SITE VISIT: Offerors are “urged and expected” to attend a site visit scheduled for Thursday 3 August 2017 at 9:00 a.m. eastern time. Parties desiring to participate in the site visit must contact Soltis Sgt Padgy via e-mail at padgy.soltis@usmc.mil indicating the company name, point of contact, telephone number, and number of persons attending with first and last names by 2:00 p.m. eastern time on Monday 31 July 2017. Carousel Maintenance and Repair Support
Part 1
GENERAL INFORMATION
1. GENERAL: This is a non-personnel services contract to provide Carousel Maintenance and Repair Support.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance and repair services as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.
1.2 Scope: The equipment outlined in 2. TASKS is utilized to support units within the 2 nd
Marine Expeditionary
Force (II MEF) abroad Marine Corps Base (MCB) Camp Lejeune, North Carolina. Maintenance and repair services are imperative to ensure mission accomplishment

SPECIFIC TASKS
2. TASKS: The contractor shall provide maintenance and repair services for (14) carousels, (7) carousel interface controllers (CIC), (7) liftables, (14) 530 keyborads, and (2) Kardex Industriever Titan IIIs.
2.1 Preventative Maintenance: The Contractor shall provide preventive maintenance service on Government-owned equipment listed in this contract. The Contractor shall furnish all parts, labor, and transportation required to accomplish inspecting, cleaning, lubricating, adjusting, and calibrating of equipment.
2.1.1 The contractor shall perform preventative maintenance a minimum of every three months.
2.1.2 The contractor shall maintain all equipment at levels necessary to provide the specified functions to meet the manufacturer's current equipment specifications.
2.2 Repairs: The contractor shall determine the repairs necessary for any non-functioning equipment stated in 2.
TASKS. The Contractor shall furnish all repair parts, labor, and transportation required to accomplish item repairs.
2.2.1 If equipment is not able to be repaired due to non-availability of parts due to obsolescence or complete component failure that requires total replacement, the contractor shall notify (TO BE
DETERMINED AT CONTRACT AWARD) and the Contracting Officer in writing of suggested repairs and estimated costs. A written determination will be made by the Contracting Officer and Government
Technical Representative as to how to proceed. The Contractor shall not proceed without written approval from the Contracting Officer.
2.3 Technical Support: The contractor shall provide unlimited technical support by phone
2.3.1 The Contractor shall provide on-call maintenance service and repairs on all items listed in 2. TASKS.
2.3.2 Service calls under this agreement will be made during normal business hours Monday through
Friday (7:30 a.m. - 4:30 p.m. EST) within 48 hours of the time a maintenance call is placed at the location of malfunctioning equipment.
2.4 Technicians: The contractor shall send qualified technician to perform maintenance and repairs on the equipment stated in 2. TASKS.
2.5 Summary of Work: Upon completion of work the contractor shall submit a work ticket to (TO BE
DETERMINED AT CONTRACT AWARD). The work ticket shall include the following information:

SUPPORTING INFORMATION
3.1 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2)
12-month option periods.
3.2 Place of Performance: Building 1012 MCB Camp Lejeune, North Carolina.
3.2.1 If a part needs to be taken off-site for repairs, the Contractor shall notify (TO BE DETERMINED
AT CONTRACT AWARD) prior to removal.
3.3 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the
Government must do to ensure that the contractor has performed in accordance with the performance standards.
It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

UNAUTHORIZED WORK PERFORMANCE
CONTRACTOR'S UNAUTHORIZED WORK PERFORMANCE. The contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR/OFFICER, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.

5237.102(90) The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for aircraft maintenance via a secure data collection site.
Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilitites;
(4) D, Automatic Data Processing and Telecomunications, IT and Telecom-Telecommunications Transmission

The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year
(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

(a) The contractor is advised that this procurement is subject to the requirements of the Service Contract Act of
1965, as amended.
(b) The Contractor agrees to furnish the Contracting Officer a copy of any collective bargaining agreement applicable to employees performing under this contract.

BASE ACCESS
1. Marine Corps Installations East - Marine Corps Base Camp Lejeune and Marine Corps Air Station New River have implemented the new RAPIDGate program intended to enhance installation access control. However, RAPIDGate contains significant changes that may affect contractor’s and their employee’s access to these installations. In order to gain access to Marine Corps Base (MCB), Camp Lejeune and/or Marine Corps Air Station (MCAS), New River, https://doncmra.nmci.navy.mil/ http://www.wdol.gov/ non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access. Specifically, a check of records through the National Crime Information Center
(NCIC) Interstate Identification Index (III) is the installation's minimum background check for access to
MCB, Camp Lejeune and/or MCAS, New River for non-Common Access Card holders, to include entrance of visitors.
2. MCB, Camp Lejeune and MCAS, New River applies the following non-Federal Government cardholder criteria to determine the authorized type of access control credentials:
a. Contractors: RAPIDGate or 30-Day Pass followed by 4-DayPass*
b. Sub-Contractors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
c. Vendors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
d. Suppliers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
e. Service Providers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
f. Delivery Personnel: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
g. 3. Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC’s are exempt from
RAPIDGate enrollment.
4. Contractor personnel who are ineligible for a CAC will be required to either obtain a 30-Day pass followed by a
4-Day pass* or enroll in the RAPIDGate Program. RAPIDGate is a voluntary program due to associated costs. For further information concerning contractor access, please contact the Contractor Vetting Office at 910-450-5978 or visit Marine Corps Base Camp Lejeune (http://www.lejeune.marines.mil/) or MCAS New River
(http://www.newriver.marines.mil/) websites. For information concerning enrolling in RAPIDGate please visit their website at www.rapidgate.com.
The Government will not be responsible for any access delays. Delays that may result from inadequate planning are contractor responsibility. Any and all costs associated with RAPIDGate are the sole responsibility of the contractor.
* Contractors will be issued a one-time pass for 30 days. Upon expiration of the 30 day pass, they will only be issued a 4 day pass every 4 days thereafter, for the duration of the contract.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) Tailored
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Basis of Award will be BEST VALUE
The proposed acquisition is for a 100% small business set-aside for NAICS code 811310, Commercial and
Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and the small business size standard is $7.5 million. Offerors must be registered in the System for Award Management
(SAM) database. Information on registering in SAM may be obtained by calling (866) 606-8220 or via the internet at http://www.sam.gov. The provision at 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition.
The Government will award a single contract, on an all or none basis, resulting from this request for quotes to the responsible vendor whose quote, conforming to the RFQ, represents the Best Value to the Government, price and other factors considered. The Contracting Officer reserves the right to evaluate quotes without the use of formal evaluation procedures such as establishing a competitive range, conducting discussions, and scoring quotations. The
Contracting Officer may conduct comparative evaluations of quotes pursuant to FAR 13.106-2(b). The Government reserves the right to award no contract at all; depending on the quality of the quotes submitted.
Best Value will be evaluated based on: (1) Technical capability to include ability to meet the period of performance,
(2) past performance, and (3) price
Technical capability and past performance, when combined, will be evaluated as significantly more important than price.
(1) Technical Capability - Detailed technical narrative shall include the contractor’s technical approach explaining how the requirements described in the Performance Work Statement (PWS) will be accomplished from beginning to end. A vendor’s quote shall be written in a logical, practical, clear, and concise manner, containing all pertinent information in sufficient detail to provide the evaluators with a clear understanding of the vendor’s approach and to permit evaluation of the proposed approach. It is the responsibility of the vendor to present enough information to allow the various work efforts, support, and management approaches to be meaningfully evaluated without discussions. The vendor shall include a written confirmation of the ability to meet the required Period of Performance.
(2) Past Performance references - Vendor shall submit no more than three (3) past performance references
(not more than 3 years old) for contracts similar in scope and size. Information shall include Point of
Contact, contract phone number, delivery/period of performance, and contract number. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Vendors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. The vendor should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. Offerors may also offer provide information on problems encountered on these identified contracts and the offeror’s corrective actions. The Government may give greater consideration to the contracts that the Government feels are most relevant to the RFQ.

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
(a) Definitions. As used in this provision--
“Administrative merits determination” means certain notices or findings of labor law violations issued by an enforcement agency following an investigation. An administrative merits determination may be final or be subject to appeal or further review. To determine whether a particular notice or finding is covered by this definition, it is necessary to consult section II.B. in the DOL Guidance.
“Arbitral award or decision” means an arbitrator or arbitral panel determination that a labor law violation occurred, or that enjoined or restrained a violation of labor law. It includes an award or decision that is not final or is subject to being confirmed, modified, or vacated by a court, and includes an award or decision resulting from private or confidential proceedings. To determine whether a particular award or decision is covered by this definition, it is necessary to consult section II.B. in the DOL Guidance.
“Civil judgment” means--
(1) In paragraph (h) of this provision: A judgment or finding of a civil offense by any court of competent jurisdiction.
(2) In paragraph (s) of this provision: Any judgment or order entered by any Federal or State court in which the court determined that a labor law violation occurred, or enjoined or restrained a violation of labor law. It includes a judgment or order that is not final or is subject to appeal. “DOL Guidance” means the Department of Labor (DOL) Guidance entitled: ``Guidance for Executive Order 13673, `Fair Pay and Safe Workplaces' ''. The DOL Guidance, dated August 25, 2016, can be obtained from www.dol.gov/fairpayandsafeworkplaces.
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or

Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
