Questions and Answers-M67001-16-T-0009
Q.1. Is there an incumbent contract or contractor associated to the requirement?
A.1. No. This is a new requirement.
Q.2. Does the Presolicitation under solicitation number M6700116T0009 contain requirements similar to a current contract? If possible, please provide the current contract number. OR, is this a new requirement for the government?
A.2. Refer to Answer 1.
Q.3. Is this a new requirement or is there an incumbent? If this is a follow-on requirement, can the government identify the incumbent contractor, contract number and if they are currently fully manned for the new requirement?
A.3. Refer to Answer 1
Q.4. FAR 252.228-7001 Ground and Flight Risk, We did not see this FAR referenced in the RFQ and since maintenance will be accomplished on aircraft in the government possession, will it apply?
A.4. it is under review. It will be added if necessary.
Q.5. Will the government provide the “Applicable SCA Wage Categories for this requirement”?
A.5. CDI= Air Mechanic I, CDQAR= Air Mechanic II, Team Lead= Air Mechanic III.
Q.6. Since the Ejection Seat/ECS category will be handling Class V Ammunition and Explosive Material;
will there be a requirement to compensate those positions 4 percent differential in accordance with the area wage determination?
A.6. Yes there will be the 4% differential applied to the Class V ammo and explosive handling.
Q.7. Will it be the contractor’s responsibility to provide required specific Personnel Protective Equipment
(PPE) such as respirators, coveralls, etc., if required?
A.7. PPE will be provided by the squadron such as respirator, cranial, safety glasses etc. However, it will be the contractors responsibility to provide FOD free steel toe boots, and uniform clothing (i.e. company identified coveralls, T-shirts, foul weather jackets, etc.).
Q.8. Will a company receive a neutral rating for Past Performance if they cannot provide past performance experience in all four (4) categories or will the past performance be found relevant if they provide experience in a majority of the categories?
A.8. Majority of the categories will be fine.
Q.9. Should Past Performance be included in the Technical Volume as a Factor or should it be a separate volume?
A.9. It should be a separate volume
Q.10. On page 9 paragraph 13 it states “work performed within a 50-mile radius of MCAS Beaufort will be considered local travel, and will not be reimbursed by the government. Travel outside a 50-mile radius is not authorized.”
Question: Will you please provide the monthly average miles driven and hours of work performed within a 50-miles radius.
A.10. There is no other location or base they need to travel within 50 miles. As stated in RFQ, place of performance is MCAS Beaufort, SC and no travel is authorized. Paragraph 13 means the Government not authorized to send contractors TAD to another location.
Q.11. Enclosure 2 on page 11 identifies the Ejection Seat/ECS technician as an MOS 6287
Question: Must this individual have the specific formal “C” school on F-18 Environmental Control
System and Safety Equipment or can they have equivalent experience on a different aircraft system?
A.11. At least two Ejection Seat/ECS technician shall have FA-18 specific C school or equivalent experience on the FA-18 ECS system. The remaining two FTEs can have similar experience on a different platform but able to be fully qualified on the FA-18 system within 90 days.
Q.12. Per PWS para 6 and enclosure 2 indicated employee complement will the government for clarification purposes assign SCA codes to the positions (example Mech I, II, III etc.)?
A.12. Refer to Answer 5.
Q.13.The RFQ does not stipulate any formatting instructions. What is the Governments direction in response to Page limitations, Font, and Line Spacing?
A.13. No formatting requirements
Q.14. SOW page 6, section 6D states “selected contractor personal “may” qualify as CDIs and CDQAR.
Given the rest of the SOW and associated Enclosures do not stipulate anything other than CDI and
CDQARs, should the contractor read this as “Must” in lieu of “May”?
A.14. Yes everyone "Must" be either a CDI or CDQAR.
Q.15. SOW pages 6-7, Section 7A stipulates CMS personnel will support 7 days per week maintenance.
Section 7B confirms this requirement by adding days and shift ours; however, section 7B also alludes to restrictions on access to the facilities. If CMS personnel are under direct supervision and direction of the contractor’s Team Leader, and are not subject to the supervision and control of the Government (Section
1 page 5 & Section 6 page 6), who provides oversight and control of CMS personnel on days/shifts where the team leader is not present?
A.15. Currently, CMS personnel needed for first shift Monday through Friday.
Q.16. Section 12A cites the storing of contractor’s common tools; however, 12D states all tools will be provided by the Government. Will the contractor be required to provide any tools?
A.16. No. The government will provide the tools
Q.17. Enclosures 1 and 2 (both in the table and notes sections) stipulate a MATMEP/T&R certification/requirement. The USMC is the only branch of service the utilizes MATMEP and T&R. The
US Navy maintains F/A-18 aircraft IAW the NAMP and subsequently track training IAW the local ASM database. The way the current MATMEP/T&R requirements are written (into the SOW) would limit highly qualified and extremely experienced Navy personnel from applying. Is the Government intention to source only USMC personnel? If not, will the MATMET/T&R requirement be altered to include possible Naval personnel?
A.17. The government's intention is to have FA-18 qualified mechs to perform the maintenance. Prior
Navy, Marine, or even civilian is acceptable. However, all mechanics will need to attain and fully qualify to the level of CDI or CDQAR within 90 days of start of contract (refer to note 2 of enclosure 2). It is up to the contractor to find experienced FA-18 mechanics (at least 75%), or civilian mechanics (up to 25%) that can acquire the quals within 90 days of start of contract.
Q.18. IAW the wage determination scales, personnel working with Class V explosives (Seat Shop
Technicians) are required to receive a 4% ordnance pay stipend. How does the Government wish to see this aspect broken out?
A.18. The following individuals will receive 4% ordnance differential pay:
2 CDI seat mechs (team member/team lead)
1 CDQAR seat mech (QASO)
Also the vendor will need to have a board to certify these individuals.
Q. 19. 1. We noticed that there are no crane qualifications listed for the seat mechanics. Will seat mechanics be performing Canopy removals and if so, will they need to be qualified on a maintenance
(class 1) or hangar crane (class 3)?
A.19. The seat mechanics will need to be qualified on both cranes (class 1 and 3).
Q.20. Will the contract team’s training program be required to be based out of the online Advanced Skills
Management (ASM) program?
A.20. The contract team's will be based out of the online ASM program. The contractors will be loaded through the MALS Fleet Administrator.
Q.21. Will there be any equipment issued (tools or IMRL) directly to the contracting team?
A.21. Equipment will be provided by the Government (tools/IMRL.
Q.21. What date are the monthly invoices to be submitted and does the standard 30 day turnaround time for payments apply?
A.21. You may submit invoices at the end of every 30 days.
Q.22. Will the government provide cranial helmets? If not can the contractor purchase cranial helmet parts through the government and will the contractor be required to induct those cranial helmets into the units’ tool control program?
A.22. Cranial helmets will be provided by Government. Yes - The cranial helmets will be required to be tracked and account for through the tool control program.
Q.23 How many Type/Model/Series F/A-18 does MAG-31 operate (i.e. F/A-18A,B,C & D)
A.23. Maintenance currently involves about 70.
Q.24. To perform ejection seat maintenance, three F/A-18 trained Ejection Seat Mechanics are required, which are as follows: Seat Mechanic at the seat, Seat Crane Operator, and QSAO. We are aware that Seat
Mechanics perform other duties such as LOX servicing, OBOGS maintenance, and Environmental
Control Systems maintenance. Are these other duties MAG-31's rationale for the proposed number of
Seat Mechanics?
A.24. Yes, all of the listed tasks will be performed.
Q.25. There are no Aviation Life Support Systems (ALSS) Mechanics listed. Does MAG-31 have manning shortfalls in this labor category?
A.25. We are capable of performing all flight-equipment maintenance.
Q.26. Will the Team Leader be required to F/A-18 Safe for Flight?
A.26. Yes.
Q.27. Will Seat Mech III be Explosive Board Chairman?
A.27. No, MALS-31 ORDO will be Explosive Board Chairman
