SCA? If it is subject to SCA, what category/title do these positions fall under? If this contract is not subject to SCA, what is the GS equivalent for all positions?
35. Answer: Yes, the category/title the Government anticipates is provided in the solicitation FAR clause 52.222-42, which also provides the equivalent GS position. The vendor can provide/suggest different categories/positions in their submitted RFQ package. Also, see Question 7.

PERFORMANCE WORK STATEMENT
1.0 Scope.
1.1 2D Reconnaissance Battalion has a requirement for non-personal services to provide full-time support in the areas of parachute/airborne operations, boating operations, and diving operations. These current positions are located at Marine Corps Base Camp Lejeune, North Carolina.
1.2 The required support services are intended to assist the battalion’s Parachute Loft (Paraloft) Staff Non- Commissioned Officer in Charge (SNCOIC), Dive Locker SNCOIC, and Boat Locker staff in all matters requiring professional and technical collaboration along with operational training support.
2.0 Period of Performance. The period of performance will be for a one-year base period and two (2) one-year option periods.

3.0 Place of Performance. The main place of performance is 2D Reconnaissance Battalion, Courthouse Bay, (Building A-71, A-72, and Highway 172) Camp Lejeune, NC.
4.0 Security Clearance. Work under this task order maybe classified as SECRET. The contractor shall comply with all applicable DoD security regulations and procedures during the performance of this task order. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and Government personnel work products, which are obtained or generated in the performance of this task order.
The Trustworthiness clause is applicable to this task order. DD Form 254 Department of Defense Contract Security Classification Specification. Attachment (1).
5.0 Contracting Officer’s Representative (COR). The Government will appoint personnel, known as the Contracting Officer Representatives (COR), to monitor performance to ensure services, within this performance work statement (PWS) are received and performed in a satisfactory manner. The COR will evaluate the contractor’s performance in accordance with the PWS to ensure acceptable quality levels (AQL) of the performance standard are met.
5.1 Role of Contracting Officer’s Representative (COR) for Inspection, Acceptance, and Other Duties.
5.1.1 Responsibilities. Performs surveillance and inspection of repair services and/or services required under this contract; determines the adequacy of the Contractor’s performance per PWS specifications; acts as the COR at the work site; ensures compliance with contract performance requirements; and advises the CONTRACT ADMINISTRATOR of any factors that may cause work performance delays. The COR cannot authorize deviations from specifications and requirements of this contract.
The following individual will be appointed as the Contracting Officer’s Representative:
TO BE PROVIDED AT TIME OF AWARD
The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract.
The Contractor shall not consider any order, statement, or conduct by Government personnel who visit the
Contractor’s facilities or in any other manner communicate with Contractor personnel during performance of this requirement as a change to the terms and conditions of the contract. The Contractor shall not comply with any order (verbal or written), direction or request of any Government personnel unless it is issued, in writing, by the Contracting Officer. In the event the Contractor or Contractor personnel effect any change to this requirement by direction of any individual other than the Contracting Officer will have done so without authority and shall bear all costs associated with such change.
5.2 Documents and Reports required from COR.
5.2.1 Unacceptable Performance. When performance does not meet specifications and requirements of this contract, written (letter, fax, or email) documentation will be furnished explaining how performance is unacceptable.
This documentation should state what specification(s) is not being performed (reference contract paragraph number(s), date and time observed) and submit to the CONTRACT ADMINISTRATOR within two workdays of each occurrence.
5.2.2 Final Receiving Report. The COR will submit a final receiving report stating that all services and supplies have been received, inspected, and accepted to the CONTRACT ADMINISTRATOR within five workdays of the ending of the contract period.
5.3 Quality Assurance Evaluations.
5.3.1 The COR is designated by the Contracting Officer to perform technical surveillance and receive all deliverables in compliance with the PWS.
5.3.2 The above paragraph does not authorize the COR to make changes in the scope, price, terms, or conditions of the contract without the written authorization/concurrence of the Contracting Officer.
5.3.3 The responsibility for inspection and acceptance of the deliverables furnished under this contract rests with the COR, or in their absence their authorized representative(s). Inspection and acceptance of all deliverables will be accomplished at the end of each month during the period of performance.
5.3.4 Inspection and acceptance will be performed at the location where work was performed.
5.3.5 The following specific areas of contract administration are assigned to the Contracting Officer’s Representative:
5.3.5.1 Receipt of all required reports.
5.3.5.2 Certification of invoices in accordance with the payment terms of the contract to include validation of each line item on each invoice.

7.0 Contractor Responsibilities. The contractor shall provide support services for the following requirements.
7.1 Personnel qualifications and certifications common to all contractor’s personnel:
7.1.1 The contractor’s employees shall be a US Citizen with a current secret clearance or can obtain and maintain a secret clearance for the duration of the contract. Work under this task order maybe classified as SECRET. The contractor shall comply with all applicable DoD security regulations and procedures during the performance of this task order. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and government personnel work products, which are obtained or generated in the performance of this task order. The Trustworthiness clause is applicable to this task order. Upon contract award the Contractor shall forward their employee clearance information to the Contracting Officer Representative (COR). DD Form 254 Department of Defense Contract Security Classification Specification is included as Attachment (1).
7.1.2 The contractor’s employees shall be capable of communicating (oral and written) fluently in English.
7.1.3 The contractor’s employees shall possess at least a high school or equivalent level education.
7.1.4 The contractor’s employees shall be capable of operating all Microsoft Office Suite of programs.
7.1.5 The contractor’s employees shall have at least one (1) year of experience working with the basic maintenance user functions of the Oracle software based Global Combat Support Systems (GCSS)
7.1.6 The contractor’s employees shall possess a complete understanding of all US military ranks and associated customs and courtesies.
7.1.7 The contractor’s employees shall work an eight (8) hour workday from 0730 to 1630, (one hour provided for lunch), 40 hours per week and a total of 1920 hours per year.
7.1.7.1 Federal holidays observed by this base are New Year's Day, Martin Luther King, Jr.'s Birthday, Presidents’ Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and other specifically designated days that are mutually agreed upon between the CONTRACT ADMINISTRATOR and the Contractor. When a holiday falls on a Sunday, the following Monday will be observed as a legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a holiday by U. S.
Government agencies.
7.1.7.2 In the event an Executive Order issued by the President of the United States declares Agencies of the Federal Government closed for a regularly scheduled workday, the COR or designee will determine and advise the contractor on whether services are required for that day.
7.1.8 The contractor’s employees shall always act and dress professionally. Professional dress is defined as clothing that is neat, clean, and in good repair. Clothing that exposes cleavage, torn/ripped, dirty, and midriff or undergarments are visible is not professional dress.
7.1.9 All travel will be authorized by the COR prior to performance and will be reimbursed in accordance with Joint Federal Travel Regulations.
7.1.9.1 Travel between work sites during regular duty hours is considered inherent to the tasks detailed in the PWS and will not be reimbursed. See Section 3.0 for Place of Performance. There is not a specified number of trips between work sites.
7.1.10 The Contractor shall be responsible for obtaining all necessary licenses and certifications and for complying with all applicable Federal, State, and local laws. The Contractor shall maintain updated copies of any applicable licenses and certifications for all employees and make them available to the Government upon request.
7.1.11 Contractor employees that operate motor vehicles to include, but not limited to, government automobiles shall maintain a valid state driver’s license with all class and commodity endorsements required by Public Law 99- 570 and state law for the type of vehicle operated.
7.1.12 Environmental, Safety, and occupational Health (ESOH).
7.1.12.1 The Contractor shall formulate and maintain a written safety and health plan and make available to the Government upon request. The written plan shall include the details of the Contractor’s responsibilities, method of program implementation, and how hazards and deficiencies shall be identified and corrected. It shall detail contractor personnel responsibilities for: protection of Government property and safety of others, personnel responsibilities for reporting all mishaps, and establish procedures for reporting to correcting unsafe conditions, hazards, or practices.
7.1.12.2 The Contractor shall notify the Contracting Officer Representative immediately after the occurrence of all accidents and incidents resulting in either personal injury, loss of life, impact to the environment or property damage to a government facility or equipment. The contractor shall submit a completed copy of and supplemental information within four (4) working days of the accident or incidents.
7.1.12.3 The Contractor shall comply with all federal, state, and local environmental laws.
7.1.12.4 The Contractor shall participate in emergency and recall notification and personnel accountability exercises.
The Contractor shall establish emergency notification and recall and personnel accountability procedures in accordance with DoDI 3001.02, Personnel Accountability in Conjunction with Natural or Manmade Disasters, and test those procedures twice a year when directed.
7.1.13 The Homeland Security Presidential Directive 12 (HSPD-12) dated 27 August 2004 has established criteria for contractors who require a Common Access Card (CAC) for either physical access to a U.S. Government controlled installation or access to government information technology (IT) systems. The Government requires Personnel Security Investigations (PSI) to establish that applicants or incumbents either employed by the Government or working for the Government under contract are suitable for the job and/or are eligible for a public trust position.
7.1.14 Government Furnished Property. The Government activity will provide adequate working space, all equipment as required (e.g., desk, chair, computer, printer, copier, telephone, etc.). utilities, janitorial services, and expendable operating supplies for the duration of this task order. The Government will also provide specific items for the requirement to include parachutes, folding tables, sewing machines, tools, sewing material, etc... The contractor shall maintain the assigned office space and work areas in a neat and orderly manner. Contractor shall only use government-furnished facilities, equipment, and supplies to accomplish the tasks required under this order.
Personal or company use of phones, utilities, computers, printers, copiers, etc. not directly related to required services is strictly prohibited. Contractor shall not remove any government-furnished equipment or supplies from the Government compound without the express written permission of the Battalion Commanding Officer or his/her designated representative. The Government will provide the contractor with all the information needed for performance including desired formats and samples. Information will be provided to the contractor in appropriate formats.
7.1.15 Non-personal Service Statement. Contractor employees performing services under this order will be controlled, directed, and always supervised by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work.
Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work
7.2 Staffing. An adequate staff is required. Based on past performance, historical data, current mission requirements, and budgetary restrictions, the Government believes that accomplishment of these support services tasks will require a minimum of four (4) qualified employees as follows: two (2) full time employees supporting Parachute Loft and Airborne Operations Support service, one (1) full time employee supporting Boat Locker Operations Support services, and one (1) full time employee supporting Dive Locker Support services. However, the Contractor may propose more than the required four (4) personnel, or any other combination, as long as the requirements of the PWS are met.
7.2.1 Requirements Specific to Parachute Loft and Airborne Operations Support. The Government believes accomplishment of these support functions will require a minimum of two (2) employees on a full-time basis. The contractor shall develop daily operational briefings/reports/information documents pertaining to jump and maintenance operations for approximately 1100 pieces of equipment to include the Cybernetic Parachute Release Systems (CYPRES), Parachutist High Altitude Oxygen System (PHAOS) masks and bottles, Parachutist Oxygen Consoles, pressure gauges/hoses/cylinders, altimeters, parachute harnesses, main and reserve canopies, sewing machines, Helicopter Rope Suspension Training (HRST) equipment, and Global Combat Support System (GCSS).
Products shall capture and report in a logical easy to understand manner equipment capabilities, status, maintenance requirements and any deviations or changes that may impact the unit’s training or mission profile. Products shall be delivered to the SNCOIC of the Paraloft for final review and dissemination. Products shall be in the form of Microsoft Office Suite of programs or oral/verbal reports. The contractor must currently possess or establish an account after contractor award on the RMI website with a DJRS account number. Common access cards (CAC) are used to establish the RMI website account. Once awarded, the contractor will be provided the unit’s sponsor to obtain the CACs. The contractor will be responsible for maintaining unit records for jump related reports on this system. Serious Incident Reports (SIR) are validated by the COR.
7.2.2 The contractor shall be capable of basic analytical skills pertaining to airborne and maintenance operations.
This shall include problem identification, information gathering, course of action development and course of action recommendation.
7.2.3 A minimum of eight (8) years of US Marine Corps parachute rigging, maintenance, training, and instruction experience is required. Experience shall include oxygen equipment associated with the high altitude - low opening (HALO)/ high altitude - high opening (HAHO) operations.
7.2.4 A minimum of three (3) years of maintenance quality control experience is required with an OSHA-30-hour certificate.
7.2.5 The contractor shall be able to maintain the Parachutist’s High Altitude Oxygen System (PHAOS).
The contractor shall be certified to pack and inspect the packing of the following parachute systems in accordance with MCO 3120.11. Once complete, the contractor shall have the parachutes inspected by a qualified Government employee for quality control purposes.
7.2.5.1 Multi Mission Parachute Systems (MMPS) (All Configurations):

7.2.6 The contractor shall provide technical support to maintenance and material management. This includes assisting in the scheduling and execution of preventative maintenance, calibrations, and inventory in accordance with MCO 3500.20B and MCO 3120.11 series. This also includes weekly, quarterly, and annual formal/informal classroom maintenance training on organic equipment in accordance with the Marine Corps Order 3120.11 – Marine Corps Parachuting and Diving Policy and Program Administration.
7.2.7 The contractor shall aide in the maintenance of the Paraloft publications library in accordance with Naval Safety Center, US Army, and US Marine Corps orders and directives.
7.2.8 The contractor shall support drop zone operations for the purpose of Jump Master duties to include Primary Jump Master, Assistant Jump Master, Safety, Drop Zone Safety Officer, and Malfunction Officer. Locations include, but are not limited to: Raeford, NC, Laurinburg, NC; Coolidge, AZ; Tucson, AZ; Fort Bragg, NC; Camp Lejeune, NC. The contractor may support TORDS operations as required as a certified rigger, drogue setter, TORDS-E, or TORDS-P master. A hazardous duty order will not be issued/provided to the contractor. The contractor performing these services will not perform hazard duties.
7.2.9 The contractor shall be able to read and interpret technical documents such as blueprints, schematics, specifications, drawings, technical data packages, parts breakdowns etc. for the purpose of including this information in briefings, reports or required documents.
7.2.10 The contractor shall possess current FAA Master Rigger Certification in accordance with Title 14 Code of Federal Regulations, Part 65, Subpart F. This certification shall remain current throughout the life of the contract.
Currency of all certifications is at the contractor’s expense.
7.2.11 The contractor shall possess valid Range Safety Officer certification for Camp Lejeune. The contractor may gain Range Safety certifications for other installations as applicable.
7.2.12 The contractor may be required to perform duties and billets outlined in the Navy Safety Command Screening Checklist as required.
7.3 Requirements Specific to Boat Locker Operations Support. The Government believes accomplishment of these support functions will require a minimum of one (1) employee on a full-time basis.
7.3.1 The contractor shall develop daily operational briefings/reports/information documents pertaining to amphibious boating operations for approximately 96 pieces of equipment to include the Zodiac Combat Rubber Raiding Craft (CRRC), the Zodiac Rigid Hull Inflatable Boat (RHIB), the USMC Open Water Safety Craft (OWSC), the USMC Dive Boat (MCDB), the Evinrude 55HP E-TEC Multi-fuel Engine system, the Mercury Verado 225 outboard engine, the Evinrude 90Hp and 250Hp E-TEC outboard engines, associated tool kits, trailers, and calibration equipment. Products shall capture and report in a logical easy to understand manner equipment capabilities, status, maintenance requirements and any deviations or changes that may impact the unit’s training or mission profile. Products shall be delivered to the Officer in Charge (OIC) or Staff Non-Commissioned Officer in Charge (SNCOIC) of the Boat Locker for final review and dissemination. Products shall be in the form of Microsoft Office Suite of programs or oral/verbal reports.
7.3.2 The contractor shall be capable of basic analytical skills pertaining to amphibious and maintenance operations.
This shall include problem identification, information gathering, course of action development and course of action recommendation.
7.3.3 A minimum of 5 years of US Military watercraft and engine maintenance, training and instruction experience is preferred. Experience shall include amphibious equipment associated with the watercraft, trailers, and associated engines.
7.3.4 A minimum of 1 year of maintenance quality control experience is preferred.
7.3.5 The contractor shall be certified to maintain all watercraft and engines in accordance with all applicable Marine Corps technical manuals. Once complete, the contractor shall have the equipment inspected by a qualified Government employee for quality control purposes. Certifications shall remain current throughout the life of the contract. Currency of all certifications is at the contractor’s expense.
7.3.6 The contractor shall provide technical support to maintenance and material management. This includes assisting in the scheduling and execution of preventative maintenance, inventory in accordance with applicable USMC Technical Manuals. This also includes weekly, quarterly, and annual formal/informal classroom maintenance training on organic equipment.
7.3.7 The contractor shall maintain the boat locker publications library in accordance with US Marine Corps orders and directives.
7.3.8 The contractor shall support amphibious operations for the purpose of assisting in the maintenance of all watercrafts, trailers, and engines. Locations include, but are not limited to: MCB Camp Lejeune, NC; Atlantic Field, NC.
7.3.9 The contractor shall be able to read and interpret technical documents such as blueprints, schematics, specifications, drawings, technical data packages, parts breakdowns etc. for the purpose of including this information in briefings, reports or required documents.
7.3.10 Required Certifications: Boat Locker Personnel shall have certifications to maintain the following:
Evinrude E-Tec outboards USMC Evinrude Multi-Fuel outboard engine (MFE) Mercury Verado outboard engines Combat Rubber Reconnaissance Craft (CRRC) USMC 31' Open Water Safety Craft coxswain USMC Dive Boat (MCDB) coxswain Rigid Hull Inflatable Boat (RHIB) coxswain
7.4 Requirements Specific to Dive Locker Support. The Government believes accomplishment of these support functions will require a minimum of require one (1) employee on a full-time basis.
7.4.1 The contractor shall develop daily operational briefings/reports/information documents pertaining to diving and hyperbaric maintenance and operations for approximately 1200 pieces of equipment to include the Expeditionary Hyperbaric Chamber System (EHCS), Transportable Recompression Chamber (TRC), MK25 Closed Circuit Underwater Breathing Apparatus, Self-Contained Underwater Breathing Apparatus (SCUBA), Bauer Divers’ Breathing Air Compressors, Rapid Deployable Oxygen Transfer Pump System (RDOTPS), and all ancillary equipment associated with these systems. Products shall capture and report in a logical easy to understand manner equipment capabilities, status, maintenance requirements and any deviations or changes that may impact the unit’s training or mission profile. Products shall be delivered to the Master Diver, or senior Navy Diver if the Master Diver is not available, of the Dive Locker for final review and dissemination. Products shall be in the form of Microsoft Office Suite of programs or oral/verbal reports.
7.4.2 The contractor shall be capable of basic analytical skills pertaining to diving and hyperbaric maintenance and operations. This shall include problem identification, information gathering, course of action development and course of action recommendation.
7.4.3 A minimum of eight (8) years of US Navy or USMC diving experience to include equipment and hyperbaric maintenance. Experience shall include all equipment associated with recompression chamber operations/maintenance, and MK25 combatant diving operations/maintenance. Most recent experience should be within the past 48 months.
7.4.4 A minimum of six (6) years of experience in the Navy’s Material Maintenance Management (3M) program to include NAVEDTRA 43241 (301) Maintenance Person, (302) Repair Parts/Supply Petty Officer, and (303) Work Center Supervisor (WCS) qualifications. In addition, the contractor shall be familiar with managing the Navy’s maintenance scheduling and recording system of SKED (current version) and be able to adapt to any program and system changes required by Navy maintenance program managers. This also includes weekly, quarterly, and annual formal/informal classroom maintenance training on organic equipment in accordance with the Navy’s 3M system.
7.4.5 A minimum of (3) years of experience qualified under NAVEDTRA 43910 as MK25 Closed Circuit Technician, Divers’ Life Support Systems (DLSS) Technician, DLSS O2 Worker, DLSS Operator, Chamber Operator, SNDL Operator, TRC Operator, and Re-entry Control Supervisor.
7.4.6 The contractor will be required to support occasional recompression chamber…
