SUBJECT: Sole Source Justification for M24-036 300KN Tensile Tester Upgrade
1. 76 MXSG request the purchase of One (1) 300KN Tensile Tester Upgrade for the United Tensile Tester Computer System at Tinker AFB. This tensile tester is used in support of CMXG, PMXG, AMXG, and additive manufacturing on Tinker Air Force Base. The tensile testers are also used to test materials for shelf life extension for off base customers.
2. The United Tensile Tester requires a mandatory software update to comply with DoD Windows
11 requirement. The software update required, DragonFly, is used to operate the SFM-300KN United Tensile Tester which is specific to the United Tensile Tester equipment. With the new software upgrade, the field service engineer with United Testing Systems will be required to also verify the calibration of the load cells and extensometer that correspond to the United Tensile Tester and the new software upgrade DragonFly. The field service technician with United Testing Systems will be required to install, create, and modify ASTM, ISO and similar test templates for the DragonFly Software. The field service engineer with United Testing Systems will have specialized knowledge on calibrating, troubleshooting, and repairing the United tensile testers.
3. Therefore, the proposed sole source vendor is the only vendor that can satisfy the Government’s requirement.

4. Market research was performed reviewing the System for Award Management (SAM) databases using North
American Industry Classification System (NAICS) Code 334519 looking for companies that could provide 300 KN Tensile Tester Upgrade. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide 300KN Tensile Tester Upgrade. OBCA reached out to the OEM and verified with Neil McLaughlin, that United Tensile Tester does not have any third party distributors/service providers. In review there is only one source that can provide this commodity for this acquisition.
5. The Government will continue to monitor the market and conduct market research surveys to determine potential future sources to try and avoid future single source acquisitions.

6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
