II. Contract Title. Headquarters & Headquarter Squadron (H&HS) Audio/Video Teleconference
Technical Refresh.
III. Background. H&HS current Audio and Video Teleconference systems, installed within BLDG 1 as part of the original Military Contract (MILCON) project, have surpassed end‐of‐life support and become obsolete.
Required vendor troubleshooting actions during system outages have resulted in significant cost on the government as a result of maintenance warranty sunset. Additionally, as a result of equipment cyber vulnerabilities, one of the systems was removed from the network and is therefore un‐useable; further causing debilitation of command and control (C2) functions for Aviation units during destructive weather operation in addition to restricting this command from running internal Exercise Control (EXCON) roles that sharpen and sustain Battle staff functions. Furthermore, the failure to overhaul these specified rooms to date have impeded required coordination between Commanding General and subordinate commanders.
IV. Objective. The purpose of this procurement is to procure and install video teleconference communications suite with integrated classified and unclassified video teleconference capability within critical Command and Control (C2) and planning spaces.
V. Scope. H&HS requires a vendor to install and configure resilient multimedia video teleconference capabilities with integrated classified and unclassified video teleconference capability within Station Headquarters building aboard Cherry Point, NC to refresh existing outdated systems. The command’s desired outcome is to provide upgraded audio, video, unified communication control and software platforms that will bring the Commanding Officer’s conference room to current, supportable standards and technologies that will support an O6 level Commander’s operational planning activities. The contractor shall take advantage of pre‐ existing enterprise maintenance contracts to avoid DoD investment duplication when procuring, installing and set up of all hardware and equipment necessary to complete tasks defined in this PWS.
The project shall include any labor, equipment, hardware, control or power wiring, structural and/or cosmetic repairs, control system software programming, equipment mounting and configurations. The contractor will, in the course of this effort, provide a complete system test plan, for government review, prior to scheduling and performing a government witnessed test of all capabilities of the systems. After an acceptable test, with the government representatives, the contractor shall provide training on the operation and first line troubleshooting of the Audio/Video systems. To assure longevity in equipment capability and to extend maintenance action window periodicity, best value is required over lowest price technically acceptable.
VI. Performance. Initial System designs shall be engineered by the contractor and provided to the government technical representative for review prior to contract award.
A, Task 1. Build, configure, install, and integrate one (1) Audio/Video Suite with Integrated Video Teleconference Capability within Commanding Officer’s Conference Room.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Evaluation of quotes will be conducted on a lowest-priced, technically acceptable basis. All quotes will be evaluated first on price. The lowest priced quote will be evaluated for technical acceptability on an acceptable/unacceptable basis. A technically acceptable quote is one that demonstrates that the quoted product meets or exceeds the minimum technical requirements of the drawing/specification and the required delivery schedule. Award will be made on an all or none basis.
If found to be technically acceptable, past performance will be evaluated, to include evaluation of the vendor’s past performance history in the Past Performance Information Retrieval System –Statistical Reporting (PPIRS-SR) system. If past performance is found to be satisfactory, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not technically acceptable with satisfactory past performance, the next lowest priced quote will be evaluated and so on, until a technically acceptable quote from a vendor with satisfactory past performance is identified.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
