ANSWERS TO QUESTIONS 24 AUG 18
Question One: Can you tell me the current contractor and the current contract number?
Answer One: The current vendor is LOGMET LLC and the contract number is M6700118P1217.
Question Two: Should the contractor’s price quote include the mandated 4% differential?
Answer Two: Per information contained in PWS Section 5, yes the contractor’s price quote should include the SCA mandated 4% differential.
Question Three: PWS Page 7, paragraph 9.2.1 states “Shall possess extensive maintenance, modification, and repair experience on V-22 aircraft, or possess equivalent industry experience such as Airframe and Power Plant (A&P) or
Federal Communication Commission (FCC) license or greater.” This paragraph could be interpreted that an individual that possess an A&P certificate or FCC license and does not have V-22 experience is qualified to support this effort. To preclude any offeror misinterpretation of this requirement recommend change to read that individuals with A&P and FCC licenses must still comply with the minimum V-22 maintenance experience of enclosure (2) or remove A&P and FCC as qualified experience.
Answer Three: Neither this paragraph, nor Technical Factor 2: Experience (page 18 of the solicitation) state that V-
22 experience is required. Therefore, not having MV-22 experience is not an immediate disqualifier. However, the offeror must demonstrate their personnel possess the qualifications and certifications listed in paragraph 9.2.8 of the
PWS.
Question Four: Please confirm which Wage Determination should be used?
Answer Four: Wage Determination No.: 2015-4389 Revision No.: 9 Date Of Revision: 07/18/2018.
Question Five: Is there a page limit if so what is it?
Answer Five: No page limit. However, you must ensure it matches the evaluation factors and information requested in the solicitation.
Question Six: Would the Government please clarify the NLT time in which an Offeror’s quote will be accepted?
Answer Six: 12:00 PM (EST) 5 September 2018.
Question Seven: Would the Government please clarify if any of the CMS personnel will be required to be certified to handle CADs/PADs or other installed explosive devices?
Answer Seven: Contractor personnel will not handle any CADS/PADS.
Question Eight: (1) Would the Government please clarify the Total amount of productive CMS man-hours requested to support this effort for accurate Offeror pricing purposes and to ensure all Offerors’ quotes are based on the same level of effort? (2) Additionally, please specify if Overtime is Authorized (Note OT CLIN provided)?
Answer Eight: (1) The total contractor hours is estimated at 2,080 hours, per PWS paragraph 6.1. (2) Overtime is not authorized.
Question Nine: For the purpose of ensuring all Offerors are proposing equivalent SCA Labor Categories, would the
Government please specify what SCA Labor Categories are requested?
Answer Nine: The SCA Labor Categories that apply are: 23022 Aircraft Mechanic II and 23023 Aircraft Mechanic
III.
Question Ten: Will the Government please clarify the need for any Contractor provided tools/equipment or specify what Contractor-owned tools/equipment are currently being used to support the contract?
Answer Ten: The Government will provide all required tools. There is no requirement for the contractor to provide any tools.
Question Eleven: PWS para. 12.1 addresses “Travel outside a 50 mile radius must be pre-approved in writing by the COR.” Will the Government please clarify if Travel is authorized as there is no Travel CLIN identified in the
Section SF 1449 on page 3 of the RFQ?
Answer Eleven: Travel is not authorized as part of this requirment. However, if a travel requirment occurs, and is authorized by the contracting officer, the Government will modify the contract accordingly.
The following have been modified:
