ANSWERS TO VENDOR QUESTION 2
1. Question: Are General and Administrative/ Fee percentages allowed to be allocated to the wage rates?
Answer: General and Administrative/ Fee percentages are allowed to be included in the wage rate of the positions.
2. Question: Can the Government confirm whether there will be a transition period for this contract and if so, how long that transition will be?
Answer: The post award conference taking place 5 days after the award contract will be added to the transitional period 15-day mark. The total number of days will be 20 days.
3. Question: Will the Notice to Proceed (NTP) be issued on the date of Contract Award?
Answer: There will not be a Notice to Proceed (NTP) issued.
4. Question: If the NTP shall be issued on the Contract Award date, will it be required that all 17 of the new contractor's personnel be transitioned into place by the 15-day mark?
Answer: There will not be a Notice to Proceed (NTP) issued. All 17 contractor personnel position will be transitioned and in place by the end of the post award conference and transition period 20 day mark.
5. Question: With the post-award orientation not being conducted until five (5) days after the start of the
Period of Performance, does that mean that the NTP will not be issued until that date?
Answer: There will not be a Notice to Proceed (NTP) issued for this proposed award.
6. Question: Since there is only a 15-day transitional period, is it assumed by the government that the new contractor will utilize the incumbent's fourteen (14) current personnel?
Answer: The transitional period will include the post award conference, for a total of 20 days. The Government made no assumptions.
7. Question: Will the Contracting Officer consider extending the 15-day transitional period?
Answer: The Government extends the 15-day transitional period by including the 5 days for post award conference in the transition period, which totals 20 days.
8. Question: Please confirm the seniority on contract of incumbent staff so that we can offer an effective and accurate financial response to the government.
Answer: The Government does not determine seniority. This determination is the vendor’s decision.
9. Question: Please confirm that performance from a major subcontractor can be submitted as past performance as long as that work was performed as the Prime on the reference contract.

Answer: Yes, past performance can be submitted from major subcontractor’s performing as the Prime on the reference contract.
10. Question: Are the Contractors to submit fully burdened or unburdened pricing?
Answer: Vendors for this Solicitation are to submit fully burdened labor positions pricing in accordance with the
Wage Determination.
11. Question: The Wage Determination only provides what we can provide not what is to be provided in this solicitation, burdened, or unburdened?
Answer: Vendors for this Solicitation are to submit fully burdened labor positions pricing in accordance with the
Wage Determination.
12. Question: Net Amt Ceiling Price from 000101 + 000102 +000103 +000104+000105 , should become the
Unit price for 0001. And the Unit Price for 0001 times 12 months is the Net Amt Ceiling Price for 0001?
Answer: The Main CLIN 0001 is the total price of the subCLINs contractor positions.
13. Question: What is the Unit of Measure for the SubCLINS, (1 Week, 1Month 48 Months, 54 Months), there is no Quantity or Unit . How is the Unit Price and Amount arrived at?
Answer: The Quantity is 12 and the Unit is Months stated in the Main CLIN. It is the contractor’s responsibility to arrive at the unit price and amount in the SubCLINs.
14. Question: Are we to provide pricing for the optional 6 months, if so where? If not will the Government negotiate cost prior to contract extension.
Answer: Yes, vendors will provide pricing for the 6 month option. The 6 month option is under Main CLIN 4001 with subCLINs.
15. Question: Where to insert costs for fringe benefits, payroll taxes, and EO benefits?
Answer: This is a Firm Fixed Price Contract and the Government does not provide this information. It is the vendor’s responsibility to determine where costs are inserted in their pricing.
16. Question: For the pricing, can we submit an excel file that shows the breakdown of CLINS, Quantity, Unit, Unit Price, and Net Amounts?
Answer: Yes, the vendor can submit an excel file breakdown of CLINs, Quantity, Unit, Unit Price, and Net Amount.
