M67001-15-Q-0163 Solicitation Questions and Responses
Question 1. We understand the Solicitation is requesting a quote for one qualified, focused, dedicated subject matter expert to perform the work identified in the Statement of Work estimated at 1920 hours for 12 months. Is this understanding correct? If not, could you clarify the Government’s intent in referencing a dedicated contractor SME?
Response 1. The contractor must provide a minimum of one (1) qualified person to work a standard 40 hour week, Monday through Friday, excluding Federal Holidays.
Question 2. SECTION D: APPLICABLE DOCUMENTS AND REFERENCES
This section lists 2.1.1 Draft 2d MAW Battle Staff Standard Operating Procedure as a reference. Will the MAW provide current versions of the 2nd MAW Battle Staff SOP, Training Continuum/Budget Plan and the TAC SOP.
Response 2. A draft of the 2d MAW Battle Staff SOP has been developed. The remaining documents still require an intimal draft.
Question 3. Is it correct to assume the 2nd MAW Battle Staff SOP and TAC SOP are separate documents?
Response 3. Yes.
Question 4. Will the government provide a separate CLN for the identified Travel requirements?
Response 4. The Government will not provide a separate CLIN for the identified travel requirements.
All Locations, Number of Trips and Durations are known at the outset.
Your anticipated/estimated travel costs shall be rolled up into your overall pricing for each item.
Question 5. Is Travel Reimbursed by the government as a ODC?
Response 5. See Response #4 Question 6. How many contractor SMEs are required to Travel in order to support the Governments requirements?
Response 6. Only one (1) SME should be necessary Question 7. The government has indicated that SCA is applicable to this contract. “The labor category and wage rate that is applicable to this requirement is: General Clerk III and $14.06 per hour.” Is it the governments’ intent to have one SME and one person to provide administrative support?
Response 7. The Wage Rate Category selected was a best fit determination based on the available choices. Unfortunately, a category for consulting does not exist.
The Government requires no more than 1 qualified person to perform under this contract. The title and wage of that person is up to you, the contractor, as long as it meets the minimum wage established in this contract.
Question 8. We are asking the government to consider deleting the SECRET Faculty Clearance Listing requirement given that all of the source documents are unclassified; each of the deliverables are unclassified; and much of the work will be accomplished at the contractor’s location(s). We do not recommend that classified discussions be addressed that could possibly be included into unclassified deliverables. It is feasible (even likely) that some of the SOPS are FOUO; but that does not require a SECRET clearance.
Response 8. The contractor will work in an office that is an “open workspace” and has been designated a “Secret Storage Facility” where classified material is ever present Although the end products being produced by the contractor will be unclassified; It is possible, that the contractor will need to conduct research using historical documents from previous combat operations that may still be classified.
