52.212-1 ADDENDUM Instructions to Quoters
1. SUMMARY: This is a request for quotation. Responses to this solicitation are considered quotations and not offer. In those instances where the words offer, offeror, and proposal are used, the reader should understand that the use of such words does not change the nature of this request for quotation. The resulting award will be a Firm-Fixed Price Contract for ISO 9001:2008 Recertification and Transition and Accreditation to ISO 9001:2015 for Marine Corps Base Camp Pendleton, California.
2. SUBMISSION OF QUOTATIONS: Quotations must be returned to the address listed below no later than the date and time specified in block #8, page #1- Pacific Standard Time (PST). Quotations may be hand carried, emailed, or submitted by way of commercial courier service (FedEx, UPS, etc.). Faxed quotations will not be accepted. Do not attempt to send the quotation via the US Postal Service since the US Postal Service does not deliver to the building. When submitting via Email, offerors should limit attachment size to 2MB. If necessary, multiple Emails should be submitted. In all cases, quoters should obtain a proof of delivery/proof of receipt of submission. If the quoters does not receive a proof of receipt, quoter should assume his/her submission did not reach the individual below. The Government reserves the right to make an award solely on initial quotes received.
Quoter’s bear the burden of ensuring that all portions of the quote (and any authorized amendments) reach the designated office on or before the deadline specified in the solicitation. Quotations shall be delivered to:

3. CONTRACT AUTHORITY: The Government will solicit and award this contract using Simplified Acquisition Procedures, in accordance with FAR part 13 and FAR part 12. As a result of this authority, certain requirements for soliciting, awarding, and notifying quoters are streamlined. In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence.
4. SYSTEM FOR AWARD MANAGEMENT (SAM):
Contractors must be currently registered in the System for award Management (SAM) to be eligible for award. For information and registration go to http://www.sam.gov. Note: Not required to complete Provision 52.212-3 if registered in http://www.sam.gov.
5. PERIOD OF ACCEPTANCE OF OFFERORS: The pricing terms and conditions of the quotations should be valid for 90 days unless stated otherwise in the quote.
6. COMPLETE QUOTE: The Government will award a Firm Fixed Price Contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation represents the Lowest Price Technically Acceptable. This RFQ is for ISO 9001:2008 Recertification and Transition and Accreditation to ISO 9001:2015. A complete quote must be received for consideration. A complete quote is (a) - (e) as follows:

(d) Technical Acceptability— Provide proof of experience as follows:
i) A maximum of two (2) page resume supporting experience in executing specific tasks and qualification as provided in the Statement of Work. List any certifications, if applicable.
e) Past Performance- Provide three (3) recent and relevant references. Recent is defined within the last 5 years.
Relevant is defined by the tasks and qualifications as provided in the Statement of Work. Each Reference should contain the following information:

7. QUESTIONS CONCERNING THE SOLICITATION: Questions shall be submitted by email no later than 10 May 2017 at 1:00 p.m. Pacific Standard Time (PST) to the email addresses listed below. No phone questions will be accepted. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. All questions will be reviewed and responded to by an amendment to the solicitation.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

STATEMENT OF WORK
STATEMENT OF WORK
1. Background
1.1 The Supply Management Unit (SMU), 1st Supply Battalion, Combat Logistics Regiment -15, 1st Marine Logistics Group, I Marine Expeditionary Force, Camp Pendleton, California, has embarked on a mission to stabilize and normalize its processes and provide product quality assurance to its customers. The SMU has chosen International Organization for Standardization (ISO) 9001:2008, as the methodology to attain its goal of normalization. The ISO sets out the requirements of a quality management system. The SMU has taken necessary actions to implement ISO 9001:2008 into its processes and now must take the next step; recertification of ISO 9001:2008.
The SMU, 1st Supply Battalion has a requirement for ISO 9001:2008 service quality management assessment registration/certification without design by a third party auditing. The registration shall be one certification with multiple sites.
2. Scope of Work
2.1 The contractor shall administer the recertification assessment, surveillance, and accreditation audit during the year of 2017, 2018, 2019, 2020, 2021. The recertification shall be valid for three years.
1) 2017 Recertification audit will be conducted within a four and a half (4.5) day timeframe, that also includes ANAB Accreditation for all sites.
2) 2018 Transition to ISO 9001:2015 and Annual Surveillance will be conducted within a three and a half (3.5) day timeframe, that also includes half (0.5) day of site document review ANAB Accreditation Fee.
3) 2019 2nd ANAB Accreditation will be conducted within a two and a half (2.5) day timeframe, that also include ANAB Accreditation Fee.
4) 2020 ANAB Accreditation will be conducted within a two and a half (2.5) day timeframe, that also include ANAB Accreditation Fee.
5) 2021 Recertification audit will be conducted within a four and a half (4.5) day timeframe, that also includes ANAB Accreditation for all sites.
2.2 The services shall be performed between the hours of 0800-1600, Monday through Friday unless otherwise specified by the Officer in Charge (OIC), SMU.

5.2 The contractor shall furnish all labor, supervision, tools, materials, equipment, and transportation necessary to conduct the audits.
6. Specialized Requirements
6.1 The contractor must have experience with military organizations that have a high deployment rate.
7. Government Property
7.1 There will be no Government Furnished Property provided to the contractor for performance under this contract.
The vendor must provide all materials required to perform the registration/certification assessment.
8. Invoicing
8.1 The invoices may be submitted for payment after services has been rendered as no advanced payment/deposit is authorized. The vendor must present itemized necessary fees for Certification in the quote as a bottom line amount.
Fees that are not clearly itemized shall not be accepted. If fewer hours/days are used during the period of performance the Government will adjust the quantity to the actual number of hours/days used and de-obligate the difference of excess funds by means of a contract modification.
9.0 Reporting Requirements – Enterprise-wide Contractor Manpower Reporting Application (ECMRA): The Contractor must report contract labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site.
The Contractor is required to completely fill in all required data fields using the following web address:
https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data must be report no later than October 21 of each year.
10.0 Government Technical Point of Contact (TPOC)
The Contracting Officer shall designate a Government Technical Point of Contact (TPOC) during the term of this contract. The TPOC will provide assistance in identification and resolution of problems, conflicts in priority, subtask requirement definitions, and other operations type problems within the scope of this Statement of Work.
The TPOC will provide technical clarification and assistance in support of the contract requirements. The TPOC DOES NOT have the authority to make changes and/or give direction under this contract. The only authority under this contract authorized to make changes, give direction, and/or provide monetary adjustments is the Contracting Officer from the Regional Contracting Officer SW, Camp Pendleton, CA, see paragraph 10.

8. Contracting Officer Authority – The Contracting Officer is the only person authorized to direct changes in any of the requirements under this contract, and notwithstanding any provisions contained elsewhere in this contract, said authority remains solely in the Contracting Officer (Reference Block 31 on the SF1449). In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the contractor.

SECURITY REQUIREMENTS
Contractor and subcontractor employees must comply with installation rules and regulations. The Contractor is responsible for ensuring that each of its subcontractors fully complies with the following provisions, and shall flow down to subcontracts a clause to satisfy this contractual obligation.
The Contractor is responsible for providing information required to obtain clearances, permits, passes, or security badges that are required for Contractor personnel or equipment access. This includes information required for police or background checks or investigations.
The Contractor is responsible for ensuring such clearances, permits, passes, or security badges are promptly returned to the issuing activity upon termination of an employee, completion of a project, or termination of a contract or subcontract.
All Contractor personnel performing work under this contract who require access to military installations shall obtain personal entry and vehicle passes from the Provost Marshall’s Office (PMO) of each base. (For Camp Pendleton, this process currently includes the requirement that employees under a contract of one year or longer obtain a Business Pass, which requires completion of an application used to conduct background checks.)
The Commanding Officer of each base has broad authority to remove or exclude any person from the military installation to protect personnel and property, to maintain good order and discipline, and to ensure the successful and uninterrupted performance of the Marine Corps mission. In the exercise of this authority, the Commanding Officer may refuse to grant personal entry passes or may bar Contractor employees, including employees who have been granted a personal entry pass. Refusal to grant an employee a personal entry pass or barment of an employee does not relieve the Contractor of the responsibility to continue performance under this contract.
The Contractor’s employees shall observe and comply with all base rules and regulations applicable to contract personnel, including those applicable to the safe operation of vehicles, and shall not be present in locations not required for the proper performance of this contract.
Contractor personnel performing work under this contract shall be readily identifiable as an employee of the contractor through the use of uniforms with nametags. The contracting officer may approve alternate methods of ensuring contractor personnel are readily identifiable.
Contractor personnel and equipment entering a military installation are subject to security checks. Contractor personnel shall follow any direction given by Military Police or other security or safety personnel.
The Immigration Reform and Control Act of 1986 (IRCA), Public Law 99-603 (8 U.S.C. 1324a) requires employers verify the eligibility of individuals for employment to preclude the unlawful hiring, or recruiting or referring for a fee, of aliens who are not authorized to work in the United States.
