ADDENDUM TO FAR 52.212-1

Instructions to Offerors - Commercial Items

1) NOTE REGARDING TERMS: The terms “solicitation” and “offer” are used throughout this document, including in the clauses and provisions incorporated by reference. When encountered, those terms have the same force and effect that the term “quote” incurs. The term “offeror(s)” is also used throughout and shall have the same meaning as the term “vendor.” This document is a Request for Quotes (RFQ) and as such, does not create an obligation on the part of the vendor simply by government acceptance. Both parties must sign a final contract document to create a binding contract.

2) SUBMISSION OF QUOTES.

1. The vendor is responsible for ensuring that quotes are received in the Contracting Office no later than 1:00 P.M. (EST) on 23 May 2019 as indicated on page one (1) of this solicitation. Failure of vendor’s quote to be received prior to the hour and date specified may result in rejection of the quote.

1. Quotes shall be submitted electronically via e-mail to larry.davis1@usmc.mil.

1. RFQ Number M67001-19-Q-1183 must be clearly shown in the subject line.

3) INSTRUCTIONS FOR THE PREPARATION OF QUOTES: THE VENDOR’S QUOTE SHALL INCLUDE Technical Personnel Information, Past Performance Information, a Price Quote, and completed Representation and Certification in accordance with the following instructions:

a) Technical Personnel Information Instructions: The vendor shall provide documentation demonstrating the proposed individual’s ability to perform the services as well as education, experience, and knowledge in the field of Electrical Engineering as it relates to the requirements of this solicitation, to include the following:

A. Ability to Perform Services – The vendor shall describe in detail and provide information that demonstrates the proposed individual’s ability to perform services in accordance with the requirements of the Performance Work Statement.

B. Degree in Professional Engineering – For a degree to be acceptable, the curriculum must: (1) be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

C. At least ten (10) years of Specialized Experience - Professional electrical engineering experience in project management practices and techniques; the design, installation and testing of low, medium or high voltage for electrical equipment and systems. Engineering experience involves power system protection, transformer maintenance, facility lighting, facility power and grounding systems, industrial equipment power, and other electrical and control systems equipment, as well as the operation and repair of facilities and equipment and in the planning of growth and enhancements to the utility systems. These examples are not all inclusive.

D. Knowledge, skills, abilities and competencies in Electrical Engineering, to include knowledge of the concepts, principles, theories, and methods related to the design, analysis, test, and integration of electrical systems; energy conversion; electrical power generation; and energy transmission, control, distribution or use.

b) Past Performance Information Instructions:

i) Vendors shall submit at least three (3) relevant past performance references. Relevant past performance is defined as performance of contracts of similar technical complexity to this requirement. Include the following information for each contract listed:
