QUESTIONS/MOLD CLEANING CONTRACT
-List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required.

-Names of countries that will be eligible to participate in this tender.
Vendors must be SAM.gov registers in order to receive government contracts.
-Information about the Tendering Procedure and Guidelines The information is posted in the SF1449 Solicitation on FBO.gov solicitation number M2000118Q0003 -Estimated Budget for this Purchase Estimated budget is under the Simplified Acquisition Threshold of $150,000 -Any Extension of Bidding Deadline?
Extension for the submission may be posted on FBO.gov -Any Addendum or Pre Bid meeting Minutes?
No prebid meeting minutes -Will post testing be required? If so who is responsible for the cost associated with this?
No. Post testing not required and is not solicited. Visual test will be conducted. Separate quote for post testing will be accepted for a possible late requirement if need.
-Who is responsible to remove the carpet that is impacted by mold?
Carpet will not be removed. Solicitation will be amend to add CLIN for carpet cleaning of the 82 rooms that have carpet.
-How many units can we have at one time to clean?
This will be determined by the contractor.
-What is require with the curtains? Are we to have them steam cleaned?
If curtains -Is the duct work in room needing to be cleaned? ( it should be) No. Although it should be clean, duct work is unaccessable.
-Are the Ptacs units require to be cleaned?
No. The government will clean them.
-Confirm that it’s only 82 rooms total involved in this project.
135 total rooms in this project.
82 rooms need Air Scrubbing, HEPA Vacuum, Chemical Wipe (Carpet Cleaning as well for rooms with carpet.
53 rooms need Chemical Wipe only -Is this a Davis Bacon Wage Project?
No, this is not a construction project.
-Can any building materials be removed carpets, ceiling tiles, etc?.
Carpet will not be removed, it will be cleaned -Is the HVAC system going to be addressed in the chase?
No, the HVAC system will not be serviced -Is there an IH involved for pre and post-testing. Will a written protocol be provided?
-Will we have access to units at the same time?
Yes.
-Are there time limitations for the work to be completed?
No, please follow the commercial standard.
-How best to minimize delays due to security on the base? Crew Access?
Navy Commercial Access Control System (NCACS) NCACS was established to standardize the enrollment/registration, background vetting/screening, issuance of credentials, and the electronic validation of credentials and verification of access privileges of vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification and/or purpose to enter Navy installations and facilities.

The contractor will only dispose their material. The contractor may use local dumpsters. Government property that is contaminated will be disposed by the government.
-Who will make the determination of what is unsalvageable on room contents? Bedding, Upholstered items, drapes, etc?
The contractor will make the determination of what is unsalvageable -When is the target start date?
April 1-30 -Will all rooms to be remediated be vacant?
The 82 rooms will be vacant. The 53 rooms that need a chemical wipe may not all be vacant, however personal items will be secured.
-Is there any expectation of drying any wet structural materials? If so, what is the procedure for billing for that as it comes up and who approves?
Wet structural material will be dried per the commercial standard. (Time, air circulation, ventilation) -How many rooms are to be cleans and stair wells, Halls?
135 total rooms need to be cleaned Of the 135 rooms 82 rooms need Air scrubbing, HEPA vacuum, and Chemical Wipe Of the 82 rooms that have carpet, the carpets will need to be cleaned. Amendment will be post to add a CLIN to capture this number.
53 need Chemical Wipe -Where do we dispose of the waste water after cleaning?
Due to the nature of this service, waste can be disposed in the local dumpsters.
-Will there be dumpsters available?
Yes, six local dumpsters are closely available and are emptied twice week.
-Are we responsible for the replacement cost of carpets, mattresses and draperies?
The contractor is not responsible; however, the contractor is responsible for negligence. Please read FAR clause 52.212-4.
-Who will cover the cost for Hazmat material removal?
The contractor will cover the cost. The contract will be firm fix price. Follow the commercial standard for removal.
-Who will cover the cost for hazardous waste water?
The contractor will cover the cost. The contract will be firm fix price. Follow the commercial standard for waste water removal.
-What level of security will on-site workers require?
On-site workers and their vehicles need to have the proper documentation and the ability to obtain access aboard the installation -Are we responsible for the open ventilation ducks replacement covers and cleaning?
No, the contractor is no responsible. The contractor will not replace anything in the room.
